STATEMENT OF ISSUE:
Transmitted for City Council consideration are the Ellis-Goldenwest
Specific Plan Design Guidelines . Staff has prepared the Design
Guidelines to promote continuity of common and private landscaping,
equestrian trails, signage, fencing and street lights in the
Ellis-Goldenwest area .
RECOMMENDATION:

Guidelines are consistent with existing landscaping,
equestrian trails, signage, fencing and street light
requirements .

ANALYSIS•
On April 21, 1992, the Planning Commission approved the Design
Guidelines for the Ellis-Goldenwest Specific Plan which will provide
continuity of development of common and private landscaping,
equestrian trails, signage, fencing and street lights .
Staff has prepared the Design Guidelines for the Ellis-Goldenwest
Specific Plan in response to the Planning Commission' s direction and
to fully implement the Ellis-Goldenwest Specific Plan. The
Ellis-Goldenwest Specific Plan contains an Estate Residential design
theme which promotes distinctive open space and equestrian
amenities . The Design Guidelines will provide continuity of common
and private improvements in the Specific Plan area .
The Design Guidelines contain extensive requirements pertaining to
the size and location of plants within the designated landscape
easements . In addition, a comprehensive plant palette, which
includes optional California Native species, will provide consistent
landscape materials which are compatible with the plant selection
contained in the Holly Seacliff Specific Plan area which surrounds
the Ellis-Goldenwest Specific Plan area on three (3) sides .
Specific criteria regarding equestrian trails, cross-sections of
trail treads, signage fencing and street lights are contained in the
Design Guidelines which will create a planned residential
environment. With the pending development of the last of the Dahl
Co . ' s subdivisions and two (2) recently approved tentative tracts
for Pacific Coast Homes, staff feels that approval of the Design
Guidelines are essential for coordinated development of the
Ellis-Goldenwest Specific Plan quarter-section.
Environmental Status
Pursuant to Section 15061(b) (3) of the California Environmental
Quality Act, 1976, this project is exempt from additional
environmental review. Also, mitigation measures contained in Final
Environmental Impact Report No. 88-2 apply to any development
associated to the Design Guidelines .

Not applicable.
ALTERNATIVE ACTION:
The City Council may modify the proposed Design Guidelines for the
Ellis-Goldenwest Specific Plan as desired.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
HUNTINGTON BEACH WHICH INCORPORATES
DESIGN GUIDELINES INTO THE ELLIS-GOLDENWEST
SPECIFIC PLAN
WHEREAS, Design Guidelines have been prepared for the
Ellis-Goldenwest Specific Plan; and
All persons wishing to respond to notice duly given
have been heard by the Planning Commission either through
written comments or public testimony during a public hearing on
April 21, 1992 and such responses and comments which were made
were duly noted and responded to; and
The Planning Commission approved Resolution No . 1467
which recommends that the City Council incorporate the Design
Guidelines into the Ellis-Goldenwest Specific Plan; and
All persons wishing to respond to notice duly given
have been heard by the City Council either through written
comments or public testimony during a public hearing
on 8/3/92 and such responses and comments were duly
noted and responded to,
NOW, THEREFORE, BE IT RESOLVED by the City Council of
the City of Huntington Beach as follows :
Section 1. The City Council does hereby find that the
Design Guidelines will provide continuity of common and private
landscaping, equestrian trails, signage, fencing and street
lights .

Section 2 . The City Council further finds that the
Design Guidelines are consistent with the Estate Residential
Design Theme and the General Plan Designation of Estate
Residential .
Section 3 . The Design Guidelines are hereby
.incorporated and made part of the Ellis-Goldenwest Specific
Plan. The Director of Community Development is directed to
amend the Specific Plan as necessary to reflect the adoption of
the Design Guidelines . A copy of the amended Specific Plan
shall be filed with the City Clerk.
PASSED AND ADOPTED by the City Council of the City of
Huntington Beach at a regular meeting held on the 3rd day
of Auqust 1992 .

ELLIS- GOLDENWEST SPECIFIC PLAN
DESIGN GUIDELINES
The Ellis-Goldenwest Specific Plan contains an Estate Residential
design theme which incorporates distinctive open space and
equestrian amenities . The Design Guidelines provide continuity of
design for common and private improvements within the Specific Plan
area .
The purpose of the Design Guidelines is to provide criteria for
developing a community theme which will create visually consistent
streetscapes and a unique estate residential identity. The Design
Guidelines consist of general requirements for landscaping,
equestrian trails, signage, fencing and street lights .
A. LANDSCAPE
Plant materials are to consist of low-maintenance, low
water-use trees, shrubs and ground covers . Landscape easements
are to have informal staggered groupings of trees and shrub
masses with generous areas of ground cover . Landscaping
requirements shall be as follows :
1 . Arterial Highways and Intersections
a . A minimum 25-foot wide landscape area shall be provided
along all arterial highways (Ellis , Goldenwest,
Garfield and Edwards) .
b. Landscaping shall consist of :
1 . Formal planting or informally spaced groups of two
tree varieties .
2 . Street trees shall be provided at a minimum of one
36-inch box tree per 45 linear feet of street
frontage. Additional trees may be included subject
to the Park, Tree and Landscape Division.
3 . Shrub masses of five gallon size and extensive
areas of flat grown or one gallon container stock
ground cover and undulating areas of sodded turf .
c. Equestrian trails shall be provided where required by
the Ellis-Goldenwest Specific Plan in accordance with
the standards in Section B: Equestrian Trails .
d. At arterial highway intersections, additional setbacks
and landscaping shall be provided as follows :

1. Perimeter walls shall be angled at 45 degrees and
set back a minimum of 40 feet from face of curb.
2 . Groupings of three or more selected from the
following trees :
a . Phoenix carariensis (Canary Island Date Palm)
at variable brown trunk heights between 10 and
25 feet .
b. Phoenix dactylifera (Date Palm) at variable
brown trunk heights between 10 and 25 feet .
c . Washingtonia robusta (Mexican Fan Palm) at
variable brown trunk heights between 10 and 25
feet .
d. Erythrina caffra (Kaffir Coral Tree) minimum of
three 60-inch box multi-trunk trees .
3 . Broadleaf evergreen understory with colorful ground
cover .
4 . Community monument signage in accordance with
Section C: Signage.
2 . Collector Street Entries
a . A minimum 15-foot wide landscape area measured from
face of curb shall be provided at each collector street
entry from an arterial highway. Unique trees shall be
used and both corners are to match in arrangement and
choice of plant materials . A minimum of three 48-inch
box trees from the list in Section A. 5 : Plant Pallette
are required per each corner.
b. Shrub understory of 5-gallon size plant materials with
flat grown or 1-gallon container stock ground cover

3 . Collector Streetscape
a . Street trees below shall be provided at a ratio of one
15-gallon minimum size tree per 25 linear feet of
street frontage.
b. Equestrian trails shall be provided where required,
with protective rail fencing adjacent to landscaped
areas .

4 . Local Streetscape
a . A minimum of one 36-inch box tree from the list in
Section A. 5 : Plant Pallette shall be provided in the
front setback area of each residential lot . One
additional 36-inch box tree shall be provided on corner
lots ; placed in the exterior side yard or rear yard.
b. Covenants , conditions and restrictions shall require
that all areas visible from the street(s) are to be
landscaped within one year of occupancy.

6 . Plant Design
a . Turf areas are to be kept to a minimum and only low water
use varieties will be acceptable.

b. Use drought tolerant, Mediterranean, Australian or
native plant materials wherever feasible.
C . Provide results of agricultural suitability soils
testing with recommendations as part of landscape plan
check submittals . Incorporate the recommendations into
soil preparation specifications .
d. Group plants with similar water use.
e . Include weed barriers on all exposed soil surfaces with
plant materials spaced more than 12 inches apart
covered with a minimum of two (2) inches of mulch
materials .
f . Incorporate hardscape materials as much as possible.
g . Submit planting and irrigation specifications for
approval by the City along with landscape plan check
submittals .
h. Plastic root barriers are required for all broadleafed
trees within five feet of structures or pavement . Root
barriers are to be a minimum of 24 inches deep.
7 . Irrigation Design
a . Use automatic electrically controlled valves for all
areas to be irrigated .
b. Include moisture sensing devises , minimum one per four
valves .
C . Utilize low volume and flat spray heads whenever
possible.
d. Provide flow sensing devised for each controller .
e . Controllers are to have drip irrigation capabilities
and multiple program options .
f . Clocks are to be programmed to ensure that the water
applied equals the evapotranspiration rate for this
climatological area and soil conditions .
g . Irrigation systems are to be designed to prevent
overspray or water running onto hardscape area .

B. EQUESTRIAN TRAILS
1 . Trails are to have a minimum tread width of eight feet with
a maximum grade of 10 percent and maximum cross-slope of
two percent .
2 . Trails are to be graded to prevent surface erosion. Where
necessary, paved drainage ditches, gutters and catch basins
or drop inlets shall be provided to prevent water from
flowing across the trail or to prevent trail water to flow
down adjacent slopes or across streets and/or sidewalks .
3 . Trail treads shall consist of a minimum of six inches of
aggregate base beneath four inches of decomposed granite
with a 2 X 6 pressure treated wooden header on each side to
define the trail tread area .
4 . Trail construction shall conform to Section F.
C. SIGNAGE
1 . All proposed signs within the Specific Plan shall conform
with the Sign Code contained in the Huntington Beach
Ordinance Code.
2 . A monument sign or other architectural feature shall be
constructed within the landscaped setback area at each
arterial highway intersection.
3 . Collector street entry signs may be located within the
landscaped setback area for each neighborhood entry.
4 . The location, design and materials for all proposed
arterial highway intersection, neighborhood entry and
project identification signs shall be subject to the
approval of the Director of Community Development and the
Department of Public Works .
D. FENCING
1 . All single family residential areas along an arterial
highway shall be screened by a minimum six (6) foot high
solid wall .
2 . The design and materials of all walls and fencing shall be
architecturally compatible throughout the Specific Plan
area and shall be approved by the Design Review Board.
3 . All equestrian trails shall be delineated by fencing .
a . Collector street trail fencing shall consist of 2-rail
woodcrete fencing .
b. Internal trail fencing shall be consistent with tract
fences .

E. STREET LIGHTS
Street light standards , except on arterial highways , shall be
Southern California Edison "Colonial" type.

NOTICE IS HEREBY GIVEN that the Huntington Beach City Council will
hold a public hearing in the Council Chamber at the Huntington Beach
Civic Center, 2000 Main Street, Huntington Beach, California, on the
date and at the time indicated below to receive and consider the
.statements of all persons who wish to be heard relative to the
application described below,

The proposed Design Guidelines have been prepared for the
Ellis-Goldenwest Specific Plan area which is located between Ellis
Avenue, Goldenwest Street, Garfield Avenue and Goldenwest Street.
The Design Guidelines will provide continuity of common and private
landscaping equestrian trails, signage, fencing and street lights .
The Planning Commission continued the Design Guidelines to the
April 7, 1992 Planning Commission meeting in order for staff to
re-evaluate the trail sections . On March 25, 1992, staff met with
interested parties and a consensus was reached with regards to trail
widths and plant materials . The major change has been to increase
trail width from eight (8) to ten (10) feet in width for trails
around the perimeter of the quartersection.
Staff has transmitted the results of the March 25, 1992 meeting to
the Dahl Company. The Dahl Company has agreed to revise the
perimeter trail and landscape plans for Tracts 13269 and 13270 which
are located on the east side of Edwards Street south of Ellis Avenue.

2 . 0 GENERAL INFORMATION:
The Design Guidelines were continued to the April 21, 1992 Planning
Commission in order for staff to analyze the proposed trail widths
and work with the Dahl Company and revise perimeter trail and
landscape plans . Staff has prepared the proposed Design Guidelines
for the Ellis-Goldenwest Specific Plan in response to the Planning
Commission' s direction and to fully implement the Estate Residential
theme in the Specific Plan area.
On Wednesday, March 25, 1992, a committee composed of staff,
residents and planning Commission representatives, met and discussed
the major concerns with the Design Guidelines . The results of the
meeting are as follows :
- Increase perimeter trail tread width to 10 feet.
- Combine perimeter section A-A, K-K and X-X into one
cross-section.
- Reduce trail tread width in section S-S to eight feet .
Reduce trail tread width in section S/A-S/A to 10 feet .
- Slight corrections to sections R-R and S-S.
Also, native landscape materials have been introduced into the list
of permitted plants in the Specific Plan area. A summary of the
Guidelines Committee is contained in Attachment No. 2 .
3 . 0 RECOMMENDATION:
Staff recommends that the Planning Commission approve the revised
Ellis-Goldenwest Specific Plan Guidelines based on findings by
approving Resolution No. 1467 and forward to the City Council for
adoption.
FINDINGS FOR APPROVAL - DESIGN GUIDELINES:
1 . The proposed Ellis-Goldenwest Specific Plan Design Guidelines
will implement the established Estate Residential design theme.
2 . The proposed Ellis-Goldenwest Specific Plan Design Guidelines
are consistent with existing landscape, equestrian trails,
signage, fencing and street light requirements .
11. 0 ALTERNATIVE ACTION:
The Planning Commission may modify the proposed Ellis-Goldenwest
Specific Plan Design Guidelines as desired.

ELLIS- GOLDENWEST SPECIFIC PLAN
DESIGN GUIDELINES
The Ellis-Goldenwest Specific Plan contains an Estate Residential
design theme which incorporates distinctive open space and
equestrian amenities . The Design Guidelines provide continuity of
design for common and private improvements within the Specific Plan
area.
The purpose of the Design Guidelines is to provide criteria for
developing a community theme which will create visually consistent
streetscapes and a unique estate residential identity. The Design
Guidelines consist of general requirements for landscaping,
equestrian trails, signage, fencing and street lights .
A. LANDSCAPE
Plant materials are to consist of low-maintenance, low
water-use trees, shrubs and ground covers . Landscape easements
are to have informal staggered groupings of trees and shrub
masses with generous areas of ground cover. Landscaping
requirements shall be as follows :
1. Arterial Highways and Intersections
a. A minimum 25-foot wide landscape area shall be provided
along all arterial highways (Ellis, Goldenwest,
Garfield and Edwards) .
b. Landscaping shall consist of:
1 . Formal planting or informally spaced groups of two
tree varieties .
2 . Street trees shall be provided at a minimum of one
36-inch box tree per 45 linear feet of street
frontage. Additional trees may be included subject
to the Park, Tree and Landscape Division.
3 . Shrub masses of five gallon size and extensive
areas of flat grown or one gallon container stock
ground cover and undulating areas of sodded turf .
C. Equestrian trails shall be provided where required by
the Ellis-Goldenwest Specific Plan in accordance with
the standards in Section B: Equestrian Trails .
d. At arterial highway intersections, additional setbacks
and landscaping shall be provided as follows :

1. Perimeter walls shall be angled at 45 degrees and ,
set back a minimum of 40 feet from face of curb.
2 . Groupings of three or more selected from the
following trees :
a. Phoenix carariensis (Canary Island Date Palm)
at variable brown trunk heights between 10 and
25 feet.
b. Phoenix dactylifera (Date Palm) at variable
brown trunk heights between 10 and 25 feet.
c. Washingtonia robusta (Mexican Fan Palm) at
variable brown trunk heights between 10 and 25
feet.
d. Erythrina caffra (Kaffir Coral Tree) minimum of
three 60-inch box multi-trunk trees .
3 . Broadleaf evergreen understory with colorful ground
cover .
4 . Community monument signage in accordance with
Section C: Signage.
2 . Collector Street Entries
a . A minimum 15-foot wide landscape area measured from
face of curb shall be provided at each collector street
entry from an arterial highway. Unique trees shall be
used and both corners are to match in arrangement and
choice of plant materials . A minimum of three 48-inch
box trees from the list in Section A. 5 : Plant Pallette
are required per each corner.
b. Shrub understory of 5-gallon size plant materials with
flat grown or 1-gallon container stock ground cover
areas .
3 . Collector Streetscape
a. Street trees below shall be provided at a ratio of one
15-gallon minimum size tree per 25 linear feet of
street frontage.
b. Equestrian trails shall be provided where required,
with protective rail fencing adjacent to landscaped
areas .

4 . Local Streetscape
a . A minimum of one 36-inch box tree from the list in
Section A. 5: Plant Pallette shall be provided in the
front setback area of each residential lot . One
additional 36-inch box tree shall be provided on corner
lots; placed in the exterior side yard or rear yard.
b. Covenants, conditions and restrictions shall require
that all areas visible from the street(s) are to be
landscaped within one year of occupancy.

native plant materials wherever feasible. ,
C. Provide results of agricultural suitability soils
testing with recommendations as part of landscape plan
check submittals . Incorporate the recommendations into
soil preparation specifications .
d. Group plants with similar water use.
e. Include weed barriers on all exposed soil surfaces with
plant materials spaced more than 12 inches apart
covered with a minimum of two (2) inches of mulch
materials .
f . Incorporate hardscape materials as much as possible.
g. Submit planting and irrigation specifications for
approval by the City along with landscape plan check
submittals .
h. Plastic root barriers are required for all broadleafed
trees within five feet of structures or pavement. Root
barriers are to be a minimum of 24 inches deep.
7 . Irrigation Design
a. Use automatic electrically controlled valves for all
areas to be irrigated.
b. Include moisture sensing devises, minimum one per four
valves .
c. Utilize low volume and flat spray heads whenever
possible.
d. Provide flow sensing devised for each controller.
e. Controllers are to have drip irrigation capabilities
and multiple program options .
f . Clocks are to be programmed to ensure that the water
applied equals the evapotranspiration rate for this
r climatological area and soil conditions .
g . Irrigation systems are to be designed to prevent
overspray or water running onto hardscape area .

B. EQUESTRIAN TRAILS
1 . Trails are to have a minimum tread width of eight feet with
a maximum grade of 10 percent and maximum cross-slope of
two percent .
2 . Trails are to be graded to prevent surface erosion. Where
necessary, paved drainage ditches, gutters and catch basins
or drop inlets shall be provided to prevent water from
flowing across the trail or to prevent trail water to flow
down adjacent slopes or across streets and/or sidewalks .
3 . Trail treads shall consist of a minimum of six inches of
aggregate base beneath four inches of decomposed granite
with a 2 X 6 pressure treated wooden header on each side to
define the trail tread area.
4 . Trail construction shall conform to Section F.
C. SIGNAGE
1. All proposed signs within the Specific Plan shall conform
with the Sign Code contained in the Huntington Beach
Ordinance Code.
2 . A monument sign or other architectural feature shall be
constructed within the landscaped setback area at each
arterial highway intersection.
3 . Collector street entry signs may be located within the
landscaped setback area for each neighborhood entry.
4 . The location, design and materials for all proposed
arterial highway intersection, neighborhood entry and
project identification signs shall be subject to the
approval of the Director of Community Development and the
Department of Public Works .
D. FENCING
1. All single family residential areas along an arterial
highway shall be screened by a minimum six (6) foot high
solid wall .
2 . The design and materials of all walls and fencing shall be
architecturally compatible throughout the Specific Plan
area and shall be approved by the Design Review Board.
3 . All equestrian trails shall be delineated by fencing.
a . Collector street trail fencing shall consist of 2-rail

Subject Ellis/Goldenwest Guidelines Date April 15, 1992
At the March 25th meeting of the Ellis/Goldenwest Guidelines Committee, the
subject Guidelines were on the agenda for review as requested by the Planning
coamission on March 17th. .
Various concerns were voiced by several members at the Planning Commission
meeting of the 17th and the proposed Guidelines were continued to the next
Planning Commission meeting to allow staff and others to meet and discuss
changes requested by interested individuals or people representing homeowners in
the immediate area.
Please find the following to be issues discussed, staff recomTendations and the
Comzittee suggested changes.
1. Width of Equestrian Trails
Those trails with landscape including trees and trail fencing should be
twelve foot (121) wide trails.
The twelve foot wide trail will allow more natural growth of plants and
trees requiring less trinming and therefore less maintenance costs to the
homeowners.
The twelve foot wide trail should allow for one and two year growth
cycles between tree trimming therefore reducing maintenance costs to the
homeowners.
The twelve foot wide trail would allow for a more efficient use of aerial
equipment and trucks, to be utilized when needed in the future, to trim
mature trees and other tasks.

width that would allow the use of aerial
trimming equipment and maintenance trucks.
(see pictures attached)
Trail sections requiring a ten foot (101) width are as follows:
Trail A A
Committee/Staff Recommendation: (A A) to be changed to a (K-K) design.
This section of the trail system has an approved conceptual plan design,
however, the developer, for consideration, will revise his plans to build
a K-K design.
Trail H-H
Committee Reccnmvndation: (H H) section be changed to a (K-K) design
with a turn around at the end of the trail
for future tie in with the (G-G) trail
section if ever constructed.
Here again we have approved the developers conceptual plan for the (H H)
design. Staff goes not agree that the equestrian trail should be build
in this section since it is not probable that G-G section will ever be
constructed.
Trail I-I
Plan approved with eight foot (81) trail. Trail grade and drainage, with
landscape/fence included did not allow for ten foot (101) trail.
Trail K-K
The trail from Quarter horse to Edwards is already constructed.
Committee/Staff Recommendation: All other (K-K) trails should be ten feet
(101) in width.
They are now shown at eight feet (81) and
should be changed to (101) .
Trails N NIO-0
Residents are requesting construction of the (N-N) and (0-0) trail
sections as soon as possible.
The City cannot require these sections to be constructed since we only have
eight feet (81) of right-of-way. Six feet (61) is for sidewalk and two feet
(21) is for public utility easement. The remaining property is a private
landscape easement.
The City reviewed the construction of equestrii trail in these areas when the
developer first submitted plans for these areas. However, the slopes and
construction proposed did not allow for the trails to be constructed for
reasonable costs.
The trails would have required retaining walls, unreasonable increase in cost
for site construction of tract lots boardering on the slope and substantial cost
in street and drainage improvements of Ellis Avenue and espically at the low
point of Ellis.
Trail O--O (north/south swale and open space area)
Residents raised concerns that this trail was not located properly,
however, the layout on figure 8 is diagramatic only and will be
constructed as needed to be a functional equestrain trail.
Trail S-S
Residents raised concerns regarding the twelve foot (121) width for this
trail saying it was not necessary.
Grades and drainage along with landscape/fence did not allow for more
than an eight foot (81) trail which has already been designed by the
developer and approved by the City.

Committee/Staff Recommendation: Change S-S design section with 10 foot
trail and new landscape design. Developer
is revising his plans to accomplish this
request.
Trails (Sa-Sa) and (U U)
Committee/Staff Recommendation: Committee recommends a ten foot (101) wide
trail in these areas.
The twelve foot (121) trail has already been designed by the developer
and approved by the City, however, developer has agreed to revise his
plans to construct a (101) trail. .
Trail X-X (Garfield and Goldenwest)
These trails can be designed under (K-K) trail design section.
The City Council, at its September 16, 1991 meeting, approved Conditions for
Approval or tentative tracts 14007 and 14009 which included adoption of the
Draft (Goldenwest/Ellis) Guidelines, dated July 16, 1991. Those Draft
Guidelines were not typical of the proposed Guidelines we are now submitting to
the Planning Commission. Therefore, issues such as the (101) wide trails on
Garfield, Goldenwest and portion of Edwards will not have to be constructed by
these proposed Guidelines, should the developer wish to build by the Draft
Guidelines of July 16, 1991.

The issue of the Plant Palette was of concern for some residents and
commissioners relative to lack of California Native Plants.
Our research and study of the many facets of the Holly Sea Cliff area in general
and the subject Guidelines specifically, for developing a Plant Palette,
required extensive research utilizing University of California Extension
Service, U.C. Riverside, U.C. Irvine, U.C.L.A. and various books and periodicals
published by the University System such as the following:
1. Native California Plants for Ornamental Use.

We have now amended the proposed Plant Palette to include even more of a
California Native Plant selection as will be noted by those with concern.
We utilized U.S. Forrest Service, The Pacific Crest Trail-Guide as one of our
references to design the equestrian trails.
Should there be any questions on any of the above I will be pleased to respond
at the Planning Commission meeting when the Guidelines are up for adoption.

RESOLUTION NO. 1467
�. A RESOLUTION OF THE CITY OF HUNTINGTON BEACH
PLANNING COMMISSION WHICH RECOMMENDS INCORPORATING
THE DESIGN GUIDELINES INTO THE ELLIS-
GOLDENWEST SPECIFIC PLAN
WHEREAS, the Ellis-Goldenwest Specific Plan refers to the
future incorporation of Design Guidelines which provides for the
continuity of design for common and private improvements within the
Specific Plan area; and
On March 17 and on April 7, 1992, a public hearing was held
before the Planning Commission and all interested parties were
notified of the public hearing for the purpose of reviewing the
Design Guidelines; and
The Planning Commission discussed in great detail the Design
Guidelines and determined that the Design Guidelines are consistent
with the established Estate Residential design theme and will
promote continuity of landscaping, equestrian trails, signage,
fencing and street lights.
THEREFORE, BE IT RESOLVED by the Planning Commission hereby
recommends that the City Council approve the Design Guidelines and
incorporate the Design Guidelines into Appendix B of the
Ellis-Goldenwest Specific Plan.
PASSED AND ADOPTED by the Planning Commission on the 17th day
of March, 1992 .
