ATTN: DOYLE MILLER, City Administrator. RE: CODE AMENDMENT NO 66-5 an addition to Article 973, General Provisions of the Districting Ordinance. Gentlemen: Transmitted herewith is a proposed amendment to Article 973, General Provisions of the Districting Ordinance. The proposed addition will require payment of a $50 fee for each dwelling unit having one or two habitable rooms, plus $50 for each additional habitable room contained therein. However, such fee shall not exceed the sum of $200. Said fee shall be deposited in the Park and Recreation Facilities Fund and shall be used to provide recreational facilities for such dwelling unit. Said recreation facilities shall be located and developed in accordance with the principles and standards delineated in the Recreation Element of the Master Plan. The Planning Commission unanimously approved this matter March 15, 1966, and recommends adoption by your Honorable Body. The Code provides that a public hearing shall be held on the matter after which an ordinance may be adopted effecting the change. The Planning Commission also recommends the following: Establish a Park and Recreation Facility Fund; repeal Huntington Beach PlanImEg (Coirnmissiolm P. 0. Box 190 City Hall Huntington Beach, California the present business license fee of $100 per lot which is paid by the developer; and provide a means for crediting the $100 business license fee toward the park and recreation fee to be paid when building permits are obtained. The last condition would only apply to developers who paid their business license fee prior to the ordinance requiring a park and rec- reation fee, but who had applied for building permits after the ordinance became effective.
