STATEMENT OF ISSUE
Transmitted for your consideration is Code Amendment 81-7, an amendment
addressing the criterion -which requires mixed use development to include
25 percent of the industrial floor area in the initial phase of a mixed
use project.
RECOMMENDATION:
The Planning Commission and the Planning staff recommend that the City
Council approve Code Amendment 81-7 and adopt the attached ordinance.
ANALYSIS:
Applicant: City of Huntington Beach
Location: All Ml and Ml-A industrial districts.
Request: An amendment to. Articles 951 and 953 of the
Huntington Beach Ordinance Code, amending: the
criterion which requires mixed use developments
in the industrial areas to include 25 percent
of- the industrial floor area in the initial phase
of the project.

ADOPTION, BY THE FOLLOWING VOTE:

DISCUSSION:
Code Amendment 81-7 is an amendment to Articles 951, Ml-A District, \
and 9.53, Ml District. This amendment addresses the issue of the

requirement under the Mixed Use Development portion of these
articles which requires a minimum of . 25 percent of the industrial
floor area to be developed during the first phase of a mixed-use
development project. This was originally inserted into the mixed
use development in order to preclude a. commercial center from
developing. in an industrial area without providing industrial floor
area as required by the mixed .use development standards .
After analyzing this requirement in relationship to the project pro-
posed by the McDonnell Douglas Corporation at the northwest corner
of Bolsa Avenue and Springdale Street, the staff feels that this is
an excessive requirement for large-scale projects . Therefore, Code
Amendment 81-7 will reduce the amount of industrial floor area re-
quired -to be developed in the initial phase of a mixed use project '
of over 500, OOO 'square feet from. 25 percent to 5 percent or 50, 000
square feet, whichever is greater.
This code. amendment also carries a provision to eliminate the code
section that would allow mixed use projects in existing industrial
developments under a conditional use permit. This provision is no
longer appropriate since all of the projects that were designed in
anticipation of this ordinance have now been processed.
ENVIRONMENTAL STATUS:
Pursuant to the provisions of the California Environmental Quality
Act, this code amendment is exempt from environmental review.
FUNDING SOURCE: Not applicable.
ALTERNATIVE ACTION:
The Council may consider denying Code Amendment 81-7, which would pre-
clude the provision-to .reduce the square footage of industrial area
required to be developed in the initial phase of mixed use developments
of over 500, 000 square feet .of gross floor area. It would also leave
in the code the provision to allow establishment of mixed. use projects
in existing developments .

Attached is a copy of Code Amendment No. 81-7, amending Articles
951, Ml-A District and 95.3, Ml District. This amendment addresses
the criteria which requires mixed use developments to include
25 percent of the industrial floor area in the initial phase of
the project. Added to this requirement, Iwhich is in both the
Ml and _M1-A District.s. is the additional statement which allows a
reduction of 25 percent for projects cdnsisting of over 500, 000
sq'. ft. .in gross floor area. The requirement is then reduced
to 5 percent of the gross floor area or a minimum of 50, 000
sq. ft.. of _industrial floor area be constructed within the
initial phase of the .project. The requirements for projects
smaller than 500, OOO sq. ft. in gross floor area will remain
the same, requiring a minimum of 25 percent in the first phase.
The changes in the attached staff report are identified by the
italicized type.
If the Planning. Commission concurs with this amendment, the staff
is recommending that . the Commission direct staff to have an
ordinance prepared and. transmit Code Amendment No. 81-7 to the
City Council.
The staff will be prepared to discuss this item with the Planning
Commission at the June 2, 1981 meeting.
