Said amendment proposes to include the following changes: 1 . Reword off-street parking provisions to cotiform with Article 979. 2 . Method of lot width determination. 3. Require dedication and improvements for residential properties abuttino, arterial highways . .:I 4. Establish exclusive zones, which will delete Residential uses as permitted use in Commercial zones and delete Commercial uses as a permitted use in Industrial zones. The Planning Commission unanimously approved this matter February 1, 1966, and recommends adoption by your Honorable Body, The Code provides that a public hearing shall be held on the matter after which an ordinance may be adopted effecting the change . We understand that Code Amendment #66-2 has been set for a public hearing before your official body on February 21, 1966. This amendment deletes residential uses as a permitted use in the commercial zones. The master plan for our beachfront properties specifically delineates multiple residential uses, carefully coordinated with unobstructed open spaces, commercial, professional and recreational uses. In recognition of these residential and other proposed uses the City, in 1963, unanimously approved the rezoning of our entire beachfront from the Municipal Pier to the northwesterly City limits to C-1 and C-1-0. Relying upon the residential use permitted by the C-1 zone, Huntington Pacific Corporation structured a partnership with a prominent construction company to build the first phase of an apartment complex on the beachfront northwest of the Municipal Pier. Considerable time, effort and expense brought us to the point that we were prepared to begin construction of the apartments last July. Also our Use Permit application to start this work has been on file with the City since July of last year. We are seriously concerned about the elimination of residential uses from the C-1 zone, specifically because of the apartments we are currently prepared to construct on the shoreline between 7th and 8th Streets and because of the multiple residential uses anticipated in our master plan. Should the City Council approve Code Amendment #66-2 we respectfully ask that the City be mindful of the residential rezoning which would be necessary to permit the construction of the residential uses contemplated by our master plan. It is our sincere opinion corroborated by retained professional economic and land planning consultants of national repute, that selected portions of our beachfront holdings as indicated in our plans should be dedicated to residential development. Not only would such development represent City Council -2- February 18, 1966 the highest and best use of the property but would return the highest benefit to the economy of the City.
