Palin, Director of Development Services Subject: CODE AMENDMENT NOS 83-20 ("OR" OFFICE-RESIDENTIAL DISTRICT) Statement of Issue, Recommendation,Analysis, Funding Source, Alternative Actions, Attachments: STATEMENT OF ISSUE: Code Amendment No. 83-20 adds an "OR" Office-Residential District to the Huntington Beach Ordinance Code. This District can be applied to any area which is adjacent to the Downtown Specific' Plan area and general planned Commercial: Office-Residential. RECOMMENDATION: The Planning Commission and planning staff recommend that the City Council approve Code Amendment No. 83=20 and, adopt .the. attached ordinance. ANALYSIS: i Planning Commission Action on October 18, 1983: ON MOTION BY LIVENGOOD AND SECOND BY HIGGINS, CODE AMENDMENT NO. 83-20 WAS APPROVED AND RECOMMENDED FOR COUNCIL ADOPTION BY THE FOLLOWING VOTE: AYES : Livengood, Erskine, Higgins, Porter, Schumacher, Mirjahangir NOES : None ABSENT: Winchell ABSTAIN: None General Information: The Coastal Element constitutes the certified landiuse plan (certified by' the Coastal Commission) for the Coastal Zone. As part of the Coastal Element, the City adopted a new land use designation, Commercial : Office-Residential. The City was then funded by the Coastal Commission to develop an ordinance to implement the Commercial: Office-Residential designation. At this time, areas general -planned .for Office-Residential are located entirely within the recently adopted Down- town Specific Plan. The adoption of the Downtown Specific Plan negated an immediate need for an Office.=Residential District, however, Code Amendment No. 83-20 was initiated by' the City in order to pro- vide for the future regulatory option of both planning and zoning PIO 4/81 CA: 83-20 Page 2 areas adjacent to the Downtown Specific Plan area for a compatible mix of office and residential uses. The following. is a summary of some of the OR District's key features : Permitted Uses. A minimum mix of 25% office and 25% residential uses (not to exceed 15 units per gross acre) . The remaining 50% may be either office or residential. Conditional Uses. Developments on lots over 17,000 square feet, lots not under unified ownership and .incidental commercial uses require a conditional use permit. Minimum Building Site. 10,000 square feet (except with special findings by the Board of Zoning Adjustments) . Building Height Limitations. For sites under 200 feet in depth, heights are limited to 30 feet; sites over 200 feet in depth are limited to 40 feet. Site Coverage. 50% for buildings not exceeding 30 feet in height; 40% for buildings exceeding 30 feet in height. Yard Requirements. Front: 15 feet; exterior side: 10 feet; interior side: 3 feet, rear: 72 feet. Off-Street Parking. Limits surface parking to 20% of site. Pro- vides for a credit ratio of 1 :1 for office parking located off site (within 500 feet) . Signs. Limits location and size within office portion of develop- ment. Open Space. Equal to 25% of the floor area for each residential unit. Refuse Collection Area. Must be located no further than 200 feet from each residence and separated from office collection area. ANALYSIS : Currently there are no areas outside of the Downtown Specific Plan that are planned for office - residential use; however, this pro- posed Code Amendment would provide the necessary regulatory tool, that, when combined with a General Plan Amendment could be placed in other areas adjacent to the Downtown Specific Plan. Environmental Status: Pursuant to Section 15079. 3 of the California Environmental Quality Act, Code Amendment No. 83-20 is exempt from environmental review. , CA 83-20 Page 3 FUNDING SOURCE: Not applicable. ALTERNATIVE ACTION: The City Council can deny or modify Code Amendment No. 83-20. If either of these actions occur ,staff, upon direction from the Council, will develop a new or revised Office-Residencial District for the Planning Commission and Council ' s consideration.
