TO: HONORABLE MAYOR AND CITY COUNCIL, City of Huntington Beach. ATTN: DOYLE; MILLER, City Administrator. RE: CODE AM�ND�WT No 66-6, an amendment to Division 9 of the Huntington Beach ordinance Code. Gentlemen: Transmitted herewith is a proposed amendment to Division 9 of the Huntington Beach Ordinance Lode. Said amendment pertains to Article 979 Off -Street Parking and will include the following: 1) Architectural variation in fencing requirements; 2) Striping of entrance and exit drives; 3) A minimum driveway width of 20 feet; 4) A corner out -off of 10 feet at the intersection of two drives; 5) A 32 inch high masonry wall on the front and exterior side yard and along the alley at property line. Said walls will be setback 5 feet from the edge of a driveway or alley entrance. The Planning Commission unanimously approved this matter on June 21, 1966, and recommends adoption by your Honorable Body. The Code provides that a public hearing shall be held on the matter after which an ordinance may be adopted effecting the change. Respectfully submitted, K. A. Reynolds Planning Director and Secretary KAR/i PUBLIC HEARING SET Encl: Code Kmendment No 66-6 FOR:... !&.1_ 81966 Section 1. the following Sections are hereby added to Division 9 of the Huntington Beach Ordinance Code and shall read in words and figures as follows: S. 9792.1.1.1 Variations: Variations to said fencing requirements may be approved by the Board of Zoning Adjustments as an administrative act. This Section is intended to allow architectural variation to the fencing requirements through design and imaginative use of building materials. S. 9792.2.3 Hose Bibbs. Hose bibbs shall be provided in all landscaped areas. S. 9792.4.1 Parking Spaces. All required parking spaces shall be striped. S. 9792.4.2 Centerline of Drives. The centerline of all drives shall be striped at the en- trance and exit to a parking lot. S. 9792.7 Drives. S. 9792.7.1 Driveway Width. The minimum driveway width shall be twenty 20 feet when: (a) The driveway is along the rear and or side of a building; (b) The parking area is on one side of the driveway; 9 1 :A ^ a e e (c) Two-way driving is desired between parking bays S. 9792.7.2 Corner Cut-off. A corner cutoff of ten (10 feet shall be provided at the intersection of two drives when such drives are located adjacent to the rear and side of a building Section 2. the following sections of Division 9 of the Huntington Beach Ordinance Code are hereby amended and as amended, shall read in words and figures as follows: S. 9792.1 Fencing,. This Section is intended to screen parking lots from the street in order to im- prove or maintain the aesthetic qualities of the neigh- borhood. S. 9792.1.1 Front Yard and Exterior Side Yard. A thirty-two 32 inch high masonry wall, measured at the property line and from the finished grade of the sidewalk, shall be constructed parallel to the front and/or exterior side lot lines. Said wall shall be no closer than five (5) feet to the front and/or exterior side lot line when across the street from an residen- tial zone and no closer than three (3) feet when across from any other zone. (a) Si ht Clearance Setback® Said wall shall be setback five 5 feet from the edge of a driveway or alley. (b) Pedestrian Walkwa so Pedestrian walkways, not to exceed five (57 feet in width, may be permitted at intervals of fifty ( 50 ) feet. S. 9792.1.3 Abutting Allen. A three and one- half (3z) foot high masonry wall shall be constructed parallel to any alley. Said wall shall be measured at the property line and from the finished grade of said alley. Said wall shall be setback five feet from ttr: edge of driveways for sight clearance. S. 9792.2.2 Percentage of Landscaping. A minimum of three (3) percent of the site shall be land- scaped. Said landscaped area shall be determined by calculating three (3) percent of the net area of the entire development. S. 9792.4 Striping.
