STATEMENT OF ISSUE:
Transmitted for your consideration is Code Amendment No. 81-15, an
amendment to Section 9792. 2. 4 of the Ordinance Code providing al
ternative methods for the protection of required on-site landscaping
from vehicle or pedestrian damage.
RECOMMENDATION:
The Planning Commission and. Planning staff recommend that the City
Council approve Code Amendment No. 81-15 and adopt the attached
ordinance.
ANALYSIS:
APPLICANT: City of Huntington Beach
LOCATION: City-wide within the commercial and industrial districts.
REQUEST:
A code amendment clarifying wording. within Section 9792. 2.4 of the
Ordinance Code and to provide an additional alternative for the
protection of required on-site landscaping from vehicle or pedes
trian damage.

DISCUSSION•
Attached for the Council ' s review is Code Amendment No. 81-15.
..This code amendment is intended to .clarify wording within Section
9792. 2. 4 and to provide an additional alternative for protecting
required on-site- landscaping from vehicle or pedestrian damage.
Currently,. Section 9792. 2.4 of the Ordinance Code requires a con-
crete curb and wheel stops for landscape protection.. The code also
allows a developer to provide another design or method if the me-
thod is acceptable to the Director of Development Services. The
staff is recommending that an additional alternative be added to
the code. This alternative would allow a developer to provide an
additional two and one-half (21-2) feet of landscaping between the
parking stall and the required landscaped area. The parking stall
would be reduced, in length from 19 feet to 16 feet 6 inches and
would allow a vehicle to "overhang" the additional 21-2 feet of land-
scaping.. This additional 2% feet of landscaping would not be used
in calculating the. required 6 percent landscaping for a project.
The staff also recommends that low-growing shrubs:, ground cover,
or a combination of the two plant types be required within the
"extra" landscaping. This type of planting will prevent any damage
from occurring to vehicles overhanging the landscaped area .
ENVIRONMENTAL STATUS:
. Pursuant to Section 15100.4 of the California Environmental Quality
Act, Code Amendment No. 81-15 is exempt from environmental review.
FUNDING SOURCE:
Not applicable.
ALTERNATIVE ACTION:
The Council may consider denying Code Amendment No. 81-15, choosing
to retain the current wording found in Section 9792. 2.4 of the
Ordinance Code.

Attached for the Commission' s review is Code Amendment No. 81-15 .
This code amendment is intended to clarify wording within Section .
9792 . 2. 4 and to provide an additional alternative for protecting
required onsite landscaping from vehicle or pedestrian damage.
Currently, Section 9792 . 2 . 4 of the Ordinance Code .requires a concrete
curb and wheel stops for landscape protection. The code also allows
a developer to provide another design or method if the method is
acceptable to the Director of Development Services . The staff is
recommending that an additional .alternative be added to the code.
This . alternative would allow a developer to provide an additional
two and one-half (22) . feet of landscaping between the parking stall
and the required landscaped area. The parking stall would be reduced

Act, Code Amendment No. 81-15 is exempt from environmental review.
RECOMMENDATION:
The .staff is recommending that the Planning Commission approve Code
Amendmemt No.. 81-15 and recommend to the City Council the adoption of
the attached ordinance .

AN ORDINANCE OF THE CITY OF HUNTINGTON BEACH
AMENDING THE HUNTINGTON BEACH ORDINANCE CODE
BY AMENDING SECTION 9792. 2. 4 RELATING TO 'PRO-
TECTION FOR LANDSCAPING
The City Council of the City of Huntington Beach does
ordain as follows :
SECTION 1. The Huntington Beach Ordinance Code is hereby
amended by amending section 9792. 2.4 to read as follows :
9792.2 .4 . PHYSICAL PROTECTION FOR LANDSCAPING. All land-
scaping and screening shall be protected .from vehicular and pe-
destrian damage by a 6 inch high by 4 inch wide concrete curb .
Additional vehlealaplandscaping and screening protection shall be
provided by �vhee�-opens;-s�-any-e�he -�eag -e�-x�e�he�-wheh
le-acceptable-te-the-Dipeetepone of the following:
(a) Concrete wheel bumpers or an additional 2 1/2 feet of
landscaping may be provided between a parking stall and the re-
quired landscaped area. Such method will reduce the length of
the parking stall from 19 feet to 16 feet 6 inches but will allow
a vehicle to extend over the additional landscaped area. iAddi-
tional landscaping, consisting of low-growing shrubs, ground
cover, or a combination thereof, shall not be included when cal-
culating the total 6 percent landscaping required.
(b) Any method or design which is acceptable to the Director.
SECTION 2. This ordinance shall take effect thirty days
after adoption.
PASSED AND ADOPTED by the City Council of the City of
Huntington Beach at a regular meeting thereof held on the
day of 1982.
