RESOLUTION NO 2855 - CALLING FOR - ASSESS DI.ST NO 6804 - ADOPTED
The Clerk read Resolution No. 2855 by title - "A RESOLUTION OF THE
CITY COUNCIL OF THE CITY OF HUNTINGTON BEACH CALLING FOR BIDS,.ASSESS-
MENT DISTRICT NO. 6804, HUNTINGTON BEACH, CALIFORNIA."
On motion by Green, Council waived further reading of Resolution
No. 2855, and passed and adopted same by the following roll call vote:
AYES: Councilmen: Shipley, Bartlett, McCracken, Kaufman, Matney,
Green, Coen
NOES: Councilmen: None
ABSENT: Councilmen: None
ORDINANCE NO 1447 - CONTINUED - DIV 9 CODE AMENDMENT - ADOPTED
The Clerk gave Ordinance No. 1447, continued from the meeting of October
7, 1968, a second reading by -title - "AN ORDINANCE OF THE CITY OF
HUNTINGTON BEACH AMENDING THE HUNTINGTON BEACH ORDINANCE CODE BY
REPEALING SECTIONS 9162.3.1.1, 91,62.3.1.2 AND 9162.3 AND 9162.3.1
THEREOF TO ALLOW ONE DWELLING UNIT FOR EACH TWO THOUSAND SQUARE FEET
OF LOT AREA IN THE R2 DISTRICT."
The Clerk informed Council that he had received a letter from the
Huntington Beach Chamber of Commerce urging the passage of this
ordinance.
On motion by Bartlett, Council waived further reading of Ordinance
No. 1447, and passed and adopted same by the following roil call vote:
AYES: Councilmen: Shipley, Bartlett, McCracken, Kaufman, Matney,
Green, Coen
NOES: Councilmen, None
ABSENT, Councilmen: None
ORDINANCE NO 1449 -INOPERABLE VEHICLES - ADOPTED
The Clerk gave Ordinance No. 1449 a second reading by title -"AN
ORDINANCE OF THE CITY OF HUNTINGTON BEACH AMENDING THE HUNTINGTON
BEACH ORDINANCE CODE BY AMENDING SECTIONS 5560, 5560.1, 5560.2, 5560.3
AND 5563 THEREOF, AND ADDING THERETO SECTIONS 5560.4 AND 5560.5, PER-
TAINING TO THE REMOVAL OF INOPERABLE VEHICLES FROM PUBLIC AND PRIVATE
PROPERTIES THROUGHOUT THE CITY OF HUNTINGTON BEACH."
On motion by Bartlett, Council waived further reading of Ordinance

The Clerk presented Ordinance No. 1450-f6r'a-first readlhg - "AN
ORDINANCE OF THE CITY OF HUNTINGTON BEACH AMENDING THE HUNTINGTON
BEACH ORDINANCE CODE BY AMENDING SECTION 9061 THEREOF TO PROVIDE FOR
CHANGE OF ZONING ON REAL PROPERTY LOCATED AT THE SOUTHEAST CORNER OF
EDINGER AVENUE AND MONTEREY DRIVE (ZONE CHANGE CASE NO. 68-28)."

Council informed the City Attorney that the feasibility of preparing
a resolution or ordinance shall be determined by the initiating council-
man and the City Attorney. Council also directed that all legal briefs
addressed to the Council and filed with the City Clerk be referred to
the City Attorney rather than transmitted to Council.
AUTHORIZATION MUESTED - CITY CLERK - APPROVED
The City Clerk requested Council's approval in accepting an appointment
as a member of the Nominating Committee of the International Institute
of Municipal Clerks; and authorization to attend the Annual Conference
of the International Institute of Municipal Clerks to be held in
St, Louis, Missouri, in May, 1969.
On motion by Green, Council authorized the City Clerk to accept the
appointment to the Nominating.Committee of the International Institute
of Municipal Clerks, and to .attend the Annual Conference to be held
in St. Louis, Missouri., in May, 1969, with reasonable expenses allowed.
Motion carried.
ORDINANCE NO 1445-- DELETED —ZONE CASE NO 68-25
The Clerk presented Ordinance No. 1J45 for a second reading - "AN
ORDINANCE OF THE CITY OF HUNTTNGTON19EACH AMENDING THE HUNTINGTON BEACH
ORDINANCE CODE BY AMENDING SECTION 9061 THEREOF TO PROVIDE FOR CHANGE
OF ZONING ON REAL PROPERTY -LOCATED WEST OF 9AYBROOK LANE APPROXIMATELY
1750 FEET SOUTH OF EDINGER AVENUE (ZONE CHANGE CASE NO. 68-25)."
The Clerk read a letter from the Huntington Harbour Property Owners
Association Inc., protesting the change of zoning.
Mr. Kenneth Reynolds, City Planning Director, informed the Council
that the City Planning.Commission had set Zone Case 68-25 for a rehear-
ing due to an error in the legal publication and requested that Ordinance
.No. 1445 be deleted from the Agenda.
On motion by Green, Council deleted Ordinance No. 1445 from the agenda.
Motion carried.
ORDINANCE NO 1447--Cp .I= DIVISION 9 CODE AMENDMENT
The Clerk presented Ordinance No. 1447 for a second.reading - "AN
ORDINANCE OF THE CITY OF HUNTINGTON BEACH AMENDING THE HUNTINGTON BEACH

On motion by Green, Council continued the second reading or Ordinance
No. 1447'to the meeting of October 21, 1968. Motion carried.
ORDINANCE NO 1448 — ADOPTED - ZONE CASE NO 68-27
The Clerk -gave Ordinance No. 1448 a second.reading by title -."AN
ORDINANCE OF'THE CITY OF HUNTINGTON.BEACP AMENDING THE HUNTINGTON BEACH
ORDINANCE CODE BY AMENDING SECTION 9061 'THEREOF TO PROVIDE FOR CHANGE
OF ZONING ON REAL PROPERTY LOCATED 368 FEET SOUTH OF HAMILTON AVENUE

On motion by Bartlett, Council waived further reading of Ordinance No.

The Planning Director stated that an error in notification of property
owners had been made and requested a continuance of this matter to the
meeting of October 7, 1968.
On motion by Green, Council continued the second reading of Ordinance
No. 1445 to the meeting of October 7, 1968, Motion carried.
ORDINANCE NO 1446 - ADOPTED ZONE CASE NO 68-22
The Clerk gave Ordinance No. 1446 a second reading by title - "AN
ORDINANCE OF THE CITY OF HUNTINGTON BEACH AMENDING THE HUNTINGTON
BEACH ORDINANCE CODE BY AMENDING SECTION 9061 THEREOF TO PROVIDE FOR
CHANGE OF ZONING ON REAL PROPERTY LOCATED ON THE SOUTHEAST CORNER OF
BROOKHURST STREET AND HAMILTON AVENUE (Zone Case No. 68-22)."
On motion by Bartlett, Council waived further reading of Ordinance
No. 1446, and passed and adopted same by the following roll call vote:

A motion by McCracken, to waive further reading of Ordinance No. 1447
failed as it did not receive a unanimous vote. The Clerk then read
Ordinance No. 1447 in full.

The Clerk gave Ordinance No, 1448 a first reading by title - "AN
ORDINANCE OF THE CITY OF HUNTINGTON BEACH AMENDING THE HUNTINGTON
BEACH ORDINANCE CODE BY AMENDING SECTION 9061 THEREOF TO PROVIDE FOR
CHANGE OF ZONING ON REAL PROPERTY LOCATED 368 FEET SOUTH OF HAMILTON

1448. When put to a vote the motion passed unanimously.
RESOLUTION NO 2790 - ADOPTED CONDEMNATION OF CIVIC CENTER SITE
The Clerk read Resolution No. 2790 by title - "A RESOLUTION OF THE
CITY COUNCIL OF THE CITY OF HUNTINGTON BEACH DECLARING THAT THE PUBLIC
INTEREST AND NECESSITY REQUIRE THE ACQUISITION OF CERTAIN REAL PROPERTY
FOR A CIVIC CENTER SITE AND OTHER PUBLIC FACILITIES, AND AUTHORIZING
THE CONDEMNATION OF SAID PROPERTY OR NEGOTIATION FOR.ACQUISITION, AND
DIRECTING ITS ATTORNEY TO PROCEED WITH SUCH ACTION."

Gentlemen:
Ordinance 1447, which. will allow, as was permissible prior
to 1964, one dwelling unit for each 2000 square feet in R-2
zones, is presently before you for adoption.
As discussed and approved by the Board of Directors of the
Huntington Beach Chamber of Commerce at their meeting today,
we believe this revision is in order for R-2 zones and will
be of benefit to business, the people and -the City as a whole.
We believe the Planning Commission's recommendation that this
change be made should be supported by the Council's approval
and passage of Ordinance 1447.
