STATEMENT OF ISSUE:
Transmitted for your consideration is Code Amendment No. 81-17, an
amendment to Article 964, Pacifica . Community Plan. The proposed re-
vision would change the height limitation from 45 feet to 150 -feet in
Section "A" of District One, Pacifica Community Plan (see attached map) .
RECOMMENDATION:
The Planning Commission and Planning staff recommend that the City
Council approve Code Amendment No. 81-17 and adopt the attached
ordinance.
ANALYSIS:
Applicant: Robert Zinngrabe
Location: The subject property is generally located south
of Main Street, west of Florida Street, north of
Garfield Avenue, and east of Delaware Street -
Section "A" of District One, . Pacifica Community Plan.

A MOTION WAS MADE BY BANNISTER AND SECONDED BY SCHUMACHER TO APPROVE
CODE AMENDMENT NO. 81-17 FOR RECOMMENDATION TO THE CITY COUNCIL FOR
ADOPTION. MOTION CARRIED BY THE FOLLOWING VOTE:
'AYES: Schumacher, Porter, Bannister, Winchell
NOES: None
ABSENT: Kenefick, Paone, Mahaffey

DISCUSSION:
Attached is Code Amendment No. 81-17, a revision to Article 964, Sec-
tion 9646.10 of the Pacifica Community Plan. As identified in the code
. amendment, the proposed revision would change the height limitation e

from forty-five (45) feet to one hundred and fifty (150) feet in
Section "A" of District One , Pacifica Community Plan (see attached
map) . The revision would allow for construction up to 150 .feet in
height in the area designated Hospital Complex. Further, it would
expand the Hospital Complex designation (Section "A" ) to include
Office Professional and Medical Building.
The site is designated on the General Plan as Office-Professional with
Land Use Element 80-2 identifying the site and surrounding area as
a multi-story node.
Prior to any development on the subject site, a conditional use permit
would be required, thus assuring the Planning Commission review of
parking, setbacks, and layout.
Also included in Code Amendment No. 81-17 is . an additional change to
the specific plan map (S. 9646 .10) . This change will bring the map
into compliance with text changes of Code Amendment No. 81-1. This
amendment added apartments and condominiums to District One, Area "C° .
Because Section 9646 .10 was not included in the ordinance, the specific
plan map was not amended.. The two changes that must be made to this
map are the adding of the words "apartments and condos" to Area "C"
under the legend and the expansion of Area "C" on the map, as depicted.
ENVIRONMENTAL STATUS:
Pursuant to the California Environmental Quality Act,.. code amendments
are categorically exempt from environmental assessment.
FUNDING SOURCE:
Not applicable.
ALTERNATIVE ACTION:
If the Council does not concur with the changes of . Code Amendment
i No. 81-17, the staff recommends that the Council approve that portion
of the code amendment that will bring the specific plan map into con-
formance with the text changes of Code Amendment No. 81-1.

, Staff recommends that the Planning Commission approve Code Amendment

Planning Commission does not concur with the changes of Code Amendment.

Staff recommends that the Planning Commission approve Code Amendment
No. 81-17 and recommend it to the City -Council for adoption.
2. 0 ENVIRONMENTAL STATUS:
Pursuant to the California Environmental Quality Act, code amendments
are categorically exempt from : environmental assessment.
3 . 0 ANALYSIS•
Attached is Code Amendment No. 81-17, a revision to Article 964, Section
9646. 10 of the Pacifica Community Plan. As identified in the code
amendment, the proposed revision would change the height limitation
from forty-five (45) feet to one-hundred .and fifty (150) feet in Sec-
tion "A" of District One, Pacifica Community Plan (see attached map) .
The revision would allow for construction up to 150 feet in height in
the area designated Hospital Complex. Further, it would expand the
Hospital Complex designation (Section "A" ) to include Office Profes-
sional and Medical Building.
