Backup Material Attached: [d Yes [ )No Statement of Issue, Recommendation,Analysis, Funding Source,Alternative Actions: STATEMENT OF ISSUE: Transmitted for your consideration is Code Amendment 81-1, an amendment to Section 964 of the Huntington Beach Ordinance Code allowing for the development of apartments and condominiums within a specific area of the Pacifica Community Plan. This code amend- ment also establishes four specific parking requirements for apartment or. condominium development. RECOMMENDATION• The Planning Commission and Planning Staff recommend that the City Council approve Code Amendment 81-1, and adopt the attached Ordinance. ANALYSIS• APPLICANT: City of Huntington Beach LOCATION: Pacifica Community Specific Plan, located between j Huntington and Florida Streets, south of Main Street. REQUEST: To amend Section 964, to allow for the development of apartments and condominiums within Area C. of the Pacifica Community Plan and to establish parking requirements for the apartment or condominium developments. PLANNING COMMISSION ACTION OF MARCH 3, 1981: ON MOTION BY WINCHELL AND SECOND BY BANNISTER, THE PLANNING COMMISSION APPROVED CODE AMENDMENT NO. 81-1 AS PRESENTED BY STAFF FOR RECOMMENDATION TO THE CITY COUNCIL, BY THE FOLLOWING VOTE: AYES: Bannister, Winchell, Porter, Schumacher, NOES: None ABSENT: Kenefick, Greer, Bauer ABSTAIN: None 'V PIO 3/81 Code Amendment 81-1 page Two DISCUSSION• At the February 18, 1981 Planning Commission meeting, the Com- mission. directed the staff to prepare a code amendment which would allow for the development of apartments and condominiums within a specific area of the Pacifica. Community Plan. The staff prepared said code amendment and at the March 3, 1981 Planning Commission meeting, the Commission approved Code Amendment 81-1. Under District 1 of the Pacifica Community Plan, apartments are 'not presently allowed. However, one of the property owners within this area requested of the Commission that an ordinance be pre- pared which would allow for the development of a specialized condominium project which would provide ownership housing for the elderly. The Planning Commission concurred with this concept and felt that with proper review.,, this type of housing would be an asset to not only the Pacific Community Plan but to the community.. _ Therefore, the staff was directed to prepare Code Amendment 81-1. Under District 1 permitted uses, number 7 and 8 have been added which will allow for apartments and/or condominiums to be developed with appropriate support services. Under Section 9645.10, parking requirements, an additional parking requirement has been provided, which will require one parking space for each residential unit.. In addition to the two provisions of the ordinance, the specific plan map has been amended and has identified only Area C as allowing apartments and/or condominium units. (see attached legislative copy of ordinance), . ENVIRONMENTAL STATUS: Pursuant to Section 15105 of the California Environmental Quality Act, this code amendment is categorically exempt. FUNDING SOURCE: Not applicable. ALTERNATIVE ACTION: City Council may consider denying Code Amendment 81-1 which would preclude residential development for the elderly within District 1 of the Pacifica Community Plan. The Huntington Beach Ordinance Code is hereby amended by amending sections 9645 .1 and 9645.10 to read as fol- lows : 9645.1 . PERMITTED USES. The following uses are permitted in the specific plan area in accordance with the development stand- ards contained in this article and as delineated on the specific plan map : (a) District One Permitted Uses : (1) Hospitals and convalescent hospitals (2) Medical and dental buildings (3) Pharmacies ( 4) Rest homes , nursing homes , residential health care facilities and sanitariums (5) Office/professional uses ( 6) Service stations ( 7) Apartments or condominiums when support services prescribed herein are integrated into such structures to imple- ment the purpose of this article (8) Support services to apartments and condominiums in- cluding, but not limited to, eating facilities, beauty/barber shops, libraries, private health clubs, health care facilities and retail commercial establishments /ahb 2/23/81 1'. (b) District Two Permitted Uses : ( 1) Apartments when support services prescribed herein are integrated into such structures to implement the purpose of this article (2) Support services to apartments including, but not limited to, eating facilities , beauty/barber shops, libraries , private health clubs, health care facilities and retail commercial establishments (3) Off ice/professional uses (4) Public institutions 9645. 10. PARKING REQUIREMENTS. Parking facilities shall be incorporated as part of the development proposal . The number of parking spaces provided, arrangement and drive widths within the specific plan shall conform to Article 979 of the Huntington Beach Ordinance Code, provided further that the number of on-site park- ing spaces for apartment structures within District Two shall be provided at a ratio of one space per 3 .0 residential units . Park- ing spaces for apartments or condominiums within District One shall be provided at a ratio of one space per each residential unit . SECTION 2.
