The property located at the south end of the proposed street is owned by the City and is planned for a future park site. The Department of Recreation and Parks has expressed a desire to have this proposed street extended to the future park site for ingress/egress. The extention of this proposed street of approximately 635 feet from Iieil Avenue will provide access to all of the abutting properties to the east and west and will :also provide access to the City-owned property to the south. Approval of Precise Plan of Street Alignment No. 77-7 will provide a mechanism for the City to require and accept dedication of right-of-way so that street improvements may be made. The need for this street will continue to increase as development of the general area increases. The present condition will not warrant or accommodate any higher traffic volumes. At the March 6 , 1978 meeting of the City Council , Precise Plan of Street Alignment No . 77-7 was continued for two weeks to allow the staff time to review the plan , meet with the concerned property owners at the southeast end of the proposed street and try •co develop an alternative that will satisfy all parties involved . Each of the approvals. conditioned that at the time that Graham Place is precisely planned dedication and improvements be made. Precise Plan of Street Alignment No. 77-7 will provide the mechanism for the City to require and accept dedication of right-of-way so that street improvements may be made. At the time the Planning Commission approved CUP 77-16 , a church facility at the southwest earner of Heil Avenue and Graham Place, it requested that this precise plan be initiated. 3 . 0 SUMMARY OF ISSUES : }Graham Place presently exists as an unimproved private road and the need for Precise. Plan of Street Alignment No. 77-7 is apparent so the _ 'City can accept both dedication and improvements . The only issue regarding this case is how, far south should the proposed street extend south of Heil Avenue and to what properties should be served by the new street. Pr.�or to action on this precise plan of street alignment it is necessary for the Planning Commission to receive and review comments on, and j adopt Negative Declaration No. 78-8 in conjunction with Precise Plan Of Street Alignn:;..;nt No . 77-7 . 5. 0 -SURROUNDING ZONING , LAND USE AND GENERAL PLAN DESIGNATION : Graham Place is located on the south side of Heil Avenue approximately 310 ft. west of Graham Street and will extend approximately 620 feet south of Heil Avenue . The properties located on both the east and west sides of Graham Place are zoned and general planned as low density residential . The properties to the east are developed with several sa.ncle►-family dwellings and a pre-school. The property to the west is presently .developed as a little league baseball field but has a church facility approved for construction on it. Located to the south of this proposed street the property is zoned CF-RI Community Facility- Recreation, general planned low density residential and is vacant of j- 'development with a large stand of eucalyptus trees . The properties located to the north, across Heil Avenue are zoned , general planned and developed as low density residential . 6 . 0 ANALYSIS: . Graham Place presently exists as an unimproved road which provides access to several interior properties to the east and also provides access to the new church facility to be constructed to the west . The physical condition of this street is poor and is not maintained by either the City yr the abutting property owners . The staff is recommending that Graham Place be precisely planned with a 54 foot section. This will allow two 13 ft. travel lanes', two 8 ft . parking lanes and two 6 ft. 'parkways . This '54 ft. section is adequate to. provide access to tho proposed church to the west and also is an adequate width to provide a possible link to a future circulation system southwest of the subject street. The proposed alignment will extend Graham `Place approximately 620 ft. south of Heil. Avenue and will r.. terminate with. a cul-de-sac at the southern end. (See attached - map. ) 'PPSA '77-7 Page 3 Precise Plan of Street Alignment No. 7.7-7 will provide a mechanism for the City to require .and accept dedication cf right-of--way so that street improvements may, be made. The ,need for this street is con- tinually.•'proven by ,its daily use and the need will .continue to increase as development of. the area increases. The present condition will not , I warrant or. accommodate any higher traffic volumes. 7.0 REMWENE)ATION: Based 'on the above information and the following findings the staff: recommends approval of Precise Plan of 'Street Alignment 77-7 FINDINGS : 1. . The proposed street will provide needed access to both existing and future developments abutting Graham Place. 2 . The proposed street will provide a mechanism for the City to require and accept dedication and improvements .
