This memorandum is to further clarify the purpose and intent of
establishing a specific density factor to calculate park and
recreation fees to be paid by developers of senior residential
projects .
Park and recreation fees are paid to the City for all new residential
projects . The fees are calculated in the following manner per .
Article 996 of the Huntington Beach Ordinance Code.

Currently, there is no population density factor that specifically
addresses senior residential projects . The purpose of establishing a
specific "senior" density factor is twofold. It will ensure that
developers of senior projects are not over assessed for park and
recreation fees, and conversely, the senior specific density factor
will also ensure that developers of such projects do contribute a
"fair share" to provide and maintain recreational facilities within
the community. Also, a senior residential complex will not have as
high a person perunit density ratio as that of a regular residential
unit . A specific density factor for senior residential projects is
more equitable than utilizing standard residential factors .

STATEMENT OF ISSUE:
The attached ordinance amends Article 996—B of the City's Ordinance Code and establishes
population density factors to be used to determine the fee amount to be paid in lieu of
dedication of land for park and recreation purposes, or the amount of land to be dedicated
by developers for park and recreation purposes. Adoption of the attached ordinance will
repeal Resolution No. 5072 and will establish population density factors for senior
residential dwelling units as well as retain density factors that had been previously
established in Resolution 5072.
RECOMMENDATION:
Staff recommends adoption of the attached ordinance.
ANALYSIS:
Background:
Section 9961.5 of the Huntington Beach Ordinance Code provides that the population
density to be used for the purpose of determining the amount of land or in lieu fee to be
dedicated by developers for park purposes shall be established by the City on the basis of
the most recent data available in the form of Federal or State census or records of the
City of Huntington Beach. To establish an accurate density factor for senior residential
units, staff conducted a survey of the three existing senior citizen residential projects
within the City (Emerald Cove, Windward Cove and Wycliff Gardens) and determined the
actual population density factors of the projects. Ten other senior projects outside the
City in neighboring communities were also surveyed. The survey concluded that the
average population density factor for senior units within the City is approximately 1.15,
and the average density factor for the ten other communities surveyed is 1.13. (See
attached survey results.) Based on the survey results, staff has determined that the 1.15

density factor should be utilized for calculating park and recreation fees for City projects
since this factor most accurately reflects senior residential unit density characteristics
within Huntington Beach.
Staff determined that the other density factors listed in the Density Factor Chart estab—
lished by Resolution 5072 are accurate to date and do not need to be revised. Accordingly,
the ordinance before you establishes a new population density factor for senior residential
projects and retains the density factors established previously by Resolution 5072. Rather
than adopt a new resolution to add the "seniors" density factor to the Density Chart, legal
staff believes that it is more appropriate to establish the existing density factors along
with the new seniors factor within the City's Ordinance Code.
Issues:
The purpose of this ordinance is to incorporate the density factors utilized to calculate
park and recreation fees (for new residential development) into the City Ordinance Code.
At the same time, a density factor for senior projects will be added to the chart.
The purpose of establishing a specific "senior" density factor is twofold. It will ensure that
developers of senior projects are not over assessed for park and recreation fees, and con—
versely, the specific density factor will also ensure that developers of such projects do
contribute their "fair share" to provide recreational facilities related to serving their
proposed project.
Statistics show that, along with children, senior citizens utilize park and recreation faci—
lities more than any other age group of the general population. Indeed, parks and public
meeting facilities offer affordable, convenient and rewarding leisure activities for senior
citizens.
In view of the fact that senior citizens do utilize and have a need for park and recreation
facilities, and that a senior residential complex will not have as high of a person per.unit
density ratio as that of a regular residential unit, staff has identified specific population
density factors for seniors which most accurately reflect actual population density per
senior citizen unit. Staff believes that use of these "senior specific" factors in determining
the amount of fee owed for a senior residential project is more equitable than utilizing
standard residential factors.

ALTERNATIVE ACTION:
1. Do not adopt attached ordinance.
2. Amend attached ordinance at Council discretion and adopt as amended.

Pursuant to Huntington Beach Ordinance Code sect ion 9961. 8 ,
an appraisal of all R1-zoned public neighborhood parks in the city
by a qualified real estate appraiser has been performed for the
purpose of determining the fair market value of such parks ,
NOW , THEREFORE , the City Council does hereby resolve that
the average fair market value of land in all R1-zoned public
neighborhood parks in the city is $ 139,633 per acre , and that
sa_d amount shall be used to determine the amount of% fee to be
paid in lieu o""':4edication of land for park and recreation pur-
poses.

Per your request, I have reviewed the issue of senior citizens utilizing recreation
and park. facilities within our city. Seniors and young children are the most fre—
quent park users because they have the most leisure time and., in many cases, have
only limited funds available for recreational pursuits. Our community has targeted
the senior population as one needing special recreation facilities. The Michael
E. Rodgers Seniors' Center is a. community center specifically for .senior citizens.
In the long view for a city, everyone is responsible for our park system. We use
parklands that were developed by an earlier generation. We build and maintain
parks now for future generations. It is an ongoing process.. For the overall
public good and to be equitable for all, everyone must shoulder a part of the
financial obligation for parks.
