Statement of Issue:
Transmitted for City Council's consideration is Zoning Map Amendment No. 97-2 and
Negative Declaration No. 97-6 which represent a City initiated request to rezone a 4.04 acre
site currently occupied by Christ Presbyterian Church at 20112 Magnolia Street from CG-
FP2 (General Commercial-Flood Plain Overlay District 2) and RA-FP2 (Residential
Agriculture-Flood Plain Overlay District 2) to PS-FP2 (Public-Semipublic-Flood Plain
Overlay District 2). The Planning Commission approved the request on January 13, 1998
with a 7-0 vote. The Planning Commission and Staff recommend approval of the zone
change as the proposed zoning is consistent with the existing "Public" (P) General Plan
Land Use designation (Recommended Action).

Analysis:
A. PROJECT PROPOSAL:
Applicant: City of Huntington Beach
Location: 20112 Magnolia Street (east side of Magnolia Street between Adams Avenue
and Mediterranean Drive)
Zoning Map Amendment No. 97-2 represents a request to rezone a site comprised of 2.44
acres from CG-FP2 (General Commercial-Flood Plain Overlay District 2) and 1.6 acres from
RA-FP2 (Residential Agriculture-Flood Plain Overlay District 2) to PS-FP2 (Public
Semipublic-Flood Plain Overlay District 2). The zoning map amendment will bring into
conformance the zoning and "Public" (P) General Plan Land Use designation for the site.

B. PLANNING COMMISSION MEETING AND RECOMMENDATION:
The proposed zone change was processed in conjunction with a phased master plan for the
expansion of the existing Christ Presbyterian Church facilities (CUP No. 97-30) which was
approved by the Planning Commission on January 13, 1998. At that meeting the applicant
and representatives for Christ Presbyterian Church (CUP No. 97-30) spoke in favor of the
subject proposal. There were two people who testified against the proposed church
expansion (CUP No. 97-30) on issues related to the subject master development plan. The
Commission's discussion on the zoning map amendment addressed the consistency
between the proposed zoning and existing General Plan Land Use designation of Public (P)
on the project site (ATTACHMENT NO. 4). The Planning Commission recommended
approval of the Zoning Map Amendment with findings.
It should be noted that the Conditional Use Permit was not appealed, therefore, the Planning
Commission's action remains and will become effective upon City Council approval of this
Zoning Map Amendment.
C. STAFF ANALYSIS AND RECOMMENDATION:
Zoning Map Amendment No. 97-2 is considered a follow-up action to the recent city-wide
Zoning and Subdivision Ordinance and General Plan updates. Those updates made the site
inconsistent with the existing zoning. The Zoning Map Amendment will bring the project site
consistent with the current City development standards for development of public semipublic
uses as well as with the General Plan designation for the project site.
The Zoning and Subdivision Ordinance requires the PS (Public Semipublic) district to be the
base district for Public Semipublic land use classifications, such as churches and schools,
where such uses have a contiguous site area of 2 acres or more. The project site occupies
4.04 acres of land and is currently zoned in part (2.44 acres) CG-FP2 (General Commercial-
Flood Plain Overlay District 2) and (1.6 acres) RA-FP2 (Residential Agriculture-Flood Plain
Overlay District 2). In order to achieve consistency between zoning and the existing church
land use (on a site exceeding 2 acres in size), the subject site needs to be rezoned to the
appropriate PS-FP2 (Public Semipublic-Flood Plain Overlay District 2) zoning designation.
The proposed zoning map amendment is consistent with the current General Plan
designation of P (Public) for the site. The General Plan land use schedule establishes the
typical public and institutional uses permitted within P (Public) designated areas. Religious
and similar facilities are currently permitted under the subject General Plan designation.

The proposed Public Semipublic zoning designation provides a buffer and transition
between the commercial land uses to the immediate north of the project site and the
residential land uses to the south, east, and west. Compatibility with existing residential
uses will be ensured by the project's scale, mass, character and architecture. The proposed
zoning map amendment will augment and implement the City's intended development goals
and objectives for the project site.
Environmental Status:
Staff has reviewed the environmental assessment and determined that no significant
impacts are anticipated as a result of the proposed project that could not be mitigated to a
level of insignificance with proper design and engineering. Subsequently, Negative
Declaration No. 97-6 (Attachment No. 6) was prepared pursuant to Section 240.04 of the
ZSO and the provisions of the California Environmental Quality Act (CEQA).
The Department of Community Development advertised the draft Negative Declaration No.
97-6 for twenty (20) days commencing on November 13, 1997 and ending on December 2,
1997. No comments, either verbal or written were received.
Prior to the action on Zoning Map Amendment No. 97-2 it is necessary for the City Council
to review and act on Negative Declaration No. 97-6. Staff is recommending that the
negative declaration be approved with findings.

FINDINGS OF APPROVAL
ZONING MAP AMENDMENT NO. 97-2
1. Zoning Map Amendment No. 97-2 to change the zoning on a 4.04 acre parcel from CG-FP2 (General
Commercial-Flood Plain Overlay District 2) and RA-FP2 (Residential Agriculture-Flood Plain
Overlay District 2) to PS-FP2 (Public-Semipublic-Flood Plain Overlay District 2) is consistent with
Land Use Element goal (LU 13) and associated objective (LU 13.1) and policy (LU 13.1.1) because it
would augment development of institutional/religious/educational uses that support the needs of
Huntington Beach residents.
2. The zoning map amendment is compatible with the uses authorized in, and the standards prescribed
for, the zoning district for which it is proposed.
3. A community need is demonstrated for the change proposed. The new zoning will permit the
proposed facilities to continue and provide services which have been offered to residents in the
vicinity since 1965. It will also ensure development that is compatible with the surrounding land uses.
4. Its adoption will be in conformity with public convenience, general welfare and good zoning practice.
The site is presently designated as P(Public) on the General Plan and the proposed rezoning action
will be consistent with the current General Plan designation and would encourage development of the
site in accord with recently adopted ZSO development standards for Public uses.

WHEREAS, pursuant to the California State Planning and Zoning Law, the Huntington
Beach Planning Commission and Huntington Beach City Council have held separate, duly noticed
public hearings to consider Zoning Map Amendment No. 97-2, which rezones the property
generally located on the east side of Magnolia Avenue approximately 500 feet south of Adams
Avenue from CG-FP2 and RA-FP2 (General Commercial-Flood Plain Overlay District 2 and
Residential Agriculture-Flood Plain Overlay District 2) to PS-FP2 (Public-Semipublic-Flood

After due consideration of the findings and recommendations of the Planning Commission
and.all other evidence presented, the City Council finds that the aforesaid amendment is proper
and consistent with the General Plan,
NOW, THEREFORE, the City Council of the City of Huntington Beach does hereby
ordain as follows:

Amendment No. 97-2 as described herein. The Director of Community Development is hereby
directed to prepare and file an amended map. A copy of said District Map, as amended, shall be
available for inspection in the Office of the City Clerk.
SECTION 4. This ordinance shall take effect thirty days after passage.

The subject development proposal represents a request to permit a phased master planned
expansion of the existing Christ Presbyterian Church facilities on a 4.04 acre parcel located at
20112 Magnolia Street. The site is located on the east side of Magnolia Street,between Adams
Avenue and Mediterranean Drive and adjoins residential uses to the south, east and west. A
shopping center abuts the subject parcel to the north.
The proposed master plan will allow for the ultimate development of a new 30,620 sq. ft.
Sanctuary and a 18,198 sq. ft. Education building which is intended to consolidate classrooms in
a single location on site, eliminate currently existing temporary modular classrooms and
streamline current operations. The existing Sanctuary/Fellowship Hall and a portion of the
existing Education Building are to remain; other structures are to be removed during the phased
development of the master plan. The master plan is proposed to be implemented in three phases
over a period of 10 years.
The request also includes a zone change for the subject property from CG(General Commercial)
and RA (Residential Agriculture)to PS (Public-Semipublic) which will bring the zoning in
conformance with the P (Public ) General Plan Land Use designation and the religious assembly
and school land use.

Staff has evaluated the project with regard to general planning/land use compatibility issues and
determined that the subject request will implement General Plan land use goals and will be
compatible with adjacent developments.
STAFF RECOMMENDATION:
Staff recommends approval of Conditional Use Permit No. 97-30, Zoning Map Amendment No.
97-2, and Negative Declaration No. 97-6 for the following reasons:
• The proposed project will not have any adverse environmental impacts. With standard
conditions of approval and the proposed site design, all concerns are mitigated to a level of
insignificance.
The proposed zoning map amendment is consistent with the existing General Plan
designation of P (Public).
The proposed project is consistent with the goals and objectives of the City's General Plan
which encourage the development of institutional, educational and religious uses. The
subject religious facility will fulfill numerous social, religious and community needs of
existing and future Huntington Beach residents.
• The subject development proposal shall be in compliance with the PS (Public-Semipublic)
zoning district regulations inclusive of landscape and off-street parking standards and City
policies relating to site planning and architectural design considerations. Substantial
architectural off.-sets and building articulation shall be provided on building elevations visible
from public rights-of-way. On-site landscaping and parking improvements will comply with
Zoning and Subdivision Ordinance (ZSO)requirements.
• The project's scale shall be compatible with existing development adjacent to the project site.
Recesses, overhangs,reveals and fenestration on the new structures shall articulate and
segment the building massing. The project shall convey a high quality visual image and
character.
THE PUBLIC HEARING WAS OPENED.
Gary Watkins, 20112 Magnolia Street,pastor, stated that the church has been on this site since
the late 1960's in undeveloped buildings. He stated that they are now in a position to develop
and upgrade the site. He also stated that they have met with the surrounding neighbors and
incorporated resolutions to their concerns into the design.
Deryl Robinson, 10101 El Capitan, representing the applicant,requested that modifications be
made to certain conditions of approval to include fire sprinkling and roof mechanical setbacks be
limited to the new buildings.

Mary Davidson, 9091 Mediterranean Drive, homeowner on the southern perimeter of the church,
stated her concern that no provision has been made to increase the wall height that separates
their property to the parking lot. She stated that she is concerned with traffic noise and parking
lot lighting. She is also concerned that the phase 2 structure is overbuilt for the site and will
impact their rear yard. Ms. Davidson stated that the lot is currently home to the Faricon Falcon
which is an endangered species.
John Davidson, 9091 Mediterranean, stated the sanctuary will be too close to their home and
impact their rear yard. He also stated that he would like to see the wall built higher between his
property and the church to avoid visual impacts. He is concerned with noise impacts, visual
impacts and possible depreciation of property value.
THERE WERE NO OTHER PERSONS PRESENT TO SPEAK FOR OR AGAINST THE
REQUEST AND THE PUBLIC HEARING WAS CLOSED.
The Commission's discussion on the zoning map amendment addressed the consistency between
the proposed zoning and existing General Plan Land Use designation of Public (P) on the project
site. The Planning Commission recommended approval of the Zoning Map Amendment with
findings. They also discussed the landscaping requirements for the project and made minor
modifications.

FINDINGS OF APPROVAL -NEGATIVE DECLARATION NO 97-6•
1. The Negative Declaration No. 97-6 has been prepared in compliance with Article 6 of the
California Environmental Quality Act(CEQA) Guidelines. It was advertised and available
for a public comment period of twenty (20) days. No public comments were received on
Negative Declaration No. 97-6.
2. Standard conditions of project approval avoid or reduce the project's effects to a point where
clearly no significant effect on the environment will occur.

3. There is no substantial evidence in light of the whole record before the Planning Commission
that the project, as mitigated through the conditions of approval for Conditional Use Permit
No. 97-30, will have a significant effect on the environment.
FINDINGS OF APPROVAL- CONDITIONAL USE PERMIT NO. 97-30:
1. Conditional Use Permit No. 97-30 for the establishment, maintenance and operation of
religious and educational facilities will not be detrimental to the general welfare of persons
working or residing in the vicinity or detrimental to the value of the property and
improvements in the neighborhood. The subject facilities will fulfill numerous social,
educational and community needs of existing and future residents of Huntington Beach. The
project's scale and design will convey quality visual characteristics and will be compatible
with adjacent uses.
2. The conditional use permit will be compatible with surrounding uses. The building massing
and architectural treatment in conjunction with landscaping and on-site circulation and
parking improvements will improve the appearance of the development and its surroundings.
3. The proposed master plan will comply with the provisions of the base district and other
applicable provisions in Titles 20-25 of the Huntington Beach Zoning and Subdivision
Ordinance and any specific condition required for the proposed use in the district in which it
would be located. The proposed plan provides setbacks, parking and landscaping in
compliance with development requirements applicable to the PS (Public-Semipublic) zoning
district.
4. The granting of the conditional use permit will not adversely affect the General Plan. It is
consistent with the Land Use Element designation of P (Public) on the subject property. In
addition it is consistent with Land Use element goal (LU4) and associated objectives (LU
4.1, LU4.2) and policies (LU4.1.1, LU4.1.2, LU4.1.4, LU4.2.1) which promote the
development of building sites in a manner that convey high quality architecture, landscape
and character.
CONDITIONS OF APPROVAL -CONDITIONAL USE PERMIT 97-30:
1. The site plan, floor plans and elevations received and dated August 5, 1997 shall be the
conceptually approved layout with the following modifications:
a. The northerly elevation of the Education building shall be modified as depicted on
Attachment No. 5, sheet 8A.
b. Parking lot striping detail shall comply with Chapter 231 of the Zoning and Subdivision
Ordinance and Title 24, California Administrative Code. (Code Requirement)

c. Depict all utility apparatus, such as but not limited to back flow devices and Edison
transformers on the site plan. Utility meters shall be screened from view from public
rights-of-way. Electric transformers in a required front or street side yard shall be
enclosed in subsurface vaults. Backflow prevention devices shall be prohibited in the
front yard setback and shall be screened from view. (Code Requirement)
d. All exterior mechanical equipment shall be screened from view on all sides. Rooftop
mechanical equipment shall be setback 15 feet from the exterior edges of all new
buildings. Equipment to be screened includes, but is not limited to, heating, air
conditioning, refrigeration equipment,plumbing lines, ductwork and transformers. Said
screening shall be architecturally compatible with the building in terms of materials and
colors. If screening is not designed specifically into the building, a rooftop mechanical
equipment plan showing screening must be submitted for review and approval with the
application for building permit(s). (Code Requirement)
e. Depict all gas meters, water meters, electrical panels, air conditioning units, mailbox
facilities and similar items on the site plan and elevations. If located on a building,they
shall be architecturally designed into the building to appear as part of the building. They
shall be architecturally compatible with the building and non-obtrusive, not interfere with
sidewalk areas and comply with required setbacks.
f. If outdoor lighting is included, energy saving lamps shall be used. All outside lighting
shall be directed to prevent "spillage" onto adjacent properties and shall be shown on the
site plan and elevations.
2. Prior to submittal for building permits, the following shall be completed:
a. Zoning entitlement conditions of approval shall be printed verbatim on the cover page of
all the working drawing sets used for issuance of building permits (architectural,
structural, electrical, mechanical and plumbing).
b. All Fire Department requirements shall be noted on the building plans. (FD).
3. Prior to issuance of grading permits, the following shall be completed:
a. A Grading Plan, prepared by a Registered Civil Engineer, shall be submitted for review
and approval. (PV )
b. In accordance with NPDES,requirements, a"Water Quality Management Plan" shall be
prepared by a Civil or Environmental Engineer. (PW)
c. A detailed soils analysis shall be prepared by a registered Soils Engineer. This analysis
shall include on-site soil sampling and laboratory testing of materials to provide detailed
recommendations for grading, chemical and fill properties, foundations, retaining walls,
streets, and utilities. (PVV)

4. Prior to issuance of building permits for phase I-A, the following shall be completed:
a. Submit copy of the revised site plan,floor plans and elevations pursuant to Condition No.
1 for review and approval and inclusion in the entitlement file to the Department of
Community Development.
b. A Landscape Construction Set must be submitted to the Department of Public Works for
review and approval by the Park, Tree and Landscape Division. The Landscape
Construction Set shall include a landscape plan prepared and signed by a State Licensed
Landscape Architect which identifies the location, type, size and quantity of all existing
plant materials to remain, existing plant materials to be removed and proposed plant
materials; an irrigation plan; a grading plan; an approved site plan and a copy of the
entitlement conditions of approval.
The landscape plans shall be in conformance with Chapter 232 of the Zoning and
Subdivision Ordinance and applicable Design Guidelines. Any existing mature trees that
must be removed shall be replaced at a two to one ratio (2:1)with minimum 36 inch box
trees and shall be incorporated into the project's landscape plan. Thirty six inch box trees
shall be provided along the north side of the Education building, south of the drive aisle.
In addition, intensified landscaping shall be provided along the southerly and easterly
property lines subject to Department of Public Works and Community Development
Department approvals. Planting of the subject landscaping shall commence with the first
phase of development. (PW) (DRB) (Code Requirement)
c. Hydrology and hydraulic studies shall be submitted to the Department of Public Works
for approval. (PW)
d. An interim parking and/or building materials storage plan shall be submitted to the
Department of Community Development to assure adequate parking and restroom
facilities are available for employees, customers and contractors during the project's
construction phase and that adjacent properties will not be impacted by their location.
The applicant shall obtain any necessary encroachment permits from the Department of
Public Works.
e. An erosion control plan shall be submitted to the Department of Public Works for review
and approval..
f. A construction vehicle control plan shall be submitted to the Department of Public Works
for review and approval.

g. An updated Trip Generation Analysis shall be submitted for review and approval by the
Public Works Department, Traffic Engineering Division. The study shall be used to
determine the project's traffic impact fees for each phase of development of the master
plan and shall be amended should subsequent phases be modified to reflect different
levels of development, (within the scope of the master plan)than projected at this time.
The traffic impact fees shall be paid for each phase of development prior to issuance of
the Certificate of Occupancy for that phase.
5. During construction, the applicant shall:
a. Use water trucks or sprinkler systems in all areas where vehicles travel to keep damp
enough to prevent dust raised when leaving the site:
b. Wet down areas in the late morning and after work is completed for the day;
c. Use low sulfur fuel (.05%) by weight for construction equipment;
d. Attempt to phase and schedule construction activities to avoid high ozone days (first
stage smog alerts);
e. Discontinue construction during second stage smog alerts.
6. Prior to final building permit inspection and approval of development, the following shall be
completed:
a. The applicant shall obtain the necessary permits from the South Coast Air Quality
Management District and submit a copy to Department of Community Development.
b. All improvements to the property shall be completed in accordance with the approved
plans and conditions of approval specified herein, including:
1) Landscaping, in accordance with each phase of development, including intensified
landscaping along the southerly and easterly property lines in conjunction with Phase
IA.
2) Install 36"box trees along the north side of the Education building, south of the drive
aisle prior to completion of phase I-B. (DRB)
3) The exterior of the Fellowship Hall shall be repainted to match the Education and
Sanctuary buildings prior to completion of phase I-B. (DRB)
4) The existing 2"water meter shall be abandoned and a new 3"water meter shall be
installed with a backflow prevention device. (PW)
5) A looped 8"public fire main with three on-site fire hydrants, located within a
dedicated easement, shall be installed around the buildings. (PV )

6) A separate 6" fire service (FDC) with meter and backflow prevention device shall be
installed off the proposed 8" fire protection main. (PW)
7) Automatic sprinkler systems shall be installed throughout all new buildings to comply
with Huntington Beach Fire Department and Uniform Building Code Standards.
Shop drawings will be submitted to and approved by the Fire Department prior to
installation. (FD)
8) A fire alarm system shall be installed to comply with Huntington Beach Fire
Department and Uniform Fire Code Standards. Shop drawings shall be submitted to
and approved by the Fire Department prior to installation. The system shall provide
the following: manual pulls, water flow/valve tamper and trouble detection, 24 hour
supervision, smoke detectors, annunciation, audible alarms, voice communication.

9) Fire extinguishers shall be installed and located in areas to comply with Huntington
Beach Fire Code Standards. (FD)
10)Three fire hydrants shall be installed prior to initiation of combustible construction.
Shop drawings shall be submitted to the Public Works Department and approved by

11)Fire lanes shall be designated and posted to comply with City Specification#415.

12)Fire extinguishers will be installed and located in areas to comply with Huntington
Beach Fire Code Standards. (FD)
13)Address numbers will be installed to comply with City Specification#428. The
size of the numbers will be a minimum of six (6) inches with a brush stroke of one
and one-half
(1-1/2) inches. (FD)
14)Fire access roads shall be provided in compliance with the Huntington Beach Fire
Code and City Specification#401. Include the circulation plan and dimensions of
all access roads (24 ft or 27 ft fire lanes, turn arounds and 17 ft by 45 ft. radius turns.

15)Exit signs and exit path markings will be provided in compliance with the
Huntington Beach Fire Code and Title 24 of the California Administrative Code.

7. Building permits may be obtained for each phase within ten years from date of adoption of
Zoning Map Amendment No. 97-2. Building permits for construction of any phase or
portion of the Master Plan after ten years shall be subject to a new conditional use permit.
8. Compliance with all conditions of approval specified herein shall be accomplished and
verified by the Community Development Department.
9. All building spoils, such as unusable lumber, wire, pipe, and other surplus or unusable
material, shall be disposed of at an off-site facility equipped to handle them.
10. The Community Development Director ensures that all conditions of approval herein are
complied with. The Community Development Director shall be notified in writing if any
changes to the site plan, elevations and floor plans are proposed as a result of the plan check
process. Building permits shall not be issued until the Community Development Director has
reviewed and approved the proposed changes for conformance with the intent of the Planning
Commission's action and the conditions herein. If the proposed changes are of a substantial
nature, an amendment to the original entitlement reviewed by the Planning Commission may
be required pursuant to the ZSO.
11. Conditional Use Permit No. 97-30 shall not become effective until Zoning Map Amendment
No. 97-2 has been approved by the City Council, and is in effect.
INFORMATION ON SPECIFIC CODE REQUIREMENTS•
1. Conditional Use Permit No. 97-30 shall become null and void unless exercised within one
year of the date of final approval or such extension of time as may be granted by the
Director pursuant to a written request submitted to the Department of Community
Development a minimum 30 days prior to the expiration date.
2. The Planning Commission reserves the right to revoke Conditional Use Permit No. 97-30,
pursuant to a public hearing for revocation, if any violation of these conditions or the
Huntington Beach Zoning and Subdivision Ordinance or Municipal Code occurs.
3. All applicable Public Works fees shall be paid. (PW)
4. Traffic Impact Fees shall be paid at the time of final inspection or issuance of a Certificate
of Occupancy. (PW)
5. An encroachment permit shall be required for all work within the public right-of-way. (PW)
6. A Certificate of Occupancy must be issued by the Department of Community Development
prior to occupying the building.
7. State-mandated school impact fees shall be paid prior to issuance of building permits.

8. The development shall comply with all applicable provisions of the Municipal Code,
Building Division, and Fire Department as well as applicable local, State and Federal Fire
Codes, Ordinances, and standards and DRB recommendations, except as noted herein.
9. Construction shall be limited to Monday - Saturday 7:00 AM to 8:00 PM. Construction
shall be prohibited Sundays and Federal holidays.
10. All signs shall conform to the ZSO. Prior to installing any new signs, or changing sign
faces, a building permit shall be obtained from the Department of Community
Development.
11. The applicant shall submit a check in the amount of$38.00 for the posting of the Notice
of Determination at the County of Orange Clerk's Office. The check shall be made out
to the County of Orange and submitted to the Department of Community Development
within two (2) days of the City Council's action.

Conditional Use Permit No. 97-30 represents a request to approve a phased master plan for the ultimate
development of Christ Presbyterian Church on a 4.04 acre parcel located at 20112 Magnolia Avenue
pursuant to Section 214.06, PS Public-Semipublic District: Land Use Controls, of the ZSO. The phasing
plan is as follows:
Phase I-A includes expansion of the existing parking lot by 38 parking stalls on the easterly portion of the
site, installation of three (3)new modular temporary classroom buildings (one 24'X60' and two 40'X40'),
removal of five (5) existing storage units and two (2)trailers, construction of a trash enclosure on the
northerly portion of the site,relocation of the island (south driveway)to the east to align with the future
courtyard entry to the Fellowship Hall, elimination of nine (9)parking stalls on the north entry driveway
and construction of a 60 sq. ft. freestanding sign and a 50 ft. high tower along the Magnolia Street
frontage.
Phase I-B primarily consists of removal of approximately 1,400 sq. ft. of the existing single story
Education building along Magnolia Street and construction of a new three story (15,668 sq. ft.) addition.
The Education building will include a total of 12 classrooms, offices and associated support space. In
addition,the applicant proposes removal of two of the temporary modular buildings constructed during
phase I-A as facilities provided in the new Education building will be able to accommodate classroom
needs. This phase also includes redesign of the southern courtyard area adjacent to the existing
Fellowship Hall.
Phase II involves construction of a tri-level 39'-6"high Sanctuary building (30,620 sq. ft./738 seats) and
removal of the temporary Pre-school Office Building,the youth Office Building and the remaining
40'X40' youth modular. Furthermore, landscaping improvements and expansion and striping of the
parking area to provide a total of 277 parking stalls within the easterly, currently vacant, portion of the site
would also be implemented. The proposed Sanctuary will primarily serve religious assembly service
space needs while the existing sanctuary building will continue to be utilized as a Fellowship Hall and
serve multi-purpose meeting functions for the numerous church ministries.

General Plan Conformance:
The proposed zoning map amendment is consistent with the General Plan Land Use Element designation
of P(Public) for the project site and the subject conditional use permit is consistent with the goals and
objectives of the City's General Plan. More specifically, the proposal complies with Land Use Goal
(LU4) and associated objectives (LU4.1, LU4.2) and policies (LU4.1.1, LU4.1.2, LU4.1.4, LU4.2.1)
which promote the development of building sites in a manner that convey high quality architecture,
landscape design and character. In addition the project is consistent with Land Use Goal (LU 13) and
associated objective (LU 13.1) and policy (LU 13.1.1)which encourage development of a mix of
governmental service, institutional, educational, and religious uses that support the needs of Huntington
Beach residents.

ANALYSIS:
Zone Change
The proposed zoning map amendment from CG(General Commercial) and RA(Residential Agriculture)to
PS (Public-Semipublic) is consistent with the current General Plan designation of P (Public) for the site.
The City intended to process a rezone for the subject property to PS (Public-Semipublic)in the near future,
as part of a City initiated follow-up action to the recent ZSO and General Plan update modifications
involving numerous properties, in order to bring it in consistency with current City development
standards, goals and objectives. The proposed Public-Semipublic land use designation provides a buffer
and transition between the commercial land uses to the immediate north of the project site and the
residential land uses to the south, east and west. Compatibility with existing residential uses will be
ensured by the project's scale,mass, character and architecture. The proposed zoning map amendment
would augment and implement the City's intended development goals and objectives for the project site.
Land Use Compatibility
Building Placement-The proposed Education building addition will be constructed along the Magnolia
Street frontage. The new building addition will maintain an 11 ft. minimum setback at its most northerly
point. The building elevation will be gradually staggered in an easterly direction(towards the interior of
the site) increasing the front yard building setback to 28 ft. at its most southerly point along Magnolia
Street. To the north, a 30 ft. side yard setback will be provided between the Fellowship Hall and the
adjacent commercial center. The proposed Sanctuary will maintain a 53 ft. rear yard setback from the
southerly and a 312 ft setback from the easterly residential areas. The proposed building siting maximizes
setbacks from existing residences and precludes visual, noise and shade/shadow intrusions.
Architecture - The proposed architectural design concept incorporates recesses, overhangs,reveals and
fenestration details which adequately articulate and segment the building massing of both the Education
building and the new Sanctuary. Quality building materials and compatible design details and colors are
intended to be applied on the structures throughout the site promoting a sense of continuity and
reinforcing a"campus" atmosphere.
Landscaping - The proposed landscape master plan will provide a sense of unity throughout the site and
will improve the visual appearance of the site from the public right-of-way. Approximately 18.7%of the
overall project site will be landscaped upon project completion. The existing landscaping along the
Magnolia Street frontage is intended to be maintained to the greatest extend possible. Tiered plantings
(groundcovers, shrubs and trees) are proposed along the project site's exterior boundaries to break up the
linear appearance of perimeter walls. Parking areas will be enhanced by landscaped medians and trees.

Parking- The proposed project will comply with off-street parking development standards for religious
assembly use classifications (1 per 35 sq. ft. of public assembly area-phase I-A and I-B- and 1 per 3 fixed
seats -phase 2-) at each phase of development. Upon completion of the master plan, based on parking
requirements for the proposed 738 seat Sanctuary building, a minimum of 246 parking spaces are required
to be provided on site. A total of 277 parking spaces will be ultimately provided on site, exceeding the
minimum parking requirement by 31 parking spaces. The parking facility plan will provide adequate
handicap parking access, in accordance with regulations in effect at the time of building permit issuance.
No overflow impacts to adjacent residential areas are anticipated as a result of the subject proposal.
Lighting- Exterior lighting levels will be required to meet City Standards and will be incorporate glare
shields to prevent impacts to adjacent residential areas
Perimeter walls- Existing 6 ft. high concrete block perimeter walls are proposed to remain and will meet
fence and wall requirements applicable to the subject site.
Code enforcement- Christ Presbyterian Church has been in operation at the subject location since 1965.
Notably no concerns, or complains have been filed with the City relating to its operational characteristics
or site maintenance. Staff believes that the proposed master plan and associated building addition(s) will
not adversely affect off-site and on-site conditions relating to land use operations.
SUMMARY:
Staff has evaluated the project with regard to general planning/land use compatibility issues and
determined that the subject request will implement General Plan land use goals and will be compatible
with adjacent developments.
Staff recommends approval of Conditional Use Permit No. 97-30, Zoning Map Amendment No. 97-2, and
Negative Declaration No. 97-6 for the following reasons:
• The proposed project will not have any adverse environmental impacts. With standard conditions of
approval and the proposed site design, all concerns are mitigated to a level of insignificance.
• The proposed zoning map amendment is consistent with the existing General Plan designation of P
(Public).
• The proposed project is consistent with the goals and objectives of the City's General Plan which
encourage the development of institutional, educational and religious uses. The subject religious
facility will fulfill numerous social,religious and community needs of existing and future Huntington
Beach residents.'

PROJECT SUMMARY:
Christ Presbyterian Church began on the present site in Huntington Beach in
1965. Since 1987 the church has been characterized by a desire to grow as they
seek to provide spiritual, emotional, and tangible support to the people and
families in the community. In the last ten years, membership has grown from 270
to over 400. In addition, the number of children and teens taking part in the
various programs of the church has grown from 70 to about 250. The number of
Sunday Worship services has also increased from one service to three. The first
service is contemporary-style, averaging around 100 people. The second service
is also contemporary and is the largest service with 260 - 275 attendees. The third
service is a traditional format and is attended by around 150- 200 people.
Phase 1 A: Site Improvements
This phase was added to the other two phases which incorporates mainly
expanded parking, improved landscaping, and several temporary buildings to
allow the church to meet the increasing needs for additional parking and
classroom space.
Three new modulars will be added to the one remaining modular in a cluster at
the east end of the buildings next to the playground. In addition, 38 spaces will be
added to the parking, bringing the overall total to 181. (See phasing description at
the end of the project summary for more detail)
Phase 1-B: Three-level Classroom Building
The classroom needs are inadequately met by the present facilities. There are
five rooms in the existing classroom building, several in the existing sanctuary,
and the remainder in several modulars at the east end of the building complex.
The church desires to provide for a single structure that will consolidate all the
classroom spaces together. The proposed Phase 1-B building will be located at
the northwest corner of the property adjacent to the north driveway. This achieves
several goals: a) The building will connect to the existing classroom building
(1,400 sq.ft. of the existing building will be removed to allow the connection
between buildings) b) The positioning of the two structures together maintains the
enclosed courtyard theme that currently exists. c) The new design also allows for
the opportunity to renovate the exterior of the existing building to match the new
architectural style that will be a theme for the entire complex.
On the main level, the design provides for 5,172 sq. ft. of new classroom space
(1 st and 2nd grades), offices, kitchen, restrooms, library and service spaces,
connecting to 2,530 sq. ft. of existing classroom building. The second level
includes 5,248 sq. ft. of classes (3rd and 4th grades), restrooms and service
spaces. The third level of 5,248 sq. ft. is planned for the pastors and staff with of-
fices,work spaces, storage, conference facilities, staff lounge and a small kitchen.
Stairs at each end of the level and an elevator provide for upper level access.
Special attention was paid to the exteriors of the building, not only because of its
height but also because of its proximity to Magnolia Ave. The ledgestone base,

stucco and wood siding respond to the traditional element of the congregation
while the geometric elements, varying rooflines and green reflecting glass provide
the modern dialogue that will enhance the visual quality of the neighborhood. Also
part of Phase 1-B will be a 50-foot tower element at the south driveway to balance
out the mass of the new building at the north end. It will be constructed of the
same materials as the rest of the building project. The highest ridge on the
classroom building will also be 50' in height, matching the tower height.
Additionally, three of the modulars may be removed because additional space
will be provided in the proposed classroom building. (See phasing description at
the end of the project summary for more detail)
Phase 2: Three-level Sanctuary
With the increased classroom space and the natural growth of the church,the
next logical step in the master plan is for a Sanctuary, as the current worship
services are located in the fellowship hall.
The proposed sanctuary will be located at the interior of the site, closest to the
bulk of the parking where it will be the most easily accessed by the members.
The main entries are located on the east and west sides of the building, making a
direct connection with the parking and drop-off to the east and the main courtyard
and gathering space to the west. The Sanctuary will be 40' high at the ridge, and
will be provided with a tower element at the south end which will extend up to 66'
with a 17' cross on top. The tower will be constructed of materials similar to the
other buildings and will be clad in a stone exterior, like that around the base of the
new buildings. The tower was designed with considerable height in order to be
visible to the street and the flow of traffic along Magnolia Ave.
On the 12,130 sq. ft. main level, a semi-circular lobby connects the east and
west sides of the building and wraps around the rear of the seating area. The
sanctuary seats348 on the main level. Located on the north side of the building
are located restrooms, a ladies lounge, stairs, elevator,.tape and ticket sales room
and service spaces. More service spaces are located around the front of the
sanctuary, including a groom's room, prayer and counseling rooms and storage.
The 7,545 sq. ft. second level incorporates several classroom 1 multi-purpose
rooms of varying sizes, an audio-visual room, 390 seats and associated service
functions. The lower level provides access to a lower level courtyard that will be an
outdoor gathering space for the youth. Within the 10,945 sq. ft. lower level are two
large classrooms for the youth, youth offices and work spaces, choir practice and
music rooms, and four nursery rooms.
The exterior of the sanctuary will incorporate the same architectural motif that
was implemented in the exterior design of the classroom building.
Along with the new building, improvements will also be made to the site in each
phase. Trees and landscaping will be added to tie together the entire site. Parking
stalls will increase in number from 181 spaces to 277 spaces. (See the phasing

Area and Population Description:
About 80% of the Church congregation lives within five miles of the church
(Magnolia and Adams). They are within 112 mile of Landmark Retirement
Community, and the church is located in a neighborhood that is primarily
residential. The neighborhoods to the east south and west are all residential and
the remaining property to the north is commercial.
The congregation is a multi-generational group that reflects the diverse
demographics of the community. Not only income and age variations are present,
but a variety of races and ethnic backgrounds are represented as well.
Programs are provided to meet the needs of all age groups - children and youth,
adults (married and single) and senior adults.
The church's goal is to provide a varied ministry that enriches individuals and
families in their immediate vicinity and thus strengthen the community as a whole.

Employees - The church employs five people full-time and eleven people on a
part-time basis. The preschool employs 2 full-time personnel and 17 in a part-time
capacity.

The project represents a request to permit a phased master planned expansion of the
existing Christ Presbyterian Church facilities on a 4.04 acre parcel located at 20112
Magnolia Avenue. The master plan will allow for the ultimate development of a
new 30,620 sq ft. sanctuary and a 18,198 sq ft. addition to the existing education
building The proposed addition to the education building is intended to consolidate
classrooms in a central location on site,eliminate currently existing temporary
modular classrooms and streamline current operations The existing
Sanctuary/Fellowship Hall and a portion of the existing Education Building are to
remain; other structures are to be removed during the phased development of the
master plan. The master plan is proposed to be implemented in three phases over a
period of 10 years The phasing plan is described below in greater detail.

The request also includes a zone change for the subject property from CG (General
Commercial) and RA (Residential Agriculture) to PS (Public-Semipublic) which will
bring the zoning into conformance with the P (Public) General Plan Land Use
designation and the religious assembly and school land use.
Development of the master plan will not result in an increase of the congregation
membership. Christ Presbyterian Church currently offers three Sunday worship
services due to assembly space limitations. Construction of the new sanctuary will
allow for the decrease in the number of services offered while maintaining the
current membership.
Phasing
Phase I-A Phase I-A includes expansion of the existing parking lot by 38 parking
stalls on the easterly portion the site,installation of three (3) new modular
temporary classroom buildings (one 24'X60'and two 40'X40'),removal of five (5)
existing storage units and two (2) trailers,construction of a trash enclosure on the
northerly portion of the site,relocation of the island (south driveway) to the east to
align with the future courtyard entry to the Fellowship Hall,elimination of nine (9)
parking stalls on the north entry driveway and construction of a 5 ft high by 12 ft
wide primary freestanding sign and a 50 ft high tower along the Magnolia Avenue
street frontage.
Phase I-B Phase I-B primarily consists of removal of approximately 1,400 sq. ft. of
the existing single story Education Building along Magnolia Avenue and
construction of a new 3 story (18,198 sq. ft. ) addition. The Education Building will
include total of 12 classrooms ,offices and associated support space. In addition,
the applicant proposes removal of two of the temporary modular buildings
constructed during phase I-A as facilities provided in the new Education Building
will be able to accommodate classroom needs. This phase also includes redesign of
the southern courtyard area adjacent to the existing Fellowship Hall.
Phase II. Phase II consists of construction of a tri-level 39'-6" ft high sanctuary
building (30,620 sq. ft) and removal of the temporary Pre-school Office Building,
the Youth Office Building and the remaining 40'X40'youth modular. Furthermore,
landscaping improvements and expansion and striping of the parking area to
provide a total of 277 parking stalls within the easterly,currently vacant,portion of
the site would also be implemented.
The proposed sanctuary will primarily serve religious assembly service space needs
while the existing sanctuary building will continue to be utilized as a Fellowship
Hall and serve multi-purpose meeting functions for the numerous church
ministries.

Discussion: The project site is occupied by a church and school use which have been in operation on the property since
1965. The proposed project consists of a master plan to expand the educational and worship facilities,as detailed in the
project description.
The existing General Plan land use designation and zoning for the property are P(CG-FP-1)Public General Commercial and
CG and RA(General Commercial and Residential Agriculture),respectively,and are inconsistent. The current General Plan
land use designation recognizes the existing"public use"on the site,but maintains an underlying General Commercial land
use designation,so that the site could be developed similarly to surrounding commercial developments,should the site
recycle in the future.
The project proposes a zone change to amend the zoning on the property to PS(Public-Semipublic). The PS zoning
designation is appropriate for public facilities(such as churches and schools)which occupy more than 2 acres. The PS
zoning would bring the property into consistency with the existing church/school use and with the General Plan designation.
The proposed master plan is in compliance with the development standards of the PS zoning designation. The proposed
structures will be setback 58 feet from the adjacent residential property to the south,320 ft from the residences to the east,
and 130 ft from the nearest residences to the west(across Magnolia).
The project area is currently developed. The subject site is surrounded by commercial uses to the north and residential uses to
the south,east and west across Magnolia Avenue. There are no agricultural resources or operations in the vicinity that would

construction of the new structures. There will be no import or export of soil as part of the grading operations.
The project site is not located within the Alquist-Priolo Special Hazards Zone. However,in the event of an earthquake in the
Huntington Beach area,the site may be subject to ground shaking. Structures built in California are required to comply with
standards set forth in the Uniform Building Code to minimize the structural risks from groundshaking. Based upon the City's
Technical Background Report for the General Plan Update the project site is located in an area of low clay content which can
be indicative of expansive soils. Compliance with applicable soils,grading and structural foundation requirements,codes and

approximately 85%of the site. Drainage of the site is adequately accommodated by the existing storm drain system. The
existing storm drain system can adequately accommodate the proposed expansion. No significant impacts to drainage
resulting from the project is anticipated.
The project will require the installation of new on-site water lines. The proposed facility is projected to have a water demand
of approximately 6,000 gallons per day upon completion of the master plan. The City's Public Works Department has
reviewed the proposed project and has indicated that the increase can be accommodated by the City's water service capacity.
The project will be subject to standard conditions of approval requiring implementation of Title 24 conservation measures
such as low flow fixtures and use of drought tolerant plant species and drip irrigation. (See condition No. 1 of the standard
conditions.)
The project site is located in Flood Zone A-99. This A-99 Flood Zone is the result of a revision to the previous zone AO.
This change was made by the Federal Emergency Management Agency(FEMA)on April 30, 1996. The Zone A-99
designation is used to identify areas that are protected by a Federal flood protection system under construction from flood
having a I percent chance of being equaled or exceeded in any given year(base flood)with no base flood elevation(BFEs)
determined. Due to the location of the project site within the A-99 zone,significant flooding impacts to the project are not
anticipated.
The project involves some excavation,and associated activities which could potentially have groundwater impacts. A
hydrology and hydraulic study has been required to be submitted to the Department of Public Works for review and approval
to assess and address potential impacts(See condition# I of the standard conditions). The site does not drain directly into
any natural body of water. No significant adverse impacts to the existing water supply are anticipated.

Discussion: The first phase of construction will be limited to classroom and office space building construction and
associated site improvements Total traffic prior to Phase I construction is estimated to be 355 ADT with peak hour traffic of
34 A.M.peak trips and 9 P.M.peak trips.Traffic is estimated to increase to 413 ADT after Phase I construction. Peak hour

Traffic generation estimates are based upon gross building area. Traffic generation rates have been selected from ITE and
SANDAG research. Office space and preschool space is considered fully occupied during the normal workday. Other
classroom space is estimated to be occupied an average of two hours per weekday and sanctuary space estimated to be
occupied an average of two hours per weekday and sanctuary space estimated to be occupied an average of one hour per
weekday.
The segment of Magnolia Avenue between Adams Avenue and Indianapolis currently operates at a level of service(LOS)D.
The project's overall contribution is not expected to result in a significant increase in traffic generation. The project's
contribution to traffic impacts is expected to be offset by the project's payment of its share of the traffic impact fees,which
are utilized to fund area wide traffic improvements(see standard condition No.6).
Construction traffic resulting from development of the project may result in short-term interruptions to traffic circulation,
including pedestrian and bicycle flow. These potential impacts may be reduced through implementation of conditions of
approval requiring Department of Public Works approval of a construction vehicle control plan.(see standard condition.No.
4).

Discussion: The master plan for the Christ Presbyterian Church will not involve the use of any hazardous materials and will
not result in any impediments to emergency response or evacuation plans. The project site is located within the
recommended five(5)minute response area from both the Bushard and Magnolia Fire Stations.The project will also be
required to comply with standard ADA requirements for disabled persons. With implementation of standard conditions of
approval,no significant impacts resulting from hazardous materials are anticipated.

Discussion: The project will generate short-term noise impacts during construction with the use of heavy construction
equipment. All construction will be required to comply with the Huntington Beach Noise Ordinance,and through
implementation and compliance of standard conditions of approval,no significant noise impacts during construction are
anticipated.
The project site and surrounding area is currently developed. The proposed project is a request to construct new education
and religious uses buildings on the subject site. School structures currently are located along the northerly boundary of the
site and along the westerly boundary on Magnolia Avenue. At build-out of the master plan,new educational building and
sanctuary facilities will be located approximately 320 feet from the easterly and approximately 58 feet from the southerly
residential areas. Although the proposed project will bring structures closer to the westerly and southerly property line,the
noise resulting from the use of the classrooms and sanctuary is considered negligible due to existing ambient noise levels
from Magnolia Avenue and the similarity of proposed activities to those already occurring on the site.
Long-term noise impacts may occur as a result of the proposed parking lot expansion and associated vehicular noise
generated by parking vehicles. Due to the existing level of traffic generated by the project and the ambient noise from the
existing uses,the project generated noise revels are considered negligible.No significant long-term noise impacts are
anticipated. Operation of the subject facility to date has not genarated any concerns/complaints fron adjacent neighborhood
residents.

projected use.

Discussion: The project site is not located along any scenic highway or in the vicinity of any scenic vista or resource. The
proposed development will consist of an educational building and a sanctuary up to 54 ft high. Significant setback and a 6
ft high concrete block wall will provide a buffer between the proposed facilities and the adjacent residential area.
The Design Review Board(DRB)considered the colors,materials and design of the new master plan for Christ Presbyterian
Church on October 23, 1997. DRB recommended approval of the project and suggested the following modifications to the
proposed plan:
1.Install minimum 36"box trees along the north side of the new education building,south of the drive aisle.
2.Repaint the existing fellowship hall similar with the new education sanctuary building.
3.Incorporate a window or other architectural treatment on the north elevation of the new education building.
4.A Landscape and Irrigation Plan be submitted foe review and approval by the Departments of Public Works and
Community Development.
The recommended modifications have been included as conditions of project approval(see standard condition No. 1). With
implementation of DRB conditions of approval no adverse aesthetic impacts are anticipated.
The project will introduce some new light sources on the project site,including lighting for the buildings and parking lot.
These are the same type of lighting sources which presently exist in the area. The incremental increase in ambient light due
to the new buildings is expected to the negligible. With implementation of standard conditions of approval(See No.5 on
Attachment No. 3)requiring the directing of lights in a manner to prevent spillage onto adjacent properties,no adverse
impacts are anticipated.
XIV.CULTURAL RESOURCES. Would the proposal:

Standard Conditions of Approval
1. The development shall comply with all applicable provisions of the Municipal Code, Building Division,
and Fire Department as well as applicable local, State and Federal Fire Codes,Ordinances,standards and
DRB recommendations.
2. Prior to issuance of building permits,an erosion control plan shall be submitted to Public Works
Department.
3. During construction,the applicant shall:
a. Use water trucks or sprinkler systems in all areas where vehicles travel to keep damp enough to
prevent dust raised when leaving the site:
b. Wet down areas in the late morning and after work is completed for the day;
c. Use low sulfur fuel (.05%) by weight for construction equipment;
d. Attempt to phase and schedule construction activities to avoid high ozone days (first stage smog
alerts);
e. Discontinue construction during second stage smog alerts.
4. Prior to issuance of building permits,submit a construction vehicle control plan to Public Works for
review and approval.
5. If outdoor lighting is included,high-pressure sodium vapor lamps or similar energy savings lamps shall
be used. All outside lighting shall be directed to prevent"spillage" onto adjacent properties and shall be
noted on the site plan and elevations.
6. Prior to issuance of building permit (or Certificate of Occupancy,of the first phase of development,an
updated Trip Generation Analysis shall be submitted for review and approval by the Public Works
Department,Traffic Engineering Division. The study shall be used to determine the project's Traffic
Impact Fee for each phase of development of the master plan and shall be amended should subsequent
phases be modified to reflect different levels of development, (within the scope of the master plan) than
projected at this time. The traffic impact fees shall be paid for each phase of development prior to
issuance of the Certificate of Occupancy for that phase.
