Palin, Director, Development Services o A Subject: CODE AMENDMENT NO. 83-13, OFF STREET PARKING AND LANDSCAPING pRD-*o263S Statement of Issue, Recommendation,Analysis, Funding Source, Alternative Actions, Attachments: / STATEMENT OF ISSUE.: At the direction of the Planning Commission, staff has. developed a revision of the City' s parking and landscape standards. The attached code amend- ment contains the proposed new standards. RECOMMENDATION: After a public hearing, adopt Ordinance No.zoss repealing'Article 979 and adding a new Article 979 pertaining to off-street parking and land- scaping. ANALYSIS: Planning Commission Action: ON MOTION BY LIVENGOOD AND SECOND. BY HIGGINS CODE AMENDMENT 83-13 WAS APPROVED WITH CONDITIONS NOTED IN SECTIONS 9792.3 AND 9792.E REGAMING`PERCENTNSE OF LANDSCAPING; SECTION 9.792.10, EXCEPTIONS; AND SECTION 9792.11, LANDSCAPE COP.RIDORS WITH ADDITION OF DIAGRAM C, AND,RECOMMENDED TO THE CITY COUNCIL FOR ADOPTION, BY THE FOLLOWING VOTE: AYES: Higgins, Livengood, Porter, Schumacher, Mirjahangir NOES : None ABSENT: Erskine, Winchell ABSTAIN: None General information on parking section: The revised parking ordinance is basically a reorganization of the existing parking ordinance in Division 9 . However, some of the existing sections have been rewritten and some new sections have been added for the purposes of clarity and reducing excessive time spent in zoning administration by staff. Staff has conducted an in-depth analysis of parking codes of other jurisdictions and some excellent parking usage studies recently prepared by other cities and private consulting firms assessing parking demand for commercial and industrial uses . Based on this analysis, the following is a list of the major revisions/ additions to the existing parking ordinance which are being proposed: ;.O.-o PIO 4/81 47 RCA, - C.-A. 83-13 July 18., 1983 Page 2 1. Sections (9791. 3 through 9791. 6) have been added to the ordinance to formalize previously used administrative procedures for deter- mining under what circumstances additional parking is necessary. 2. Sections have been revised and others added (9791. 9) regarding site development standards. 3. The existing section pertaining to compact car parking has been revised to permit 40% compact car parking in industrial as well as commercial developments provided the minimum criteria for the number of spaces is met. Staff is also recommending that multi- family developments with 100 units or more be allotted 20% of open guest parking spaces as compact car parking (979. 10) . 4. A revision to the office-professional parking standards provides that one parking space per 350 gross square feet would be required for .'office-professional developments larger than 250,000 gross square feet. (Up to 250., 000* square feet, one space per 300 square feet is required. ) Analysis has shown that in larger developments, greater opportunities exist for car pooling,- van pooling or use of public transporation, all of which reduce parking demand. Larger office complexes also appear to benefit from economies of scale in absenteeism, suite vacanies, and part-time - office hours that result in lower parking demands than smaller complexes experience. 5. The percentage of the site requried to be landscaped is increased from 6% to 8%. 2. A 10 foot wide landscaped planter area must be provided along the front and exterior side lot lines instead of the former 6 foot wide landscaped area. 3. Previously, a 32 inch high wall was required within the front and exterior side landscaped areas. This requirement has been deleted, and a berm at' least 20 inches high is now required within the land- scaped area. Walls 32 inches high along alleys would no longer be required. However, a wall either in the planter area or along an alley would still be an option if the applicant chooses to construct one. 4 . One 15 gallon tree for each 25 linear feet of property line must be located along the street side property- line within the landscaped area. The trees may be clustered. 5. One 15 gallon tree for each 10 parking stalls must be placed through- out the off-street parking area. The distribution of the trees is subject to the approval of the Director '-of Development Services . Trees which are required to be placed along the property lines may not be counted toward this requirement. 6. Landscape plans must comply with the "Landscape Construction Sub- mittal Requirements" which is on file iri .th.e Department of Develop- ment Services. The landscape plan must be consistent with the submitted grading plan. 7. The new landscaping requirements would apply only- to new develop- ment approved after the effective date of the ordinance. Existing or previously approved development would have to conform only to the requirements that were in effect prior to the effective date of the ordiance. 8. Development within adopted landscape corridors and scenic routes will be required to have a 10 foot landscaped berm along the front property line, regardless of when they-were approved: Maps -of adopted landscape corridors and scenic routes . (attached) will be incorporated into the section. 9. Also incorporated into the ordinance are specific language changes recommended by Daryl Smith, Park, Tree and Landscape Superintendant which specify; a)- the sizes of some shrubs -, b)- the quality of ground cover or tut.f to used., and c) sprinkler requirements as follows : All landscaped areas shall be provided with an electric automatics irrigation system. The irrigation system shall be designed to pro- vide complete and adequate coverage to sustain and promote healthy plant life. In no case shall an irrigation system cause water to spray upon or flow across a public sidewalk. RCA - C.A. 83-13 , ,July 18, 1983 Page 6 10. The article has been renumbered, and sections have been reordered. All other requirements of the original article are incorporated in the new draft. FUNDING SOURCE: None needed ALTERNATIVE ACTION: Do not adopt Ordinance No. In this case the existing Article 979 will continue to govern parking and landscaping standards within the City.
