George Tindall, City Engineer, informed the Commission that this item is before them at the request of the City Council in response to petitions and complaints received as a result of the temporary closure of Taylor Drive. He reviewed the history of the specific plan, noting that when it was adopted in 1973 the property to the north was zoned industri-: and the closure of Taylor was included in the specific plat: in order to prevent a mix of industrial , commercial , and residential traffic in the area . Since that tisse, however , the area to the north has been rezoned and the need to Separate the traffic is no longer a problem. Mr . Tindall cited the inconvenience which has resulted to the residents of the area and the difficulty of getting onto Main Street at either Ellis or Delaware as reasons for Public Works recommendation that the street be reopened . tie also said that a traffic signal at Ellin and Main should be under construction late this fall and discus- sions are under way in regard to a traffic signal at Taylor and Beach Boulevard , with the possibility that it may go in in approxi- mately two years . Planning Commission June 16 , 1981 Page 5 i In its discussion of the proposal, the Commission reviewed the history of the specific plan, the uniqueness of the sA tuation with tva auto dealers using a wall neighborhood co>>awtor street for access to their lots and as a testing ground for their autoeaobiles, and the apparently changed attitude of the Na;ority of the residents of the area since the closure was originhily approved in 1973 as part of the Taylor/Beach Specific Plan.. Commissioner Porter conceded that there have been changing condi- tions in the area surrounding Taylor Drive since the prior action was taken, but noted that there remains a traffic problem on Taylor and discussed the possibility that some location could be found to Close the street to through traffic while still Billowing access. from Beach Boulevard to the housing tract to the north. Various suggestions were put forward to attempt. to control the traffic problem, including prohibition of heavy trucks and auto carriers , extra police surveillance and enforcement in the area, speed bumps or rumble strips installed in the street , stop signs placed to slow auto traffic on Taylor, a median to narrow the street and discourage speeders, and the possibility of using the funds which would be necessary to spend for permanent closure and allocating them instead to enforcenw.nt efforts . Legal counsel Art Folger informed the Commisssion that there is no legal way to stop the use of the streets by the auto dealers and discussed the liability the City might incur through the use of the speed bumps in a public street. City Engineer Tindall concurred that these speed bumps were an unsafe method by which to try to control traffic and could result in tremendous liability to the community. Mr . Tindall also said that the Department of Public Works has been considering and would reconvend three-way stop signs, at they intersections of Taylor and Huntington and Taylor and Delaware and a one-way stop sign at Taylor and Franklin; he noted that the judicious use of stop signs is a viable option to reduce traffic speeds . The timing on a passible removal of the barricades was extensively reviewed . The Department of Development Services has included a copy of the Taylor-!leach Spec- ific Plan as adopted by the Council in 1973 and the adopted anondment to the specific plan. The Taylor-Beach Specific Plan (Specific Plan 73-1) addressed four main issues: 1 . The location of a specific school site. 1. Non-compatibility between General Plan and zoning . 3 . Park site. 4 . The Taylor Avenue issue. This specific plan covers an atta of approximately 80 acres bordered on the north by Talbert Avenue, on the east by Beach Boulevard, on the south by Taylor Avenue, and on the crest by the Southern Pacific Rail- road right-of-way. The main. intent behind the closure of Taylor at Pammy Lane was to prohibit commercial and industrial traffic from interfering with the residential units south of Taylor Avenue. The Department of Public Works has indicated that this temporary closure of Taylor Avenue has created additional traffic burdens on motorists who are now forced to use Ellis Avenue at Delaware and Ellis at Main Street. Therefore, the Department of Public Works is recommending that the Planning Coeaaission consider the reopening of Taylor Avenue and the deletion of said closure from Specific Plan 73-1 . As a result , the City Council requested that the Planning Comission schedule a public hearing regarding the possible change in the specific plan for the closure of Taylor Avenue, Attached for your information is as excerpt of the minutes of the 6/l/61 Council sreeting (Attachment A) . Brief History As you will recall PPSA 73.1 calleA for the closure of Taylor Street near Pamy Lane as part of an ovmrall circulation study of the area in order to eliminate the mixture of industrial and coweaarcial traffic With residential nei hborhoo&s . The PPSA 73- 1 was later incorporated into the Taylor and each Specific plan. In late nctober , 1930, the Planning Comission inquired into the status of the closure of Taylor Street . As a r*sult, the 2e00 from the undersigned (dated 12/16/80 Attachment 8) was submitted to the Plan- ning Comission. The Commission upon reviewing the scatter concluded that Taylor Ave. should be closed . As a result of this actiono a report dated Jan. 23 , 1981 (Attachment C) was submitted to the City Council . The City Council concurred and authorized the temporary closure of Taylor Ave. at Pasmy r 7,ne , instructed the staff to study the area and report the f�adinss withia six months. As a result of City Council 's action, Taylor Avenue was temporarily closed at Paamcy bane on Feb . 24 , 1981 . Imarediately following the closure , complaints from the neighborhood were received by te Public Works Department . The closure has created additional burdens of many residents of the area because of the Ion or travel distances involved In entering and exiting their sublivisfons . In addition , additional traffic burdens have been placed on motorists who are now forced to use Ellis Avenue at .Delaware and Ellis Ave . at Main Street . The Public Works staff is currently working on construction plans for the placement of traffic signals on Main Street at the inter- section of Ellis , Florida And Delaware . It is anticipated that the, project will be under construction by Fall 181 . Some of the advantages of maintaining Taylor Street open is the increased potential for securing the installation of a traffic signal at the intersection of Reach Blvd: and 'Taylor Street . This project , based on traffic volumes from the adjacent cosimercial and residential properties , has been Included on the CalTran' s list of projects and is anticipated to be under construction within the next fro roars. Analysis : A short time after the barrieaden were installed, a petition with 42 signatures was received by the City requesting that Taylor Avenue be reopened. Telephone calls received by traffic engineering are running more than 4 to 1 ,against the closure. Most of the opposition to the closure appearu to be coshing from new residents living north of Taylor and west of Panay Lane. Some of the residents who originally supported the closure in 1976 have apparently moved out of the area or now feel the closure should be removed. With the price of owning and operating a vehicle increasing almost on a monthly basis , the motoring public is now more sensitive to delays , increased travel distances , obstructions to free flow and other traffic related factors . In this situation, it appears to the public (and the staff) that there are greater benefits to increasing the freedom of movement than to restricting that movement . Alternative Actions : There apposrs to be no alternative solutions to this problem. Taylor Avenue should be either closed or opened to traffic at the bour ^ - between the residential and commercial districts . LEYVA TRAFFIC ENGINEER ` TAYLO R CLOSURS The Taylor Avenue closure has caused mixed feelings and opinions among the residents effected by the measure . The objective of the report is to examine , explain and discuss the findings of the field observations, field data, and calculations . It will analyze the advantages and dinadvantages of omitting the closure . . It was found through calculations, obaorvations and -other works that the closure should be removed as soon an possible for reasons which will be discussed subsequently in this report . • One of the areas analyzed extensively had to do with the amount: of excessive travel time caused by the closure . This travel time is experienced by almost :very motorist in the residential tract en- compassed in the study area. one of the residents spoke to stated , "It 's a large burden to drive all the way around the housing tract to get out onto Beach Boulevard and other major arterials ." Because of the closure, no vehicles coan exit onto Reach boulevard by way of Taylor . Motorists are currently having to travel down Huntington Street and Delaware Street to Ellis Avenue :4nd► then onto beach Boulevard. All of this rerouting causes vehivies to travel longer distances. Consequently, larger sums of entrgy are being spent because of the closure. Vehicles are using more gasoline to get onto Beach boulevard now than they did before the closure. There are also other items which are adversely affected by the closure . Such items affected are tire wear , vehicle maintenance and roadway maintenance . These items may be slightly affected, but are contributors just the same . Based on calculations, it was found that the additional distances traveled could result in expenditures of $35 ,000 to $65 , 000 per year for the motorists of the area . The study area in question is definad as the area extending south to Ellis Avenue , north to Taylor Avenue , vast to Carnaby Lane , and east. to Beach Boulevard , It is important to point out that the total dollars which were derived were low estiruates . This total could range as high as $120 ,000 per year . It was assumed all vehicles were in fair to good condition , all roads were in the best condition possibli) , good weather conditions , conservative drivers , and other such factors . Another area which was investigated had to deal with the additional trips which are generated by the closure . Surveys and calculations have shown that certain access points into the housing tracts are generating large numbers of trips . Some of the intersections are experiencing approximately a 30 to 10 percent increase in trips gener- ated . Some of the .intersections which are experiencing the largest increase is Ellin at Main . These increases are primarily a result of the opening under the railroad located east of Gothard. The traff ► 4• signal at Gold+enwast and Ellis has also facilitated the use of El l i u Avenue . Before the closure was installed , all the access points into the Ivitiatny tract were generating traffic volumes which were sufficient ► hoir type of design. The distribution of all inmaing arsd V 111 outgoing traffic from the housing tract was distributed between four access points . With the installation, traffic is being divided upon three. access points . Because of this condition , the three geneeratoe., are operating at below acceptable ravels,, ,.With all the rerouting of traffic to the. remaing t hreq access Points , internal traffic is diverting south to exit onto Ellis . The motorists are having to travel south on residential streets . • This is not a new situation, but is a condition which has become undesirable , se*ore the installation, internal traffic had a choice of heading north to exit onto Taylor or heading south to exit onto Ellis . with the motor- ists heading north or south , the internal traffic was divided fairly evenly . Each of the: internal streets were handling a small amount of- � exiting traffic. Because of the closures, all streets in the tract are now handling larger sums of motorists . Some of the streets are •ioperating a •higher levels betcause of this situation. Currently , the tract is-occupied by - approximately 300 .homes . Based on the - liuntington . fleach Special Census of January 220 1979 , this averages out to* about 1 , 026 persons*' living in- this housing- tract . Out of these 1 , 026 ,persons , approximately 374 are school bound children . These children are having to travel along the internal streets to yet to school . with the increase of vehicular traffic on these streets , a conflict will eventually reach undesirable levels . The pedestrian/veh.icle conflict is a subject which is causing a mayor concern among residents . Certain 'intersections generate lare amounts of pedestrian traffic in the scorning and in the afternoon hours . Because of the closure ,, the large pedestrian generating intersection - � Are also the largest vehicular genaxatinq intersections . Because of the Above mentioned conditions , it is most likely that it ih only a matter of time before a pedestrian ac-cident occurs At one rof these loco _ :ons . This is unfortunate, but is only .imminent becAuvk- of the Taylor closure . *It is felt that if the Taylor closure was re- opened, traffic would once again be distributed evenly . Sight distances .A 01( V - -2- Aft 1. 1 _. .1 1 -) .4 •� 1 • Based on counts which were oonducted before the closure, ( February 21 , 1ss1 - pebruary 22 , 1981) most of the intersections which were analyzed were operating at levels A. D, and C. It is important to point out that an intersection is hoped to be operating at the highest level of service , A. The intersection which was operating at a< lesser level of service was Kain at Ellis . This intersection was subject to delay only during the p. m. peak ho+ars They ranged from 5 second to as high as 135 seconds . 3t was found that most of the southern area intersections had a decrease in their level of service rating. Som* of the internal intersections did not increase or degrease because of the closure . This is understandab;.e becaase of the fact that most traffic would not head north to get out of the tract because at the closure . Son* of the intersections experienced a rise in volumes per day as high 'as Ion vehicles . The amount of delay at some of the intersections increabed because of the associated problem of the closure . The intersection of Mein and Ellis found to be operating poorly because of the closure . Motorists are using Ellis to exit out of their tract and subsequently larger volumes are experienced on Ellis . Because of the large volures , the affected intersections are decreasing in their level of service ratings . Delays at these major intersections are increasing at a rate which is unnecessary . First , I am in total agreement with the closure of Taylor Drive. I feel that the closure was long overdue. A few local residents seem to regard their personal inconvenience - over the safety of themselves and cithers. The congestion and traffic hazards caused by motorists attempting to cross Beach Boulevard from Taylor would have eventually led to a major, possibly fatal accident . It was only A matter of time before casualties would have forced the (� eventual cinsure of Taylor. The unrestricted intersection of Beach and Taylor is too busy. Aside from the traffic hazard, there are the aspects of outside traffic being able to easily enter a quiet residential area which in many past cases has led to cars racing up and dorm the children-occupied streets. And lastly is the case of the nearby auto dealers tending to park their overstocked employee and non-employee automobiles on the residentials streets I suggest that those persons wanting to re-open Taylor, seriously, weigh their small inconvenience of having to drive 1 /4 mile out of their way agai"st the safety of themselves and others. For all these reasons, I feel that the Taylor Drive closure was in the better interest of the public' s safety and well being.
