STATEMENT OF ISSUE:
Transmitted for consideration is Code Amendment 80-4, Revised, an !1
amendment to the Ordinance Code clarifying the language in Section -f
9511 and 9512 regarding outside storage and end prohibited industrial
uses within the Ml-A district.
RECOMMENDATION•
The Planning Commission and the Planning Staff recommends that the
City Council approve Code Amendment 80-4, Revised, as modified by
the Commission and direction of the Council at the Planning Com-
mission meeting of June 17, 1980 and August 5, 1980� and adopt attached
ordinance.
ANALYSIS:
APPLICANT: Department of Development Services
REQUEST: Amend section 9511 (j ) and 9512 of the Huntington
Beach Ordinance Code to clarify wording regarding
"storage in conjunction with warehousing" and to
eliminate the last sentence of section 9511 (j )
regarding the prohibition of recking yards, junk
yards, and salvage yards which have been added
under Section 9512 as prohibited industrial uses.

PLANNING COMMISSION ACTION - AUGUST .5, 1980
After reviewing Code Amendment No. 80-4 as amended to allow for
storage by a private property owner or lessee, his privately owned
recreational vehicle or automobile on his own property subject to
the screening provisions in Section 9515, the Commission approved
Code Amendment -No. 80-4 by the following vote:
AYES: Kenefick, Porter, Schumacher, Bauer, t

DISCUSSION:
At the July 21, 1980 City Council meeting, the Council continued
Code Amendment No. 80-4 and directed the staff to revise said
Code Amendment by adding verbage that would allow the property
owner or lessee to store on his property privately owned recreational
vehicles and/or automobiles pursuant to the screening provisions in
Section 9515.
The City Attorney' s Office and the Department of Development
Services worked out an additional paragraph to Section 9512 and
has incorporated it into Code Amendment No. 80-4. This code amcnd-
ment as presented was reviewed by the Planning Commission at its
August 5, 1980 meeting. The Commission concurred with this revision
and is recommending. that the City Council approve Code Amendment
No. 80-4 and adopt attached ordinance.

Reverse Planning Commission' s action and deny Code Amendment No. 80-4.

AN ORDINANCE OF THE CITY OF HUNTINGTON BEACH
AMENDING THE HUNTINGTON BEACH ORDINANCE CODE
BY AMENDING SECTIONS 9511 AND 9512 PERTAINING
TO STORAGE USES IN THE Ml-A DISTRICT
The City Council of the City of Huntington Beach does ordain
as follows:
SECTION 1. The Huntington Beach Ordinance Code is hereby
amended by amending Sections 9511 and 9512 to read as follows :
9511. USES PERMITTED.* The following uses and regulations
shall be permitted in the M1-A, "Restricted Manufacturing District,"
subject to approval of an administrative review applicable by the
Board of Zoning Adjustments:
(a) The compounding, processing, packaging or treatment of
such products as cosmetics , drugs , perfumes , pharmaceuticals,
toiletries, and food products , except the rendering and refining
of fats and oils;
(b) The manufacture, compounding, or assembly of articles
or merchandise from previously prepared materials such as: alumi-
num, brass , cellophane, canvas , cloth, cork, copper, felt, fiber,
glass , latex, lead, leather, paint, paper, plastics , rubber, tin,
iron, steel, lumber and yarns;
( c) The manufacture, compounding, or assembly of articles or
merchandise from raw materials such as: bone, feathers , fur, hair,
precious or semi-precious metals, stone, shell or tobacco;
(d) The manufacture of pottery, figurines , or similar
ceramic products , using only previously pulverized clay and kilns
fired only by electricity, gas or solar energy sources;
(e) Machine shop or other metal working shops ;
(f) Accessory office uses which are incidental to a pri-
mary industrial use;
(g) Offices devoted to research and analysis , engineering,
and the use of large scale electronic data processing systems;

(h) Administrative, management , regional or headquarters
offices for any permitted industrial use which is not designed
primarily to service the general public ;
(i) Service uses such as : surveying, blueprinting and
photostating, contractor' s office or photographic services, but
not including commercial photography studios ;
(j ) Storage aedin conjunction with warehousing and/or
manufacturing use, open or enclosed, subject to the screening
provisions of section 9515 .��eded-€else +-��a -�aeeg- a��s;
(k) Trade schools, limited to those schools training students
for employment in industrial occupations .. This section is not
intended to include any business or commercial school or college;
and
(1) Wholesale distributing plants .
9512 . PROHIBITED INDUSTRIAL USES . Industrial uses including,
but not limited to, recreational vehicle, automobile storage,
wrecking, junk, and/or salvage yards which because of potential
emanation of dust , ash, heat , noise, fumes, radiation, gas odors ,
or vibrations are or may be inconsistent with the intent and pur-
poses of this article , are prohibited.
Excepting that this section shall not prohibit the
storage by a private property owner or Zeasee from storing his
privately owned recreational vehicle or automobile, for his per-
sonaZ use, on the subject property subject to the screening pro-
visions in section 95Z5.
SECTION 2 . This ordinance shall take effect thirty days
after its adoption. The City Clerk shall certify to the passage
of this ordinance and cause same to be published within fifteen
days after adoption in the Huntington Beach Independent , a news-
paper of general circulation.

Huntington Beach at a regular meeting thereof held on the
day of 1980 .

.DISCUSSION:
On February 5, 1980 the Planning Commission directed staff to
initiate a Code Amendment to permit recreational vehicle storage .
in the Ml-A, .Restricted Manufacturing District subject to the
approval of a Conditional Use Permit.
It was the intent of the Planning Commission to have staff. study
the feasibility of allowing recreational vehicle storage on property
which otherwise would not permit this type . of land use on property
zoned Ml-A.
At the June 17, 1980 Planning Commission meeting, the Commission
concluded that approving recreational vehicle storage as a
permitted use was not. recommended and that this type of use may
dilute, the economic base. of the industrial areas and reduce
employment potential.
Therefore, the Commission voted to delete Section 9511. 8 of the
proposed Code Amendment pertaining to recreational vehicle storage .
The Commission also voted to clarify language in Section .9511 (j )
of the Ordinance Code regarding "Storage in Conjunction with Ware-
housing, and to add Automobile Storage, wrecking, junk and/or
salvage yards as prohibited industrial uses under Section 9512
of the Ml-A District.

Not Applicable.
ALTERNATIVE ACTION:
Reverse the Planning Commission action and deny Code- -Amendment No. 80-4.

1. 0 SUGGESTED ACTION:
Staff recommends that the Planning Commission approve Code Amendment
No. 80-4 , a request to allow recreatinal vehicle storage within the
Ml-A District subject to the approval of a conditional use permit.
2. 0 GENERAL INFORMATION:
On February 5, 1980, the Planning Commission directed Staff to
initiate a code amendment to permit recreational vehicle storage
in the Ml-A, Restricted Manufacturing District subject to the
approval of a conditional use permit. Staff has completed work on
the proposed code amendment and has recommended that recreational
vehicle storage be subject to the same provisions as a permanent use
would be in the Ml-A District. Staff has also recommended
that the approval period shall not be granted for more than. five (5)
years.
3 . 0 SUMMARY OF ISSUES :
Code Amendment No. 80-4 would allow for the storage of recreational
vehicles on property which otherwise would not permit the storage
of recreational. vehicles.
4 . 0 ENVIRONMENTAL STATUS :
Code Amendment No. 80-4 is exempt from the provisions of the Califor-
nia Environmental Quality Act. A negative declaration will be
required at such time the conditional use permit is applied for.

5. 0 ANALYSIS :
The intent of Code Amendment No, 80.-4 is to allow recreational
vehicle storage in the M1-A Restricted Manufacturing District as
an interim use until such time the property is permanently developed.
Approval of this use would be subject to a public hearing, approval
of the conditional use permit and subject to the following conditions .
(a) approval shall be granted for a length of time not to exceed
five (5) ' years .
(b) with the exception of Section 9515 of the Ordinance Code, which
states that storage shall be confined to the rear two--thirds
(2/3) of the property, all provisions of this code shall be
complied with.
(c) the Planning Commission may rescind its approval in the event
any of the terms of a conditional use permit or� the applicable
zoning laws are violated, after notice to the applicant of a
public hearing to be held pursuant to the procedure set forth in
Article 984 of this code.
6. 0 RECOMMENDATION:
The staff recommends that the Planning Commission approve Code Amend-
ment No. 80-4, an . amendment to the Ordinance Code to allow recreational
vehicle storage in the MI-�A District.
