ATTN: DOYLE MILLER, City Administrator.
RE: CODE AMENDMENT NO 66-10, an amendment to Division 9 of
the Huntington Beach Ordinance Code.
Gentlemen:
Transmitted herewith is a proposed amendment to Division 9 of
the Huntington Beach Ordinance Code.
Said amendment pertains to storage yards which will be subject
to the following conditions: 1) Approval of a use permit;
2) Enclosure of the yard with a six (6) ft. masonry wall; 3) Set-
back of the wall five (5) ft. from an abutting street; 4) Lands-
caping; and, 5) No stacking of vehicles.
This amendment also defines junk yards, motor vehicle dismantling
or wrecking yards and motor vehicle storage yards.
In addition, said amendment adds the provision that scrap metal,
used auto parts, disabled, junked or wrecked vehicles will be
stored within a building unless otherwise provided by this ord-
inance.
The Planning Commission unanimously approved this matter on
June 21, 1966, and recommends adoption by your Honorable Body.
The Code provides that a public hearing shall be held on the
matter after which an ordinance may be adopted effecting the change.

Section to the following sections are
hereby added to Division 9 of the Huntington Beach
Ordinance Code and shall read in words and figures
as follows:
S, 9533 Uses Subject, to A2pro'va1 of a Use
Permit.
So 9533.1 Motor Vehiclg Storage Yard.
( a ) Wall Reg®uirements
(1) A solid six (6) inch concrete block
or masonry wall with a minimum height of six (6) feet
shall be constructed on all sides of the storage yard,
Said wall shall be six (6) feet above the 'highest
ground surface within twenty (20) feet of any common
property line,
(2) A solid gate of wall height shall
be provided.
(3) Said wall shall be setback five (5)
feet from any abutting street.
(4) Within a triangular area formed by
measuring twenty-five (25) feet along the front and
exterior side lot lines of a corner lot, there shall
be no structure, wall, fence, hedge, or landscaping
above forty-two (42) inches or below seven (7) feet
in height.
(b) Landscaping:
(1) The five ( 5 ) foot open area between
the abutting street and the required wall shall be
landscaped and permanently maintained.
(2) Hose Bibbs shall be provided in all
landscaped areas.
(c) Surfacing: With the exception of driveways,
the entire storage yard shall be oiled. Application of
said oil shall be 0.25 gallons of SC-70 per square yard
on sterilized soil.
(d) Vehicle Stacking: There shall be no stack-
ing of vehicles in the storage yard.
(e) Review: The operation of such storage yard
shall be reviewed by the Board of Zoning Adjustments
prior to renewal of the business license. Such review
shall be an administrative act of the Board and no public
hearing need be held thereon.
The purpose of the review is to
determine that all requirements of this ,section and any
condition(s) of approval have been complied with. If any
violation of the requirements or conditions of approval
exist, the Board shall cause the revocation of the bus-
iness license and the immediate cessation of said use.

(j) Junk Yard. A junk yard shall mean the use
of any lot or any portion of a lot for the storage or
keeping of junk, including scrap metal or other scrap
materials, Said yard may include all uses permitted in
a motor vehicle dismantling or wrecking yard.
(m) Motor Vehicle Dismantling or Wrecking Yard,
A motor vehicle dismantling or wrecking yard shall mean
the use of any lot or any portion of a.lot for dismantl-
ing, disassembly, or demolishing motor vehicles. This
definition shall not be construed to allow storage or
impounding of motor vehicles nor as a yard for the
storage of scrap metals, scrap materials or junk.
Motor Vehicle Storage Yard. A motor vehicle
storage yard shall mean the use of any lot or any portion
of a lot for the storage or impounding of motor vehicles.
This definition shall not be construed to include dis-
mantling, wrecking, repair or alteration of any vehicle.

Wrecking and Junk Yards. All nonconformin storage,
antling, wrecking and junk yards shalf be completely
removed within six (65 months after the time this Section
takes effect or when such use becomes nonconforming.

or similar scrap materials shall be located outside any
building, unless otherwise provided by this Ordinance.
