AN ORDINANCE OF THE CITY OF HUNTINGTON BEACH
AMENDING THE HUNTINGTON BEACH ORDINANCE CODE
BY AMENDING SUBSECTION (e) OF SECTION 9700 18
DEFINING TEMPORARY OUTDOOR EVENT
The City Council of the City of Huntington Beach does
ordain as follows
SECTION 1 The Huntington Beach Ordinance Code is hereby
amended by amending subsection (e) of section 9700 18 to read
as follows
9700 18 Words beginning with the letter "T" shall have
the following definitions
(a) Trailer Court Any area of land, improved or unim-
proved, which is designed to accommodate two or more trailers,
house trailers, movaole dwellings, tents, sleeping quarters or
outfits, or whicn is used, let or held out for rent to campers,
tenants or guests furnishing their own equipment and paying
directly for said space or indirectly through trade or labor
This definition shall also apply to "trailer park, " "trailer
camp, " and to similar uses known by various designations
(b) Travel Trailers A vehicle other than a motor vehicle
which is designed or used for temporary human habitation and
for travel or recreational purposes, which does not at any time
exceed eight (8) feet in width and forty (40) feet in length
(c) Travel Trailer Park An improved camping or vaca-
tioning area or tract of land where one or more spaces or lots
are rented or held out for rent to accommodate travel trailers,
campers, camp cars or motor homes for one stopover not to ex-
ceed thirty ( 30) consecutive days, and are then removed
(d) Townlot area shall mean the area and parcels within
the area bounded by Pacific Coast Highway on the southwest,
Goldenwest Street on the northwest, Palm Avenue on the north
and northeast, and Lake Street on the east and southeast
(e) Temporary outdoor event shall mean a temporary use of
property not exceeding an aggregate of twenty-one ( 21) calendar

days a year, the purpose of which is to conduct a specialized
outdoor, short-term event such as, but not limited to, art
shows, fund-raising events, amusement attractions, sporting
events, and rabies clinics

STATEMENT OF ISSUE
Transmitted for your consideration is Code Amendment No 85-10 , an
amendment to S 9700 18 (e ) of the Huntington Beach Ordinance Code
which will clarify the language pertaining to temporary events
RECOMMENDATIONS
The Planning Commission and staff recommend that the City Council
approve Code Amendment No 85-10 by the adoption of the attached
ordinance

Code Amendment No 85-10 proposes to clarify the language pertaining
to temporary outdoor events By amending S 9700 18 (e ) of the
Huntington Beach Ordinance Code, public service events , 1 e
bloodmobile, chest x-ray, or rabies vaccination clinics , sponsored
by a nonprofit organization will be exempt from review and approval
by the Board of Zoning Ad3ustments
During 1982 a code revision was processed and approved as Ordinance
2588 (January 1983 ) The Planning Staff intended that the code
amendment exempt community service events from being categorized as
a temporary event and the related regulations

Recently, the City Attorney issued an opinion that a specific
community service event (low cost rabies clinic) was prohibited by
the City's Zoning Code Therefore, staff has initiated the code
amendment to not require the Board of Zoning Ad3ustments process for
any public service event sponsored by a nonprofit organization
ENVIRONMENTAL STATUS
Pursuant to Section 15300 4 of the California Environmental Quality
Act , Law and Guidelines 1984, the proposed activity is categorically
exempt
FUNDING SOURCE
Not applicable
ALTERNATE ACTION
1 The City Council may consider denying Code Amendment No 85-10
which would retain the current language now determined to
prohibit community service events on a no cost or low cost
basis
2 The City Council may wish to include all animal clinics in the
review by the Board of Zoning Ad3ustments

Applicant City of Huntington Beach
Articl 75 (Adult Entertainment Businesses ) requires that massage
parlors located at least 200 feet from residentially -oned
property, feet from schools and churches and 1 ,000 feet from
other massag arlors Those existing businesses which do not meet
the locational iteria must move to a site which does meet the
criteria by June 1985
The locational crate a of Article 975 requires that non-conforming
businesses , which may esently be located in "non-family-oriented"
areas, such as along Be Boulevard, relocate to new sites which
may be "family-oriented " fter discussion by the Planning
Commission, the City Counci on March 18, 1985, directed that a Code
Amendment be prepared to keep assage parlors out of "family-
oriented" areas and to exempt ose existing non-conforming massage
parlors located along Beach Boul and from the limitation on
location requirements and allow t m to remain in their present
locations upon approval of a Conde nal Use Permit

organizations was a little loose stating that there is broad
spectrum of organizations Commissioner Winchell asked the Attorney
if there was any better description of what the staff 's intent is
