R.V. storage facili- ties on property zoned MI-A, Restricted Manufacturing District. This code amendment establishes criteria to protect the intent and integrity of Ml-A District. RECOMMENDATION: The Planning Commission and staff are recommending that the City Council approve Code Amendment No. . 82=6 as presented and adopt the attached ordinance. ANALYSIS : APPLICANT: City of Huntington Beach LOCATION: All M1-A zoned property REQUEST: Establishment of criteria which will allow for temporary R.V. storage facilities on property zoned Ml-A, Re- stricted Manufacturing District. PLANNING COMMISSION ACTION OF JULY 7, 1982: ONc�MOTION BY LIVENGOOD AND SECOND BY PORTER CODE AMENDMENT NO. 82-6 WAS APPROVED WITH AMENDED REVISIONS FOR RECOMMENDATION TO THE CITY COUNCIL FOR ADOPTION, BY THE FOLLOWING VOTE: AYES: Higgins, Livengood, Winchell, Paone, Porter, Schumacher NOES: None ABSENT: None ABSTAIN: None DISCUSSION: e Attached .is Code Amendment No. 82-6, establishing criteria for al- lowing recreational vehicle storage as a temporary use within the M1-A District. The major criteria includes five acre minimum site ® , , PIO 4/81 CA 82-6 July 22, 1982 Page 2 area with a one acre minimum size that will be utilized for the R.V. storage, a five year time limitation on the approval for the use, screening, fencing, and setback requirements, paving require- ments for the area and minimum roadway width to be approved by the Fire Department. In addition to this criteria, the R.V. storage is only allowed on property where a primary use has already been established, but is not occupying the entire site. Code Amendment No. 82-6 requires that all street improvements are in adjacent to the subject property and that temporary R.V. storage cannot utilize any portion of the required parking for the established use. Both staff and Planning Commission analysis indicates that the pro- posed criteria will limit the number of facilities that can be de- veloped in the Ml-A District with the temporary R.V." storage. The proposed criteria will help to maintain the intent of the Ml-A District while maintaining a high standard for development of a temporary use. During the,-,discussions of this code amendment, the Planning Commission indicated that, based on the requirements for setbacks, screening, landscaping, the integrity of the Restricted Manufacturing District will not be diluted with the establishment of temporary uses, such as R.V. storage. ENVIRONMENTAL STATUS: Pursuant to the provisions of Section 15101 of the Guidelines of the California Environmental Quality Act, the subject code amendment is categorically exempt. FUNDING SOURCE: Non-applicable. ALTERNATIVE ACTION: City Council may consider denying Code Amendment No::. 82-6, which would preclude the establishment of R.V. storage facilities in the Ml-A District as a temporary use. The Council may also consider adding additional criteria if deemed necessary to further restrict temporary R.V. storage facilities in the M1-A District. SUPPORTING INFORMATION: 1. Storage in the Ml-A District At the June 15 , 1982 Planning Commission meeting, the staff pre- sented a request to the Commission from a property owner of Ml-A property, to allow temporary R.V. storage on a portion of unused . property within a. larger complex. At that time, the Commission indicated that it. seemed to. be a reasonable request, and that the staff should pursue a code amendment which would allow this type of use, however, the code amendment should include criteria that would protect the integrity of the Ml-A Districts. Attached is Code Amendment .No. 82-6 , criteria established for al- lowing R.V. storage. as a temporary use within the Ml-A District. Brief discussion took place regarding the number of industrial units that would fit the present criteria. Savoy .Bellavia further suggested a modification to the ordinance which will include elimination of language under Section 9512 that prohibits recreational vehicle storage in the M1-A District. Commission consensus agreed with this modification.
