RE: CODE AMENDMENT NO. 75-11: "Expansion of Townlot Specific
Plan, Area One. "
Transmitted herewith .is proposed Code Amendment No. 75-11. The amend-
ment will accomplish an expansion of the previously approved specific
plan for Townlot, Area One. The ordinance provides standards for
residential development that are consistent with and carry out the
objectives of the adopted General Plan Land Use designations.
The geographic areas effected by the proposal, as indicated on the
attached map, have been divided into two sections. Section A will
allow for the development of one dwelling unit for each 25 feet of
lot frontage. The development standards establish efficient relation-
ships between land area, open space, and building area.
Properties located within Section B are provided the option of building
under the standards of Section A, or being developed at a slightly
higher density wherein a maximum of three dwelling units could be
built upon each 50 feet of lot frontage. The maximum allowable
density proposed for Section B is similar to an R2 and R3 zoning
density. Formerly, R3 and R4 densities would have paralleled allowable
development densities on 50 feet of lot frontage.
The proposed amendment was approved by the Planning Commission at its
meeting of November 18 , 1975 by a unanimous vote.
During the public hearing on the matter, L. H. Lockyer, Gail Langenback,
Allen Osgood, John Manning, Jim Coopulo, Lance Faust, Stanley Legum
and Bob Vecker, spoke in favor of the proposal. Written protests
from Roy B. Woolsey and Louise J. Jones were entered into the record.
ENVIRONMENTAL STATUS:
The City Council has previously adopted the Environmental Impact Report
for the Land Use Element Amendment of the General Plan for the area. The
proposed amendment provides for uses designated on this Land Use Element
and thus further environmental review is not necessary.

On November 18, 1975 the Planning Commission approved proposed Bode
amendment No. 75-11 "Expansion of Townlot Spe-cific Plan Area One. "
The modifications noted. upon the attachment are to be incorporated
into the final ordinance.
In addition the City Attorney is requested to add wording in the
adopting ordinance to effect "graddfathering" in of previously
approved applications under the provisions of Article 935 i.e. not
requiring a new- application for entitlement of a use when such proposals
, are in for- plan check. This ordinance is scheduled for a public
hearing before the City Council on December 8, 1975.

My lots 13 & 15, Block 421-17th Street Section
West side of 21st Street, between Orange and Pecan.
,.Gentlemen:
I own subject lots 13 & 15. The entire westerly half of block
421, that is the lots to the west of the lots I own, is built
up in a multi-dwelling unit residential use, which I 'm sure
averages more than two units per 25-ft. lot. On 21st Street,
across the street from my lots , all of the lots in the block
across the street that front on 21st Street directly across
from Block 421 are built up and have two units per 25-ft. lot.
Why would anyone want to zone the east half of Block 421, that
is the lots in Block 421 fronting on the west side of 21st
Street, so that they would have less density than is permitted
in the westerly half of Block 421 and for the lots fronting on
21st Street but on the east side thereof?
I thought zoning was so that there could be uniformity of uses
of property. What logicala-purpose is served by discriminating
against my lots practically surrounded by lots with a higher
density?
I don't think it' s fair to zone my lots as proposed and I don't
think you should pass that zoning. Aside from the fairness , do
you think it would be:. legal to discriminate against my lots in
this way? Please see attached map of my referenced property.
I appreciate your giving careful consideration to this matter
and not passing the proposed ordinance as it stands.

SUPPORT FOR THE ORDINANCE
We're generally pleased with the boundaries of the Low Density Area.
Resident owner preferences in the low density area east of 17th have
been strongly for homes. Although we haven't surveyed -the low density
area west of 17th:
• resident owners I 've talked to from there prefer low density zoning.
testimony at previous hearing by resident owners favored it.
• low density zoning is consistent with the current R2 zoning in the
2-block strip above Pecan.
The blocks we were most concerned about have been added to the low
density area:
. 200 block of llth St.
. east side of 300 and 400 blocks of 12th St.
. remainder of the current R2 area.
More Section B residents wanted into Section A. But it's hard to
support this when they're reluctant to speak up for what they want.
Hopefully much of the Section B development will also be homes on 25-foot
lots. (See Ref. 3: item 2 on pp B-3 & B-5; pp B-7, B-8)
A well-balanced ordinance
The Townlot may be one of the toughest areas in Huntington Beach to
plan. I feel that .the PD and PC have done an outstanding job in using
the information they received to make possibly difficult decisions.
An objective observer from the outside might say that this ordinance is
well-balanced between the desires of residents and developers and practical
reality. This ordinance seems to be in line with what is acceptable to a
significant number of residents. It may balance out to be about as fair
to the vatious interests as you can get.
BENEFITS OF THE PROPOSED ORDINANCE
. This satisfies what is acceptable to a significant number of residents,
• enhances having a livable area (good quality-of-life)
• encourages resident-ownership and less trend towards transients,
absentee-ownership and related problems (especially if homes are built
on Z5-foot lots instead of duplexes on 50-foot lots) .
. enhances a better development of the area.
• Homes on 25-foot lots:
provide for more resident owners and a greater feeling of community
and stability.
# provide a more saleable, profitable product for the developer.
possibly give more people a chance to own a home near' the ocean ---
might put the cost of such homes within the reach of more people.
• maintains the character of the area to a certain extent. I expect that
new homes will be of a different nature than the older ones. But the
density and quality of the occupants should be good.
• a- certain uniqueness will remain since many lots...will be individually
developed.
