That he is the printer and publisher of the Huntington Beach News, 'a weekly newspaper of general circulation printed and pub- lished in Huntington Beach, California and circulated in the said County of Orange and elsewhere and published for the dissemination of local and other news of a general character, and has a bona fide subscription list of paying subscribers, and said paper has been established, printed and published in the State of California, and County of Orange, for at least one year next before the publication of the first insertion of this notice; and the said newspaper is not devoted to the interest of, or published for the entertainment of any particular class, profession, trade, calling, race or denomination, or any number thereof. Rowlands, City Administrator RE: Code Amendment No. 74-17 Transmitted herewith is Code Amendment No. 74-17 which will provide for the upgrading of the development standards for automobile re- lated uses. It will clarify sections of the ordinance code relating to automobile major and minor repair and establish standards for service bays, outside storage, and trash areas. The amendment will also provide new development standards for automobile dismantling and storage yards, including yard, wall, and setback requirements. The Amendment was approved by the Planning Commission at its meeting of February 19, 1975 by a unanimous vote of the Commissioners present. The amendment is exempt from the requirements of the California Environmental Quality Act, 1970. RECOMMENDATION: The Planning Commission recommends approval of Code Amendment No. 74-17.
