STATEMENT OF ISSUE:
Code Amendment No.. 83-19 adds a "VSC" Visitor-Serving District to
the Huntington Beach Ordinance Code. This District can be applied
to any area which is general planned Commercial: Visitor-Serving.
RECOMMENDATION:
The Planning Commission and planning. staff recommend that the City
Council approve Code Amendment No. 83-19 and adopt the attached
ordinance.

-General ,Information:
Code Amendment No. 83-19 was initiated .by the City in order to
provide the .regulatory tools necessary to .implement the General
Plan designation=of . Commercial : Visitor-Serving. The provisions
contained in the VSC District are based on the review of existing
development standards within the City of Huntington Beach and
other relevant ordinances from surrounding communities.
The following is a summary of some of the VSC District' s key
features:
Permitted Uses. A broad variety of commercial uses that are
intended to serve the coastal visitor.

Conditional Uses.: Commercial. uses that possess unique charac-
teristics (i.e. , design,. size, method of operation or circulation)
requiring individual review. ; Examples include: arcades, bars and
hotels; additionally, a mix of CommercialVisitora�:Serving uses
and offices or residential uses is conditionally permitted.
Minimum Building Site. 10, 000 square feet (except. with special
findings by the Board of Zoning Adjustments) .
Building Height Limitations. 50 feet.
Site Coverage. 50% of the site area.
Yard Requirements. Front: 10 feet; exterior side: 10 feet;
interior side: 0 feet; rear: 0 feet.
Minimum Public Open .Space. Exclusively commercial projects: 10%;
Mixed use projects that include residential units: 5%.
Minimum Private and Common Open Space` for the Residential portion
of Mixed Use Development. 25% of the net residential floor area.
Refuse Collection Area. Must be located no further than 200 feet
from each residence and separated from commercial collection area.
Outside Storage. All goods must be housed in a fully enclosed
building or structure.
Discussion_:
The majority of the planned: Commercial:Visitor-Serving uses are
located within the Downtown Specific. Plan area; there is, however,
a small area adjacent to Huntington Harbor that bears the same
designation. It is this area that is in need of an implementing
regulatory tool.
The attached VSC is quite similar' to .its namesake' within the
Downtown Specific Plan. For example, within the. Specific Plan' s
District #3 there is an open space provision and -.the VSC District
contains the same amenity for much the same reasons: Some public
open space is appropriate for, and easily designed into, the kinds
of projects expected in this district. The open space requirement
will encourage amenities such as balconies, terraces and viewpoints
in these buildings. To encourage a lively, outdoor commercial at-
mosphere, uses such as cafes and restaurants, or open air commercial
can be used to satisfy this open space requirement.
The VSC District is a necessary addition to the Huntington Beach
Ordinance Code, for without it the City could not implement the
CommercialVisitor-Serving designation within that portion of the
Coastal Zone outside of the Downtown Specific Plan. .

Environmental Status :
Pursuant to Section 15079. 3 of the California:. Environmental
Quality Act, Code Amendment No. 83-19 is .exempt from environ-
mental review.
FUNDING SOURCE:
Not applicable.
ALTERNATIVE ACTION:
The City Council can deny Code Amendment No.: 83-19. If this
occurs, staff will have to develop another' Commercial: Visitor-
Serving District for the Planning Commission and Council' s
consideration.
