State Planning Law mandates that zoning shall be consistent with the City' s General Plan. 2 . The subjecc properties are no longer suited for developmQnt ender their pr;ser_t zonings. 3 . The proposed changes of zoning will provide for more compatible land uses fr_r the surrounding areas. SUWIARY ANALYSIS: The subject property is presently used as a non-commercial agriculturally related business. It is somewhat isolated as a commercial site since the existing surrounding uses to the east, south, west and north are resi- dential apartments, older single-family homes , and an elementary school r(-spectively. 1 Page Two ZC 76-26" I" The General Plar. analysis concluded that the remaining 35 acres of commercial. in the general vicinity would be more than adequate for the service at-ea that surrounds the site . Therefore , the proposed rezoning is appropriate and would provide for the most compatible and logical land use. ADDITIONAL INFORMATION : j The Planning Commission held a public hearLng on the proposal at its meeting of December 7 , 1976 . There was no one present to speak either n favor or in opposition to the request. ENVIRONMEt7TAL STATUS: The proposed change of zone was a part of General Plan Amendment No. 76-2 , which was granted Negative Declaration No. 76-78 by both the Planning Commission and City Council . SUMMARY ANALYSIS: The subject property is adjacent to Aldrich Street (a local street) , pro- viding only fair to poor vehicle access. Since the property is not zrn- mediately off an arterial street or a heavil_,, traveled local. street, the question of marketability of the property for commercial development is raised. s Page Two 2C 76-261tJ" If commercial development did occur on the site , such development would abut newly constructed high density dwelling units to the south. While this would not necessarily create incompatible land uses (setback re- quirements , landscaping or wall separation could be used) , it would be more desirable to separate the retail cc=rerci.al From residential development by a street . The General Flan recently designated a land use change from retail commercial to high density residential which would provide a maximum of 35 units per acre. Such a land use designation woulJ be compatible with existing residential units south of -the subject property. Also, Aldrich Avenue and Parkside Lane would provide a logical separation of the existing retail commercial land uses from residential property. Therefore, the requested change of zone would be consistent with the General Plan and provide for the most compatible land uses. ADDITIONAL INFORMATION: The Planning Commisslon held a public hearing on the matte.: at its meeting of December 7, 1976 . There was no one present to speak on the zone case either in favor or in opposition to the request.
