Date : February 15, 1972 Zone Caaa No. 71-46 is a request to rezone a 5 acre, parcel of lend located on the east side of Edwards Street, 900 Pt. north of. Garfield Avenue from RA-0 Residential Agricultural District combin3d With oil production ion to M2 Heavy Industrial District. The applicant proposes to rezone this property for the purpose of establishing a truck terminal , truck and heavy equipment repair shop and the storage of freight. The Planning Commission heard this application on December 21 , 1971 and continued action to the February 15, 1972 meeting to allow time for the staff to conduct n study of land--use alternatives for property in the vicinity of Edwards Street and Garfield Avenue . The staff presented a study outline of the Centr,.l Industrial Study-Lower Portion to the Planning Commission for review at the January 259 1972 Study Session. This outline listed five essumptiono the staff felt should be agreed to prior to prepare- Lion of the study , This has been done; houavor , the et©ff h©s been advised that the Commission -)ill be reconsidering those assumptions in tho near future . de.:auan of this , the staff has only begun preliminvey work and Will not go t into the dotailo of the study until the Commission agreon to cort©ir, basic assumptions to be used as a frnmeuork for thin otudy . Although there is a 10 day appeal period, we suggest that the matter be set for the earliest possible City Council meeting, because the purpose of Any appeal is to have a hearing before the City Council and this is already being accomplished. We further suggest that you not accept Any appeal , as it will serve no purpose. if approval has been recommended other than as requested, the City Council I will he required to hold' a public hearing on this matter. However, there is a possibility that the Planning Commission's decision will be appealed; therefore, we suggest that publication be held off until the 10 day appeal period has expired. If denial has been recommended, the City Council may summarily deny the request. However, we suggest that the matter not be scheduled on the City Council agenda until the 10 day appeal period has expired.
