Zone Case Nos. 7.1-47 through 71-53 and Master Plan Amendment No. 71-5 have
been initiated by the Planning CoteraissLon to implement proposed changes to
the Master Plan for Study Area "8". Study Area "H" has been divided into
three phases. Phase I is that area wrth of Warner Avenue, Phase 11 is the
area between Harmer Avenue and Ellis Ayeave and Phase III is the area south
of Sills Avenue, piaster Plan Amendment No. 71-5 covers Phase I. Phasea II
Sad III will he considered in early 1972.
ZONE CASE 00. 71-47 proposes to rezone a 2.1 acre parcel of land located on
;he ,crest aide of Coldenwest Street approximately 150 f t.
north of McFadden Avenue from R5 Office Professiourl District to R3 Limited
multiple Fg=Uy Residence District.
This parcel is presently developed with apartments, therefore this change
will have the zoning conforms to the lased use.
ZONE CASE NO, 71-48 has been divided into two separate areas. Area "A"
proposee to rezone a 14.9 acre parcel of land located
on the southeast corner of McFadden Avenue and the Southern Pacific Rail-
road right-of-wiy from H1 Light Industrial District to RA Residential
Agricultural District. Area "B" is a proposal to rezone the 12.2 acre parcel
of land abutting the east side of Area "A" from Rl Single Fancily Residence
District to RA Residential Agricultural District.
This area is to be master planned for commercial uee; howevert It was felt tint
the proposed use should be reviewed before the property is zoned co=ercial
because of its exposure to the San Diego Freeway and its relationship to the
Huntington Canter.
ZONE CASE HU. 71-49 propones to rezone c 16.8 parcel of lend located on the
southeast corner of Edinger Avenue and Coldenwest Street
from RA Residential. Agricultural District to C4 Highway Cor ercial District with
0 50 (;. setbmck from the ultimate right-of-way line.

adopk a resolution setting forth the manner in which they felt this property
should 'bt developed and any application for a use permit under the C4 zone that
did. not comply with this resolution could be denied. The property owner concurred
with this approach.
ZONE CASE !:0. 71-50 is a proposal to rezone 4.6 acres of land located at the
southeast corner of Edinger Avenue and Goldenwest Street from
M1 Light Industrial District to C4 Highway Commercial District With a 50 ft.
setback from the ultimate right-of-way line.
It was felt that existing uses and zone changes in this area changed the complexion
of this property such that a commercial zone is more appropriate.
ZONE CASE N0. 71-51 is divided into three separate areas. Area "A" consists of
0.8 acres of land located approximately 250 ft. north of
Warner Avenue along the east side of Goldertwest Street from R5 Office Professional
District to RA Residential Agricultural Distr, ic%:.
Area "9" is a proposal to rezone 12.7 acres of land located approrima tely 100 ft.
east of Coldenwect Street 150 ft. north of Warner Avenue from R3 Limited Multiple
Fanily Residence District to RA Residential Agricultural District.
Area "C" is a proposal to rezone approximately 3. 5 acres of land located on tite
north side of Warner Avenue 200 ft. east of Goldenwest Street from 115 office
Professional District to RA Residential Agricultural District.
The proposed Master Plan changes for this area will result in major land u:.e
changes and it was the consensus thrtt because of the t►niltiple ownership of this
area and of the difficulty in establishing precise boundaries between uses, n
development plait should be reviewed before the: property is rezonad.
It is also noted that this Area is dcaigna..ed tts a non-structural blight area
on the Master Plan.

Upon recommendation of the Planning Commission and
' direction of the City Council, we transmit ordinance
to effect change of zoning on real property located
east of the Southern Pacific Railroad right of way
and bordered on the south by the Southern California
Edi-son right of way , the city limits on the east ,
and the San Diego Freeway to the northeast , from
R1, "Single-family Residential District" to RA,
Residential Agricultural District . "
