Zoue Case Nos., 71-47 through 71-53 and Master Plnn Amendment No. 71-5 have
'been' tnitiated'by the Planning Commi,ision to implement proposed changes to
the 'master Plan for Study Area "B". Study Area "a" has been divided into
thtee phases. Phase I is that area north of Warner Avenue, Phrase II is the
area between Warner Avenue and Ellis Avenue and Phase III is the area south
of Ellis Avenue. Master Plan Amendment No. 71-5 covers Phase x. Phases II
and III will be considered in early 1972.
ZONE CASE No. 71-47 proposes to rezone a 2.1 acre parcel of laud located on
the west ;aide of Goldenkest Street approximately 150 ft.
north of McFadden Avenue from R5 Office Professional District to R3 LimiteJ
Multip. a ;—,mily Residence District.
This par el pr =sently developed with apartments, therefore this change"
w111 hove t' zoi.ing conform to the land use.
ZONE CASE NO, 71-48 has been divided into twe se-arFate areas. Area "A"
proposes to rezone a 14.9 acre parcel of land located
on the southeast corner of McFadden Avenue and the Soithern Pacific Hall-
road aright-of-way from Ml Light Industrial District to RA Residential
Agricultural District. Area "B" it a proposal to rezone the 12. 2 acre parcel
of load abutting the cost side of Arer. "A" from R1 Single Family Residence
District to RA Residential Agricultural District.
This urea is to be master planned for connsercial uaej however, it wal felt that
the proposed use shouid bo reviewed before the property is zoned conraerciai
because of its exposure to the San Diego Freeway and itr. relationship to the
Huntington Center.

adopt a resolution getting forth the manner in which they felt this property
atiould be dive o ed and an application for a use permit under the C4 zone that:

ZONE CASE NO. 71-50 is a proposal to rezone 4.6 acres of land located at th,
j ; southeast corner of Edinger Avenue and Coldenwest Street from
M1 Light Industrial District to C4 Highway Commercial District with a 50 ft.
setback from the ultimate right-of-way line.
It was felt that existing uses and zone changes in this area changed the complexion
of this property such that a commercial zone is more appropriate.
ZONE CASE NO. 71-51 is divided into three separate areas. Area "A" consists of
0.8 acres of land located approximately 250 ft. north of
Warner Avenue along the east side of Coldenwest Strel.t from R5 Office Professional
District to RA Residential Agricultural District.
Area "B" is a to rezone 12.7 acres of land located ap roximatzl 100 ft.

Family Resid,,nce District to RA Residential Agricultural District.
Area "C" is a proposal to rezone approximately 3. 5 acres of land located on the
north side of Warner Avenue 200 ft. east of Coldenwest Street from R5 Office
Professional District to RA Residential Agricultural District.
The propostd Master Plan changes for this area will result in major land use
changes and it-wraR the consensus that because of the multiple ownership of this
area and of the difficulty in establishing precise boundaries between user , a
developwent plan should be reviewed before the property it rezoned.
It is also noted that this arfir is designated as a non-st:uc:tural blight area
on the Master Plan.
ZONE CASE 140. 71-52 is a propusnl to rezone a h acre parcel of land located on
the west side of Magnolia Street approximately 400 ft. north
of Warner Avenue from Al Agricultural District to Rl Single Family lter.iclence
District.
This area is designated for low density Residential developtnrnt on the prnt►osea

Zone Case Nos. 71-47 through 71-53 and piaster Plan Amendment No.. :71-5 -have
been initiated by the. Planning Commission to implement proposed changes to
the. Master Plan•for Study Area "B". Study Area "B" has been divided into
three phases. Phase I is that area uorth of Warner Avenue, Phase 11 is the
Area between Warner Avenue and Ell_i.s Avenue and Phase III is the area south
of Ellis Avenue. Master Plan Amendment No. 71-5 covers Phase 1. Phases I1
r.t s. v III will be considered in early 1972.
ZONE CASE NO. 71-47 proposes to rezone a 2.1 acre parcel of land located on
the west side of Goldenwest Street approximately 150 ft.
. north of McFadden Avenue from R5 Office Professional District to lt3 Limited
Hultiple' Family Residence District.
This parcel is presently developed with apartments, therefore this change
will have the zoning conform to the land use.
ZONE CASE NO. .71-48 has been divided into two separate areas. Ares+ "A"
proposes to rezone a 1409 acre parcel of land Located
on the southeast corner of McFadden Avenue and the Southeru Pacific Hail-
road .right-of-way, from M1 Light Industrial District. to RA Residential
Agricultural District:. Area "S" is a proposal to rezone the 12.2 acre parcel
of land abutting` the . east side of Area "A" from R1 Single Family Residence
District to` RA `Residential Agricultural District.
This area is 'to be master pia ned for commercial use; however, it was felt that
' the proposed use should be reviewed before the property is zoned commercial
because of its, exposure to the San Diego Freeway and its relationship to the
Huntington Center,
ZONE CASE N0. 71-49 proposes to rezone a 15.8 parcel of land located on the
southeast corner of Edinger Avenue and Coldenwest Street
from RA Residential Agricultural District to C4 Highway Commercitl District with
a 50 ft. setback from the ultimate right-of-way line.
You will recall that this prope- -f was the subject of discussion at several study
sessions when the developer asked that the property be rezoned for commercial
purposes so they could present a complete package to potential developers. The
Coimmission's concern was that if the entire parcel were rezoned the praperty .could
be -developed as separate parcels resulting in a possible "Hodge-Podge". development.

It. was the concluded that to overcome this Concern the Planning Commission .would ,
adopt aresolution setting forth the manner in which they felt, this property
should be developed and any application for. .a use permit under the C4 . zone that
did not comply with this resolution could be denied. The property onder concurred
with this approach.

M CASE NO. 7.1.-50 is a. proposal to rezone-A.6 acres of land located at the
southeast corner of Edisiger Avenue and Goldenwest Street from
Ml, Light Industrial District to C4 Highway Co►unercial District with a 50 ft.
setback from the ultimate right-of-way line.
It was felt that existing uses and zoua changes in this area changed the complexion
of this property such that a coamerci&l zone is .mere appropriate.
ZONE CASE No. 71-51 is divided into three separate areas. Area "A" consists of
0.8 acres of land located approxi►wwtely 250 ft. north of
Warner - Avenue along the east side of Coldenvest Street from R5 Office professional
District to RA Residential Agricultural District.
Area "B" is a proposal to rezone 12.7 acres of land located approximately 100 ft.
east of. Goldenwest Street 150 ft. north of Warner Avenue from R3 Limited Multiple
Family Residence District to RA Residential Agricultural District.
Area "C" is a proposal to rezone approximately 3.5 acres of land located on ti;a
north side of Warner Avenue 260 ft. east of Goldenvest Street from R5 Office
Professional District to RA Reeldent:ial Agricultural District.
The proposed Master Plan changes for this area will result in major land use
changes and it'was the consensus that because of the multiple ownership of this
area. and of the difficulty in establishing precise boundaries betwcen uses, a
development plan should be revieved before the property is rezoned.
It is also noted that this area is designated as as non-structural blight aren
on the Master Man.
ZONE CASE 140. 71-52 is a proposal to rezone! a 9 acre parcel of land located on
the west side of Magnolia Street approximately 400 ft. north
of Warner Avenue from Al Agricultural 'District to R1 Single Family Residence
District.
This area is designated for low dcasity residential development on the proposed
Master Plan.
ZONE CASE NO, 71-53 is as proposal t:o .rezone a 1.6 acre parcel of land located on
the north side of Varner Avenue approximately 400 ft. wres`L
of, Magnolia Street from At Agricult irAl Dl,atrict to C2 Community Business ' 17ir;trict
