ZC '76-01 Page Two SUMMARY OF STAFF REPORT: The subject zone change request was filed subsequent ,to the adoption of the General Plan Amendment No. 76-01 "A and B" by the City Council on March 22 , 1976 . This document presented a number of discussions on certain areas within the City that were being considered for land use designation changes . That area encompassed by Zone Change No. 70-01 was recommended to be changed to reflect low density and medium density residential uses and commercial usaje in order to provide more compatibility with surrounding land uses . The areas and spe^if�c zoning request for Zone Change No. 76-01 is thus in conformance with the General Plan . ENVIRONMENTAL STATUS : The requested zone change was assessed for. environmental effects as part of the General Plan Amendment. The Planning Commission approved this document at its meeting of March 2 , 1976. 2 . 0 GENERAL INFORMATION: The above referenced zone changes are requests by the applicants to implement the General Plan Land Use Designations through the appropriate district zoning. The changes in the land use designations weire recently approved by the Planning Commission. Specifically, the requests are as follows: 1 . Zone Change No. 76-01: A change from C4 and Rl to R2--PD on that property generally located on the northwest corner of Pacific Coast Highway and Admiralty Drive , extending northerly to the main channel . The; request involves approximately 20 acres. 2. Zone Change No. 76-04 : A change from R5 (office professional) 9 6 R2 Med um Density' Residential) on that property located at the northeast corner of Florida Street and Clay. The site con- sists of approximately 3 . 4 acres. 3. Specific discuossions on each of ' the areas of concern reflected the deuirabil.ity of a land use ' designation change. That area encompassed by Zone Change No. 76-01 was recommended to be changed from "Destination Resort" to Low Density, Medium Density, and Commerical usage in order to provide more specific land use designations which will provide guidelines for development and thus assure compatibility with surrounding Land uses. The areas and specific zoning requests for Zone Change No. 76--01 are thus in conformance with the General. Plan. Area of concern 2. 3 in the Pceneral Plan Amendment (Zone Change No. 76--04) indicated that the subject property is not suited for commercial development because of its orientation to the commercial frontage on Beach Boulevard and the additional fact that the vacant commercial acreage to the north is deemed sufficient for the service demand of the immediate area. When this analysis is combined the exi.stinq multi--family residential character of the area , a medium density residential designation and appropriate zoning are the most logical land uses. Zone Change No. 76-06 is the result of area of concern 2 . 2 . 2 being hpproved as a part of Land Use Amendment 76-1"13" . This process demon- strated that convnercial development wan excessive in the subject quarter section and that should additional future commercial demand be genersatc•d, that alternative siteB within close proximity are available .
