Wo SUMMARY OF STAFF REPORT: Zone Change No. 76-02 is the result of a land exchange between the Present property owners in order to more logically align the exinting property lines. This property transfer would result in two small -parcels with inconsistent zoning designations . Therefore, the applicants have requested that the zoning parallel the new property line alignments. The requested minor zoning district adjustment will result in a more logical any% desirable boundary alignment. When it is com- bined with a property line adjustment it will provide for more natural design flexibility and possibly eliminate unusable portions of the property. Specifically, the realignment will involve a transfer of 3 ,700 square feet of RA-0 zoning to R3 zoning and a transfer of 1 , 917 square feet of R3 to KA--0 . Because the requested zone change will only result in a small multi--residential acreage iaicrease and because it will be both compatible with exir-ting surrounding uses and consistent with the General elan, the staff feel ,i that the change should be .implemented. ENVIRONMENTAL STATUS : Notice of Exemption No. 76-•10 was granted on March 19 , 1976 as the result of the zone change request beinq considered during the pa:oce-sing of Environmental Impact. The General Plan `d .signate,s the northerly parcel as medium high density and the southerly parcel (sanitation district site) is designated as Planning Reserve . This designation was primarily the result of pending acquisitir)n anticipated to be completed by the Orange County Sanitation district at the time of the General Plan Amendment process. Since the acquisition has been completed a public utility designation will logically be forthcoming . X . 76_02 . . . ....:., Page Two SUMMARY OF STAFF REPORT: Zone Chan a No. 76-02 is the result of a land eichan a between the present property owners . in order to more Logically align the existibg property . lines. This property; ,transfer would result in two small parcels with inconsistent zoning designations . Therefore, the. applicants have requested . that the zoning parallel the new property j : line alignments . The requested minor zoning district adjuntment will result in a more logical and desirable boundary alignment. When it is cam- bined with a property line adjustment it will provide for more natural design flexibility and possibly eliminate unusable, portions of the property. Specifically, the realignment will involve a transfer of 3, 700 square feet of RA-0 zoning to R3 zoning and .a transfer of 1, 917 square feet of R3 to 1UN--0 . Because the requested zone change will only result in a small multi-residential acreage increase and because it will be both compatible with existing surrounding uses and consistent with the General Plan, the staff feels that the change should be implemented. ENVIRONMENTAL STATUS : Notice of Exemption No. 76-10 was grante:d. on March 18 , 1976 as the result of the zone change request being considered during , the processing of Environmental Impact Report No. 79--8 .
