It was noted that ":he "0" suffix does not provide for an automatic entitlement to reactivate the well, but that a reactivation permit would have to he approved by the Board of Zoning Adaustments. This procedure is intended to insure the necessary compatibility analysis and to implement any conditl.ons that may be necessary to ii ;ure safety and aesthetic quality of the oil operation. When this procedure is combined with the fact that the zone change will merely allow the use of an existing well in an area that presently has a significant intensity of oil production , the staff felt the request had merit. ADDITIONAL INFORMATION : The necessary 300 foot notification procedure was completed prior to the public hearing on the matter by the Planning Commission. There was no one who spoke in opposition to the request . ENVIRONMENTAL STA►:'US : The Environmental Review Board , at its ineeting of March 30 , 1976 , granted Negative Declaration No. 76- 17 halving found that the pro- posed project will not have a significarnt adverse effect upon the environment. Page .Two 4 : ANALYSIS : .The applicant has indicated a desire to reactivate an existing . ,. a 3.dl w l which also s aexisting e e1 h h 1 h ntank storage complex on the site. Reactivation can only take pace on "A" designated properties and thus the zone change request has been filed. It is the purpose of combining oil districts to make possible the simultaneous utilization of land over producing oil sites for compatible development of commercial , residential and industrial surface uses . Therefore, an analysis of this, simul-- taneous land use concept for possible incompatibilities would be necessary. As stated earlier, an older single family home exists on the site, as well as to the north and south. This is the predominant type of residential development in the area and when this is combined with the number of existing producing oil wells in the immediate area , the request is not inconsistent with land use character of the area . It should be noted that the "0" suffix is not an auto-- ),.3tic entitlement to reactivate the well but that a reactivation permit would have to be filed and approved by the Board of zoning Adjustments .
