SUMMARY OF STAFF REPORT:
The requested zone change was filed subsequent. to adoption of the
t,. most recent General Plan Amendment. This amendment process indi-
cated that the subject property was not suited for commercial de-
_ ..velopment because of its orientation to the commercial frontage on
Beach Boulevard and because the vacant commercial acreage to the
north is deemed sufficient for the service of the immediate area.
When this analysis is combined with the existing multi-family resi-
dential character of the area, a medium density zoning is t%e most
appropriate for the subject site.
ENVIRONMENTAL STATUS :
Therequested zone change was assessed for environmental effects as
part of the General Plan Amendment. 'the City Council approved this
document at its meeting of March 22 , 1976 .

1 A ENVIRONMENTAL STATUS:
The above referenced zoned chances were assessed for environmental
effects as apart of the third amendment: to the Phase I Land Use
Element of the General Plan. The Planning commission approved this
document at its meeting of March 2 , 1976.
2. 0 GENERAI iNFOFAATION:
The above referenced Zone changes are requests by the applicants to
implement the General Plan Land Use Designations through the appropriate
district zoning. The changes in the land use designations were
recently approved by the Planning Commission. Specifically, the
requests are as follows:
1. zone Change No. 76-01 : A change from C4 and R1 to R2-PD on that
property generally located on the northwest corner of Pacific
Coaat Highway a:rd Admiralty Drive, extending northerly to the
main channel. The request involves approximately 20 acres.
2. Zone Change No. 76-•04 : A change from RS (office professional)
to R2 Medium Deity Residential) on that property located at
the northeast corner of Florida Street and Clay. The site con-
sists of approximately 3 . 4 acres .
3 . Zone Change No. 76-06 : A change from C--4 to R-2 on property
located on the wrists aide of Heach Blvd . between Garfield Lvenue
and ConsLantine Drive and consisting of approximately 12 . 5 acres .

4 0 ANALYSIS:
The referenced zone change requests were filed subsequent to the
adoption; of the General Flan Amendment No. 76-1"A" and "e" by the
City ,Council on March 22 , 1976. Specific di.scusssions on each of
the areas of concern reflected the desirability of a land use
designation change. That area encompassed by zone Change No. 76-01
was recommended to be changed from "DestinatiGn Resort" to Low
Density, Medium Density, and Commerical usage in order to provide
more specific land t!se designations which will provide guidelines
for development and thus assure compatibility with surrounding
land uses. The areas and specific zoning requests for Zone Change
No. 76-01 are thus in conformance with the General Plan.
Area of concern 2. 3 in the General Plan Amendment (Zone Change
No,. 76-04) indicated that the subject property is not suited for
commercial development because of its orientation to the commercial
frontage on Beach Boulevard and the additional fact that the vacant
commercial acreage to the north is deemed sufficient for the service
demand of the im-ediate area. When this analysis is combined the
existing multi-family residential character of the area , a medium
density residential designation and Appropriate zoning are the most
logical land uses .
Zone Change i1o. 76-06 is the result of area of c,7ncern 2 . : . 2 being
approved as ra part of Land Use Amendment 76-1"B" r This process demon-
strated that commercial development was excessive in the subject
quarter nection and that should additional future commercial demand
be generated , that alternative szitea within close proximity are
available . The requested Rl zoning of Zone: Change No. 76-06 its
t:herefora in conformance with the General Plnn.
