The request was filed by the property owner as the result of the adoption of General Plan Amendment No. 76-1 "B" which designated the subject property as "Medium Density Residential. " The Council during its initial review on April 19 , 1976 expressed some concern on rezoning this entire 9 acre parcel from C4 (Iiighway Commercial) to R2 Medium Density Residential) . The Planning Commission was therefore directed to reevaluate the proposal and to consider retaining the site for commercial use. The Commission, at its study session of April 27 , 1976 analyzed the parcel. and considered the following alternatives: 1. Ne3t to change the zone and allow the property to remain commercial , which would require action to amend the General Plan. 2 . No change -- Pursue their original recommendation. 3. Revise the recommendation to P2-PD. 4. The developer agreed to prepare a comprehensive and integrated development plan on the property. 2. It will serve as a buffer between Beach Boulevard , a heavily travelled arterial highway, and the residential area to the east. The Planning Commission additionally recommended that should the City Council desire a Commercial designation on the site, that direction should be given to the developer to insure continuity and integration of the development with that of the surrounding areas. Specific diseusssions on each of e the desirability land uses concern reflected ecte ei bi of a - the areas of e n 1 d h ra lit Y designation -change. That area encompassed by Zone Change No. 76--01 was recommended to be changed from "Destination Resort" to Low Density, Medium Density, and Commerical usage in order to provide more specific land use designations which will provide guidelines for development and thus assure compatibility with surrounding land uses. The areas and specific zoning requests For zone Change No. 76-01 are thus in conformance with the General Plan. Area of concern 2 . 3 in the General Plan Amendment (Zone Change No. 76-04) indicated that the subject property is not suited for commercial development because of its orientation to the comercial frontage on Beach Boulevard and the additional fact that the vacant commercial acreage to the north is deemed sufficient for the service demand of the immediate area . When this analysis is combined the existing multi--family residential character of the area, a medium density residential designation and appropriate zoning are the most logical land uses.
