ON MOTION BY BOYLE AND SECOND BY K'ER114S ZONE CASE NO. 76-16 WAS
APPROVED WITH TIIE FOLLOWING FINDINGS BY THE FOLLOWING VOTE:
1. The requested change of zone implements the recently adopted
land use designation, and therefore is in conformance with
the General Plan. 1�

is deserving of special design considerations. These considerations
I ` could be safeguarded through the flexibility of design available
through the development standards of the planned residential develop-
ment ordinance.
The staff would like to emphasize that the subject site is of
important significance from a development aspect. This significance
results primarily from its close proximity to the Civic Center,
its impact on the intensity of land uses surrounding the civic
center, and its development constraints in terms of natural
topography and the historic site. Therefore, the staff feels
that the subject parcel merits special development considerations
and reviews and therefore recoimnends the "Planned Development"
suffix be placed on the base district of 112 .

All adjacent property owners within a 300 foot radius of the subject
site were notified of the proposed change of zone .
Mr. Gordan Offstcin addressed the Planning Commission aura.nci the
public hearing on the matter and stated his opposition to the

4 . 0 ANALYSIS.
The subject property is a part of the Planning Area wcferred to
" Government Center/Old Town. The land use designations for this
area were analyzed and discussed in detail as a part of the
r amendment to the Phase I Land Use Element adopted by the City
Council in March of 1975 . This process designated the subjec .
