SUMMARY OF ANALYSIS: ,,•F 6%ibject property was a part of tha+: planning area referred to as the - 'Old Town Planning Area, which was analyzed for the appropriate land use 'designation in March, 1975. The medium density residential designation was placed on subject property at that time primarily u c ' a property i t immediate because of the ovF•rab ndance of .onunerci 1 e t: n he P � Y service area. The staff recommendation on this zone change request was amended at the July 27 , 1976 Planning Commission meeting prior to the public hearing. The staff felt that the property merits special development considerations and review because of the size, shape., location, and existing adjacent uses , and therefore recommended that L� "Planned Development" suffix be placed on subject property along with the base district of R2 . _ ADDITIONAL INFORMATION: All property owners within a 300 foot radius of subject parcel of land were notified of the proposed change of lone. Mr. H. G. Williams addre ns;ed the Commissi-)n and stated that the property should be developed with f.ourplexes and ':rtplexes and that fie laid not wish to develop the properly as a Planned Residential Development . The land use was re-ommended for 1 = residential versus commercial primarily because of the overabundance of commercial property in the immediate service area. The requested .'- change of zone is therefore consistent with and actually implements . .the previously approved General elan designation. 5 . 0 RECOMMENDATION : The staff recommends approval of Zone: Case No. 76-18 , a change from ' C4 to R2 , based on the following findings : 1. The requested change of zone implements the previously adopted land use designation , and therefore is in conformance with the General Plan . 2 .
