Therefore, the staff recommended approval of the extension of the Office-Professional zoning. 'Subsequent to this Office-Professional rezone, however, there have been a number of chariges that directly affect the status of the R-5 designation. Specifically, the two R-1 parcels to the east have been made available to provide for a meaningful integrated Low Density Residential development. Thus, this property consolidation would serve to minimize the access and parcel size concerns that were expressed during the processing- of the R-5 rezone. Additionally, the developer has proposed a planned develop-- mrnt concept that would afford design flexibility in addressing access, noise attenuation setbacks and site layout compatibility with the surrounding Office-Professional uses to the east and Medium Density Residential land uses to the south. The staff therefore recommended approval of the proposed change of zone which is consistent with the adopted land use designation of the General Plan . ADDITIONAL ItIFORMATION: The Planning Commission held a public hearing on the matter at its Oct.ober 5, 1976 meeting. There was no one present who addressed the Commission either in favor or opposition to the Froposal . The staff analysis of that request concluded that the R-5 . zoning would be desirable because of the modified street access which eliminated the anticipated interior street. This resulted in a majority of the site with access to the high volume arterial Warner Avenue. When these access problems were combined with the amount of street dedication required on both Leslie Street and Warner Avenue, the site became undesirable as a typical R--1 development. Thereforer the staff recommended approval of the extension of the Office- Professional zon4ng.
