ADDITIONAL INFOR1ATION:
The . Planning Commission held a public hearing on the proposed change of
zone at its meeting of November 16, 1976. A Mr. Chamberlain, the
applicant, addressed the Commission and spoke in favor of his request.
Mr. Jameson, a resident in the area, addressed the Commission and ex--
pressed concerns about the traffic that would be generated from the
commercial use.
ENVIRONMENTAL STATUS: �

The Phase I Land Use Element which was adopted in March , 1975 by the
City Council designated the subject property as Commercial--Retail .
As a part of this process, an environmental impact report was pre--
pared and approved by both the Planning Commission and the City
Council. Therefore, an additional environmental asscssm•ynt is not nec-
essary for the implementation of the land use designatio: ,

A 0 Summary:
The- subject property was a part of that Planning Area referred . to as
the old Town Planning Area , which was analyzed for the appropriate land
� .; use designation in March of 1975 . Both the Planning Commission and the
City Council approved this document, which designated the site as
. co`mmercial/retail. The General Plan designated the site as commercial,
primarily as a result of planning efforts to consolidate Beach Boulevard
commercial frontage into areas that would dictate viability and concen-
tration of retail services . The requested change of zone is therefore
consistent with and actually implements the previously approved General
Plan designation.
The subject property is anticipated to h-e incorporated into an integrated
commercial development that will encompass these properties on the west
side of Beach Boulevard for approximately 155 feet, between Clay Avenue
and Caren Avenue . Since thc- properties to the north, east , and south are
presently zoned for, commercial use, the request wi...l be compatible with
surrounding uses , both existing and potential.
5. 0 Recommendation:
The staff recommends approval of Zone Change too. 76-24 , a change from
R3 to C2 , based on the following findings :
