State Planning Law mandates that zoning shall be consistent with the City ' s General Plan . 2 . The subject properties are no longer suited for development under their present zonings . 3 . The proposed changes of zoning will provide for more compatible land uses for each of the surrounding areas . Planing Commission Recommendations : The Planning Commission recommends approval of Zone Case No. 76-26"11" , a change from C4 to "R2-PI)" . Summary Analysis : The subject property of Zone Case No. 76-26 "H" was recently redesignated from Commercial to Medium Density Residential on the Land Use Element of the General Plan. This was accomplished as a part of General., Plan Amendment No. 76-2 which vas approved by the City Council on November 15 , 1976 . The basis of the change in land use designation was the premise that � adequate commercial acreage already existed in the general area which would adequately service the needs of the population. 0 The Staff recomr:anded that the "PD Suffix" (Planned Residential Suffix) be added to the base zoning of R2 because it would encourage development that is more in keeping with the Santa Ana River/Santiago Creek Greenbelt Plan by providing more open space adjacent to the river and also because it is- more compatible with the surrounding uses . Additional Information : The Planning Commission held a public hearing on the matter at the December 7 , 1976 meeting. Mr . Jerome name representing the property owners addressed the Commission and expressed his concern over the "PD Suffix . " The Commission was unable to reach a consensus on the Staff recommendation and therefore directed the Staff to readvertise for R2 or R2--PLC zoning . Subsequent to this Commission meeting , the property owners and Planning Staff met on numerous occasions to discuss the potential of residential development under both types of zoning. The property owners have reached a conclusion that the property will support a viable planned residential � development and therefore were in agreement with the Staff ' s original recommendation. A letter from Mr. Jerome M . Bame , Counsel for the owners, is attached indicating this position. Environmental Status : Negative Declaration No. 76-78 was approved by the Council on November 15, 1976 as a part of the General Plan Amendment process . Plan Amendment 746-21 Miscellaneous Items , by the Pl.anninq Department with a finding that the project will riot have a substantial alverse effect upon the physical environment. 2 . 0 GENERAL INFOP .LkTION On November 15, 1976 , the City Council adopted General Plan Amend- ment 76-2 , Miscellaneous Items , which constituted the fourth amendment to the Phase 1 Land Use Element that was adopted December , 1973. This amendment implemented changes in the land use designations for numerous sections of the City . Many of these areas contain present zoning s classifications that are inconsistent with the newly adopted Land Use . ZONE CHANGE 76-26 A - J Page 4 9 . 0 ZONE CHANGE 76- 26 "G" Area "G" is bounded on the northwest by Seventeenth Street-. , on the south by Utica Avenue , and on the cast by L��ke StA. t . This 12 . 73 acre site is located south of the civ..c canter . R2 zoning on the subject property would provide for the hi.cjhest degree of compatibility with the recently adopted General. Plan land use designation . However , the stafi in analyzing this proposed zoning designation has concluded that the present land use characteri:,tic:s of the surrounding areas dedicate_ that the property is more suited to remain as presently zoned. 'Phis R1--O-CD zoning is consi Lent with the anticipated zoning/General Plan consistency matrix , in that density categories allow for overlapping zoning potentials when other factors such as land use characteristics arc? the determining factor . The staff therefore feels that the existing Toning is the ninst suitable and would provide for the highest degree of compatibility at the present time . The staff recommends that Zone. Change 76-26 "G" be withdrawn . 10 . 0 ZONE CHANGE 76- 26 "11" Area "H" is located on tho northeast corder of Hami1 'Zon Avenue and Brookhurst Street. This 9 . 90 acre site abuts the Santa Ana River on the east and the Southern C'illifornin Edison Substation on tile north. The site is presently vacant of development . Rl , medium density r. es.idential zoning and development , would allot., 148 units on this site. Adecluatc.� schools , recreational facilities and commercial establishments exist within one mile or less of the subject property. The staff is recommending -_hat a PD , planned development suffix , be added to the proposed R2 zoning . A planned development on this site would help eliminate many r,f the access problems that exist . A planned development would also encourage .a development that is more in keeping with the plan set forth by the Santa ulna River/Santiago Creek Greenbelt Implementation Plan which encourages low density dev iupments along the Santa Ana River. A {Manned development would also be more .in keeping with the Implementation Plan of pr'ovidin; open space and .recreation facilities along the Santa Ana River . R2-11D zoning is compatible with surrounding zoning and land uses . 11 . 0 ZONE CHANGE 76-26 111" Area " I" is located, at the southeast corner of Warner Avenue and "133" Street. This 2 . 76 acre site is presently used for truck sto•-agc-. The subject property is zoned C4 , highway commercial , and is surrounded to the south and east by medium : ensity apartment. . The property to the west is Presently zoned Ca . However , R2 is being considered for medium density residential . To the north, across Warner Avenue, is the Rancho View Elementary School . r I • ZONE CIIA-4GE 7 b- 2 6 A - J Page S R2 , medium density residential 7oninq and development , would provide for a maximum of 41 units . R2 di-,velopment on the subject: property would be compatible with existing residential land use to the south and east and proposed land use to the west. The change of zoning from commercial to medium density residential is appropriate in light of the Large amount of existing commercially designated land use within the general area . 12. 0 ZONE CHANIGE 76-26 "J" Area "J" is located can the south side of Aldrich Avenue and east of Parkside Lane . This 2 . 61 acre area consists of vacant parcels .and older single- family units . The properties to the north , west, and east are zoned for retail commercial . The- area to the south is shown as medium high density. Aldrich Street , a local street, provides only fair to poor vehicular access for commercial uses and the property ' s location provides for extremely poor commercial visual orientation . Medium hig? density residential., R3 . would be compatible with existing residential units south of the subject property. 13 . 0 CONCLUSION i Each of these proposed -:one changes have been discussed i;i General Plan Amendment 76-2 . The changes considered in this ?Amendment 76-2 derive from two sources , requests from property owners and those generated by the Planning Department . 14 . 0 RECOMMENDATION AND PI14DI14GS The staff recommends that Zone Change No. 76- 26 A, B, C , D , E, F, Fi , I , J be approved based on the following findings. 1. "taif Planning Law mandates that zoning shall be consistent with the C: ty' s General Plan . 2 . The subject properties are no longer suited for development under their present zonings . 3 . The proposed changes of zoning will provide for more compatible land uses for each of the surrounding areas .
