SUMI~:ARY ANALYSIS:
The subject property was rezoned from C4 to R2-PD by the . City in
July, 1976 as part of the implementation prccess for the "Old Town
General Plan Land Use Element Amendment. " The reasons for the "PD
Suffix" (Planned Residential Development+) were as follows :
1. It would provide the greatest flexibility in site planning on a lot:
that has pan unusual configuration .
2. It would maximize open space areas on the site which is a larger, un-
suhdi.vided parcel of land.
3 . It would provide more diversification of housing types within the
general area.
4. It would provide more control on access to the property which fronts
onto Adams Avenue, an arterial highway.
Subsequent to the finalization of the R2-PD zoning, the applicant/property
owner retained an architect ror the purpose of designing a planned develop-
ment on the property. Several meetings were held with the planning staff
for the purpose of discussing several site plan layouts . The majority of
the: plans were rejected by ;he staff primarily because o:- the lack of
aesthetics, the orientation of the units to the parking areas , pool: circu-
lation throughout .he site, insufficient fire access to the units , etc.
The staff suggested that the applicant pursue a single family }some concept
under- the "AR Suffix" (Alternative Residential ) . The resulting site plan
was not favorably received by the staff because of the on-street parking
deficiency that would result . Based on this alt:er,�iative- site plan analysis ,
and the resulting : 'llff input , the appl i.eant has filed the request_ to �
rezone the property from R2-PD to R2 .
The staff recommerided deletion of the ill) suffix and approval of the re-
quested 112 Zoning . This re::connendat;ion wa.s baud can an .7nalysla of all

-ENVIRONMENTAL STATUS
The subject site, was previously assessed for environmental effects
as"� a part of the previous ueneral Plan Amendment process. This
process .designated the subject site as medium density residential

mental assessment is necessary at this time .

4 . 0 ANALYSIS:
The subject property is a paxt of the planning area referred to as Old Town.
This area was analyzed for the appropriate land use designation as a part~
of the General Plan process in March of. 1975 . The specific property w-E .;
designated as medium density residential on the approved Land Use Element .
This land use was recommended for residential versus commercial primarily
because of the over3bund=7nce of commercial property in the immediate
service area.
The site was rezoned to R2--PD t.n July, 1976 by the Planning Cor,unission.
.,he Commission at that time felt that a planned developmenit would be the
rrost coml;atible development concept for the property because :

F RECOMMENDATION: .
The staff recommends approval of Zone Case No. 77-11 a change . fnom
R2-PD to R21 based on the following findings:
1. The reauested change of zone will implement a medium density "de'sig
nation on property and is therefore in conformance with the Land
Use Blement Designation.
'2. The R2 zoning will result in land uses enumerated in the General Plan . j
3. The R2 zoning will provide .for development alternatives that are best
suited for the property based on its size and configuration and.
orientation to adjacent uses.

RE ZONE CHANGE NO. 77-1 : Northeast Corner of Florida and Adams .
The City Council at its meeting of March 14 , 1977 approved. and gave first
reading to an ord.inance. which will effectuate a Change of Zone from R2-PD
f•.., . .to R2 - on the above referenced property . The Council also concurred on a
recoiicmendation from the Planning Commission that second . reading of. this
ordinance be withheld until the applicant had filed and the City had ap-
proved plans for. an Aategrated apartment complex on the site. The Com-
mission' s reasoning for this stipulation was to insure the most desirable
type of 'development and to also provide much needed diversity of housing
types in the general area.
The. .applicant has completed the plans for this type of development and they
have been approved b the Cit s Board . of Zoning Adjustments. Therefore ,e
