The commercial block as described previously has only been developed i. on the Adams Avenue frontage, an arterial highway. 2 . Development of the southerly half of the block would result in the ' existence of commercial uses with little or no commercial traffic exposure. This would mandate that these vacant commercial. properties be developed as expansion for the existing uses or as separate commercial uses fronting onto Portland which is a local street. This could present land use incompatibilities because of commercial and residentiaAl traffic using the same local street . 3 . Development of the southerly properties as new individual commercial uses raises the issue of whether such uses would be viable primarily because of poor location or orientation . 4 . Some of the existing commercial buildings are presently vacant~, and many of thii others are service related commercial uses . i 5. There are two neighborhood commercial centers under development tSeacliff and the Deach/Garfield (:enter") within a one mile radius of the site. Based on the abovs:-! enumerated information, the Staff felt that the request did have some merit . That is, the Staff felt that: lots 2 , 4 , and G of tha subject site could be more compatible: with surrounding uses are a residential zone. The subject property is also contained within an area recently approved by the Planning Commission as the Old Town Specific Plan. This specific plan was assessed for environmental effects and was gzanted Notice of Exemption No. 76-40. The proposal requests the rezoning of six (6) 501 x 125 ' parcels to the Old 'Town Specific Plan zoning . This requested zoning would permit the develol.metit oL three (3) residential units per lot. The General Plan Land ULe Element designates the subject property as commercial/residential land uses . That is , the General Plan does designate some commercial/retail use in the general area of the subject site, but a precise determination of the appropriate land uses Would be E accompli•sred through zoning procedures such as the one propose;! by Zone Change No. 77-2 . In essence , the- Staff feels that. the existing development pat::ern on the block would be the most desirable 7.3ning pattern and would result in the highest and best use of the properties . 5 0 Recommendation : The Staff recommends approval of Zone Change 77�-2 for lots 2 , 4 , and 6 only , based on the following findings : 1. The proposed change of zone is consist:ent with the commercial/ residential land use designation of the Gcncral Plan . 2 . The proposal as modified will result in the best and most viable use of the property and will provide the highest degret. of coin - patibi.l ity with the surrounding uses .
