SUMMARY ANALYSIS Z one' Change No. 77-9 was filed by the applicant in 'order to implement a previously approved General Plan redesignation from commercial to ; -residential on his property. The zone change area was expanded by the staff as the. residential classification of the General Plan encom- .passed. the entire area between "A" and "B" Streets . Subsequently, the Planning Commission directed the staff to further expand the zone change boundary to the alley westerly of "A" Street (see area map) . In regard to that portion of the zone change between "A" Street and the alley westerly of "A" Street, the Planning Commission recommended approval o.° residential zoning in the belief that the area will. not be developed ccramercially. The staff recommended retention of the .i i er st ng C-4 zoning for this portion of land because the age and condition of housing in this area , the li.;ely short term duration of the existing marginal commercial uses which .but the property, and the ability to relocate such uses by the nature of their operation afford the opportunity to create desirable commercial properties through lot consolidation . During the zone change proceedings, several homeowners south of the subject area objected to the traffic conditions in the vicinity and were originally opposed to the zone change. At the Planning Comrni.ssion ' s request , the staff initiated a traffic study of the area and met: with property owners to further assess their concerns . Several alternative approaches to solving traffic problertis in the area were discussed and are analyzed in the attached staff report . On Wednesday, August 17, 1977, the staff met with homeowners in the area and discussed the problems and possible solutions for traffic in the vicinity. 'Resulting from that meeting is an analysis by the Traffic Engineer. discussing the various methods of resolving traffic problems 'of - the area (see attachment) . 3 . 0 ANALYSIS : The primary concern of the homeowners who have discussed this issue with the staff and Planning Commission is not so much the issue of the zone change. itself as . it is one of resolving traffic problems that exist in the area now. Those concerns restated are : 1 . The difficulty encountered to turn left from Blaylock to southbound Beach Boulevard. 2 . The difficult in turning left from B Street to westbound traffic. Y. 9 � 3 . Because of these .di.fficulties , residents and others traverse through the local streets of the residential tra^t as an alternative route to enter arterial streets. 4 . The intrusion of non-residential Beach Boulevard traffic intending to go eastbound on Warner Avenue taking shortcuts along Blaylock to "B" Street . 3 . 1 The traffic report offers recommendations which can he achieved expeditiously and relatively inexpensively . This entails the: Installation of thy: right turn only, lane. on Beach Boulevard and Warner Avenue, the installation of a left turn lane on Warner Avenue at "B" Street: the installation of center line stripping and warning signs on Blaylock Avenue and adjacent streets, and the installation of signs to keep the intersecti:)n of Beach Boulevard and Blaylock Drive clear of stopped vehicles. In addition, three alternative methods of traffic control to furLher . diminiuh the problems are discussed in the report. Summarized , they are : Alternative 1 . Create a one way couplet southbound o,:ly on "A" and northbound Qnly on B" Streets .
