The Land Use Element of the General Plan designated the subject properties for medium density residential use. 2. On February G , 1979 , the Planning Commission adopted Resolution No. 1241 , a resolution of intent to expand Zone Change No. 78-11 to include all properties redesignated Medium Density Residential as the result of General Plan P.mendment 78-3 . On March 6 , 1979 , the Planning Commission adopted Resolution 1242, which recommended the redesignation of additional properties on � ' Dunbar Street to Medium Density Residential . This area had also been considered for general plan amendment several times, however, concerns over sewer capacity and the proximity to Meadowlark Airport had discouraged increasing the density for the area. In April, 1978 , the City Council considered and approved zone Change No. 78-5, from R1 to R2 for the half-acre parcel located on the rorthwest corner of Leslie Lane and Dunbar Street. Zone Change No. 78- 11 was filed in July 1978 and in August the Planning Department received a petition from the majority of property owners on Dunbar Street requesting a change of zone from R1 to R2 . Several alternative zoning concepts were analyzed by the Staff in General Plan Amendment 78-3 , and the Medium Density Residential designation was adopted for a portion of the area in December 1978 .
