FINDINGS:
1: The Land Use Element cf the General Plan designates the subj-3ct
properties as general commercial; therefore, the proposed C4 zoning
is consistent with the City ' s General Plan.
2. . The resulting office/Professional uses will be compatible with existing
and future land uses.
CONDITION OF APPROVAL:
1 . Future development of the subject site shall be limited to only non-
medical office facilities.
DISCUSSION:
The applicant ' s original roquest was that the property be designated on
"the Gene::al Plan as general commercial. and be r.ezonod to R5 to allow for
office development. During the General Plan Amendment review, the Planning
ComlAusion was informed that the R5 Office/Professional designation was
created primarily for large Areas of land and that Commercial zoning desig-
nation would be adequate to allow the proposed office uses . At that time,
the Commission requested that a "()" suffix be placed on the appropriate
commercial zoning in order to restrict the type of offices that could be
developed . This "Q" designation was requester'; by the Planning Commission in
order to allow only non-medical offices . The establishment of a 50 foot
building setback along Warner. Avenue is consistent with the majority of
commercial zoning on major arterials .

'The subject property located at the southeast corner of Warner Avenue

General Plan as General Commercial and is presently vacant of develop-
ment.
The property to the east of the subject site is presently developed
with single family dwellin('Is, it is zoned R1 , Low Density Residential
and is designated on the General Plan as Low Density . To the south,

create - less sewerage than single family homes, therefore, the office/
profe:sional dexelopment would also be less of an impact on the existing
'deficient sewer system in the area . The proposed commercial designation
s 'compaLi.ble with the surrounding office/professional and residential
" uses .and. i.s less effected by the traffic and air craft noise impacts
associated with Warner Avenue and the Meadowlark Airport. Redesignation
of the subject site to allow for office/professional use would allow
for the expansion of an already viable office/professional cluster
rather than piecemeal development of a problem piece of residential
property abutting a major arterial .
7. 0 RECOMMENDATION:
The staff is .recommending approval of Zone Change No. 78-25, a change
of zoning from Rl-PD to Q-C4 with a 50 foot building setback along
Warner Avenue based on the following findings and with the following
conditions.
FINDINGS:
I . The Land Use Element of. the General Plan designates the subject
property as General Cotiunercial , therefore, the pr-oposad C4 coning
is consistent with the City ' s General Plan .
