The Commission at that time requested that this area be included in General Plan Amendment No. 78--2 . On October 3, 1978 , General. Plan elmend►rtent No. 78-2 was presented to the Planning Commission . This amendment included a study on the lots in the downtown area. At that time the staff: recommended to the Commission that the Downtown Mixed Development designation not be removed from the General Plan and that a new zoning desiynation should be implemented wh?.ch would allow for mixed development for this general area. This mixed development zoning would be in keeping with the mixed development designation on the General Plan. It was the consensus of the Commission that the mixed development designation be retained . Even though the R1 zoning designation is consistent with the mixed development General. Plan designation , it: does not afford for the maximum development of: the subject site . if these five parcels were to be redesignated as R1 , they would be camaletely surround(.'d by C3 property. This would create a pot: zoning situation within the general area . As of this date nothing hag been accomplished by the City Plwiners in this particular area and nothing is in the process . Consequently I filed a formal zone change with the City Planning Department. However when I filled out the Application, with the help of the planning deportment at their information counter, I incorrectly requeo ted the Lone to be changed frow 0--3 -to R-1. FROM_GENERAL BUSINESS DISTRICT TO LOW DENSITY - RESIDENTIAL ON REAL PROPERTY LOCATED AT THE SOUTHWEST CORNER OF OLIVE AVENUE AND 2ND STREET (ZONE CASE NO. 78-26) WHEREAS, pursuant to the state Planning and Zoning Law, the Huntington Beach Planning Commission and Huntington Beach City Council have had separate public hearings relative to Zone Case No. 78-26 wherein both bodies have carefully considered all information presented at said hearings , and after due con- sideration of the findings and recommendations of the Planning Coimission and "all evidence presented to said City Council , the City Council finds that such zone change is proper, and ��onsis-- tent with the general plan, NOW, THEREFORE, the City Council of the City of Huntington Beach does ordain as follows : j SECTION 1.
