The subject site comprises the western half of the 38 acres considered as part of General. Plan Amendment No. 79-1A. The present Q-�R2-PD zoning on the subject site was adopted by the City Council. u 2 9 8 through an emergency ordinance mandated b the on August 1 1 7 9 r � g 9 Y Y court. The proposed zone change will bring zoning on the site into con- formity with the adopted General Plan land use designation. The site is surrounded by low- and medium-density re;siden-,es to the north and east, an industrial park to the south, and a recreational vehicle storage area and camper manufacturing facility to the west. The site is surrounded on the south and west by industrial uses or vacant industrial land; hence, the irdustri.al designation is clearly more compatible with surrounding uses than existing medium density zoning. The lack of street and drainage improvements along Talbert Avenue was a major factor in the site ' s havi,r.7 received a low suitability rat-.ng for industrial use and redesignation to -iiedium density residential in General. Plan Amendment No. 77-1 . The City now has allocated funds to improve Talbert Avenue: through an AUFP project. The 1977-78 capital improvements budget allocates money to design and construct a storm drain fr,-m :peer. Avenue to Got:h3rd Street to handle drainage from the site. No further action is necessary . 3. 0 SUMMARY OF ISSUES : x The major issues of concern regarding Zone Change 79--4 are: 1) compatability with adjacent uses, 2) suitability of the site for industrial use, 3) circulation and access . 4 . 0 ANALYSIS: The site is surrounded on the south and West. Ly industrial uses or vacant industrial land; hence , industrial designation is clearly more oll;pa-ible with surrounding uses than the existing medium density zoning . The only conflict exists with the medium density development to the north and east, where industrial activities and the noise and traffic they often generate may impact the residents . Under M1 zoning a minimum 45•-foot setback is required where ir:ciustrial uses abut residential property .
