property across uhe street and were told that it would
always remain. as R-2 or R-3. because. of the surrounding area
which is all' R-1, . Rw2 and R-3. This Information prompted
us to go ahead with the purchase in September of...1,.97.5,

FINDINGS:
The proposed R3-19 zoning is consistent with the City' s General
Plan 'and is compatible with surrounding existing and planned
future land use.
2. This proposed R3-19 zoning will not increase the total number
of units over that permitted under the present zoning and/or
general. plan designation.
DISCUSSION:
This request is to average two zoning designations in order to allow
a single project that will be developed over the zoning boundary with-
out requiring that specific areas Within the project be at higher
density than other areas of the project. The site is broken down in
the following manner: The overall site is 6. 1 acre:. . The area that
is presently zoned R3 consists of 2 . 36 acres . This area can be developed
with 25 units per gross acre, which would allow a total of 59 units .
The southern portion is presently zoned R2 and consists of 3 .75 acres.
The allowed density in this zone is 15 units per gross acre, which would
allow the development of 56 units . The total number of allowable units
for %he subject site is 115 . Tf the total number of acreage is divided
into the total allowable units, the yield for the overall project is
18. 85 units per acre . The applicant has vertuested R3• 19 which is in
keeping with average density for the overall site.
This averaging does not increase the total, number of units that would
be allowed if the property were developed individually under their

Pursuant" to the environmental regulations in effect at this time,
'y the Planning Division posted tentative Negative Declaration No. 79-46
for a 10-day period in the office of the City Clerk and with the
Huntington Beach Independent. The posting period ran between June 29,
1979 and July 2, 1979. No comments, either in writing or oral, have
been received regarding the subject negative declaration. The D+?part-
ment drafted Negative Declaration No. 79-46 wllicsh isattached .for
the Commi ssion's review as required by Section 15083 (c) (4 ) of the
State Guidlines of. the: Environmental Quality Act. The initial study
information is attached to the negatiive declaration as documentation
in support of the findings.
Prior to action on this zone change, it is nece.asary for the Planning
Commission to receive and review comments on and adopt Negative
Declaration No. 79-46 in conjunction with lone Change No. *19_6 .
