DISCUSSION: ..;.. , On September 6 , 1978 , the Planning Commission reviewed a petition to rezone a 12. 3 acre site within the Downtown area from commercial to residential . The area was bounded by Third Street on the northwest, Lake Street on the east and southeast, and Walnut Avenue on the southwest. At that time, the Commissistils directed the staff to include this area in General Plan Amendment No. 78-"2 . After considerable re-- view, the Planning staff recommended that the subject request be removed from General Plan Amendment No. 78-2 on the basis that the proposed use . was consistent with the mixed development general plan designation on the general area. On October 3 , 1978 the Planning Commission, concurred : and directed staff to develop a new zoning district to implement the " mixed development designation . A zone cl,ange application was filed in November of 1978 requesting that, a . 47 acre site in the same area be redesignated from C3 , General Business District, to Rl , Single Family Residential. District. The .:. staff. report for the zone change rccotaulaended that the application be tabled for the following reasons : 1 . The proposed R1 zoning would not be c:orisi:.atent; with the surrounding zoning for the general area, and 2. . The start was preparing an ordinance which would allow mixed dev- clopment (residential/commercial) for the clenrral area . The staff is coordinating the revitalization tT efforts* with the Local Coastal Program, which will make overall policy r -'recommendations concerning circulation and access , provisions of 'I housing',: and alternative land uses . In addressing alternative land :. uses,: the staff will investigate the potential for additional comer cial demands and housing needs in the area. The Local Coastal Plan is tentatively scheduled for completion in December, 1979 . I The staff had recommended to the Planning Commission that the subject zone change be continued or tabled until such time as the Local Coastal Plan had been completed and the Downtown Core Study completed and :reviewed by the City Council. At the October 16 , 1979 Planning Commission meeting, the Commission was willing to continue this item based on staff ' s recommendation. The applicant requested that the `item not be continued, but be denied if the Commission was not going to approve the requested zone change. After lengthy discussion , the Planning Commission concurred with the applicant' s request and denied Zone Change No. 79--8 . ENVIRONMENTAL STATUS : At the time the applicant applied for Zone Change No. 79-8 , he also requested a negative declaration for the subject zone change . In accordance with the requirements of CEQA the staff posted tentative Negative Declaration No. 79-67 in the office of. the City Clerk and in the Huntington Beach independent. After the 18-day posting period , no comments either in writing or oral were received by the Department of Development Services. The staff recommended that the Planning Commission table any action on Negative Declaration No . 79-67 until such time as the Planning Commission would make a secision on `Lone Change No. 79-8 . The Commission discussed the negative declaration for the pro viousl.y denied zone change (79--8 ) , considering whother or not it was adequate to assess the imp�icts of .residential de signal ion fear. the 4° subject property.
