Transmitted for your consideration is zone Change No. 79--9 , a change
of zoning from RA, Residential/Agriculture , to (q) C-21 Qualified

RECOMMCNDA:ION:
The Planning Commission and Planning staff reconunand that the City
' Council approve Zone Change No. 79--9 subject to the following condi-
tions which can be applied subject to Article 964 ( A) of the Ordinance
Code, Qualified Classifications .

1 . The easterly property line shill be treated as follows :

3: 0 SUMMARY OF ISSUES :
The major issue of concern regarding Zone Change No. 79-9 is whether
or not the subject site is suitable for commercial development and
whether commercial development on the site would adversely affect the
adjacent residential properties .
4 . 0 ENVIRONMENTAL STATUS:
Based on the staff ' s initial study of the project, a draft negative
declaration was published in the local newspaper for a 10-day public
review period ending September 24 , 1979 . During that tinle , no comlltents ,
either written or verbal. , were received . The staff r.econllnends that a
negative declaration he issued teased gall the Finding that no significant
adverse environmental impacts will result from the project. Prior. to
action on the project: apI.-)lication, it is nec essar.y for the Commission
to review and adopt Negative Declaration 0o. 79-62 .
