The .Land Use Element of the General (plan designatF:s the sub- ject property as general industrial; therefore, the requested MI-CD--01 zoning is consistent with the General Plan designation. 2. Oil production on the si.t` will be compatible with surrour-lints Land uses because the surrounding properties are dither vacant or developed as industrial . AYES: Bannister , henefick, Paone, Porter, Schumacher; Mahaffey NOES: None ABSENT: Winchell ABSTAIN: None j DISCUSSION : Zone Change No. 81.-.10 is a request to permit oil operations, as defined by Section 9680 . 1 (e) , on the subject property. The applicant has indicated that ;approximately three or four wells on this small site will be directionally drilled to produce approximately 60 subsurface acres. Furtber, an oil production "island" would be created, as opposed to scattered wells . If the zone change is j approved, the former situation is more desirable because it con- centrates a number of wells and related facilities onto one site. Landscaping, block walls , and additional soundproofing measures, as necessary, could mitigate impacts, if any, generated by the oil production. The island concept also presnnrs a more aesthetically pleasing site, while freeing the surrounding land fur alternative development. The site Is presently designated general industrial on the General Plan Land Use Element. The zone change to ?41-Cn-01 wo�, Ld continue to maintain consistency with the General Plan. The existing land use pattern which surrounds the subject property consists of in- dustrial uses and vacant laAd . The drilling of oil wells on the subject property would be compatible in this area . i ENVIRONMEN' IAL STATUS : Pursuant to the environmental regulations in effect at this time, the Department of Development Services posted draft Negative Declaration No. 81--42 for 10 days and no ccmments either verbal or written were received. The staff in its initial study of the project has recommended that a negative declaration be issued . Prior to action on the zone change application it is necessary for the City Council to review and adopt Negative Declaration No. 81-42 . FUNDIUg SOURCES : Not applicable.
