DISCUSSION : The applicant in requesting to incorporate a 3 . 1-acre site located on PP y g P the east side of Florida Street approximately 660 feet south of Main Street into Area C of the Pacifica Community Plan , District One. The site is presently developed as a 164-rnit retirement care facility. The existing retirement care facility is consistent with the present R5 zoning classification. The retirement care facility, if incorpor- ated into the Pacifica Community Plan, would conform with the purpose and development criteria contained within the Pacifica Community Plan. The Pacifica Community Plan was recently amended to permit condominiums and apartments within Area C. If the zone change and code amendment applications are approved, it is possible at a future date that the applicant could file applications for conversion of the existing units to condominiums . ENVIRONMENTAL STATUS: Staff in its initial. study of the project has recommended that a nega- tive declaration be issued. Prior to action on the applications for zone change and code amendment, it is necessary for the City Council to review and adopt Negative Declaration No . 81-57 . FUNDING SOURCE: Not applicable. ALTERNATIVE ACTION: The Council may consider denying this request and maintaining the R5 zoning classification on the site. In May/June, 1973, the planning Commission and City Council approved a General Plan Amendment (GPA 73--4) and zone change (Zone Change No. 73--8) redesignating the property to office professional . At the time . , resid-2n*ial care fa- cilities were permitted in the R5 District . The existing retirement/residential care facility on the site was ap- proved by the Board of Zoning Adjustments on October 10, 1973 (AR 73-130) . In 1976 when the General Plan was totally updated, the office professional designation on -;--be Land Use Element was retained for L major portion of area between Mf.in Street, Florida Street and Garfield Avenue. In 1977, the Pacifica Community Plan was adopted introducing a mixed use concept to the area. Also, provisions allowing residential care facilities in the R5 District were deleted from the Ordinance Code . The existing retirement facility on the site is inconsistent with the present R5 zoning classification. The retirement care facility, if incorporated into the Pacifica Community Plan, would conform with the purpose and development criteria contained within the Pacifica Community Plan. Due to the introduction of specific plan zoning into the Pac= fica area in 1977 and the resultant mixed use character of the surrounding neigh- borhood, it is recommended that the Planning Commission direct staff to re-evaluate- the existing General Plan land use designations within this area and introduce a Land Use Element amendment which would estab- lish designations which more appropriately reflect the existing character of the neighborhood. 7 . 0 RECOMMENDATION: Staff recommends that the Planning Commission recommend to the City Council approval of Zone Change No. 81-13 and Code Amendment No . 82-3 .
