quest to rezone . 68+ acre of property from R2 (Merlitim Density Resi-
dential District) to R5 (Office Professional District) . The property
is located at the northeast corner of Newman Avenue and Van Buren
Street.

2 . The proposed zone change from R2 to 115 will/ be compatible with
surroundincl land uses because the proposed office building is
not an intense land use.

QISCUSSZON:
Zone Change 81-•16 is a request by the applicant to change the zon-
ing on the subject property from R2, Medium Density Residential
District, to R5 , Office Professional District. The subject pro-
perty was considered by the City Council for a change in the land
use designation under ; ant' Use Element Amendment No. 81-2 . On
December 7, 1981 , the City Council approved the applicant ' s request
to change the land use uesignation from Medium Density Residential
to Office Professional.
If Zone Change No. 81-16 is approved by the City Council, the
applicant intends to construct a three--story medical office build-
ing on a portion of the oubject property. The applicant also in-
tends to construct a 9, 600 square foot church facility on the re-
maining property. Both projects are subject to review by the City
prior to construction.
A change of zone on the subject property from R2, Medium Density
Residential District to R5 , Office Professional District, will be
compatible with sur-ounding land uses . The properties located
southwest of the subject property are currently used for medical
offices and a hospital. The properties located to the north of
the subject property are developed with medium density apartments.
The proposed church and medical facility should be compatible with
the surrounding land uses because the proposed medical facility is
not an intense use and the proposed church facility will generally
only be used to maximum occupancy on Sundays.

The subject property was previously assessed for environmental
effects as part of Environmental Impact Rt:port No. 81-4 in con-
junction with General Plan Amendment No. 81-2. If Zone Chance No.
81-16 iJ approved by the Planning Commission from R2 to R5, the
zoning designation will be brought into conformance with the General
Plan designation which is now Office Professional . Any future
development on the site is subject to additional environmental
review.

6. 0 ANALYSIS:
On December 7, 1981, the City Council approved band Use Element Amend-
ment No . 81 and Environmental Impact Report No. 81-4 . included in
this document was a request by the applicant to have the land use
designation on the subject property changed from R2, Medium Density
Residential District, to 115, Office Professional District.

If Zone Change No. 81-16 is approved by the Planning Commission, the
applicant intends to submit an administrative review application to
allow the construction of a three-story medical office building on a
portion of the property having approximately 11, 000 square feet of
floor area . The applicant also intends to begin construction of a
9, 600 square foot church facility on the western half of the property
later this year .
A change of Zone on the subject property from R2, Medium Density Resi-
dential to R5, Office Professional should be compatible with surro'uneing
land uses . The properties located to the southwest-. ire currently used
for medical offices and a hospital. The properties located to the
tiorth of the subject property are currently developed with apartments.
The proposed church and medical facility should be compatible with the
existing apartments because the proposed medical facility is not an
intense use and the proposed church facility will generally only be
used for services held on Sundays.
7 .0 RECOMMENDATION:
Staff recommends that the Planning Commission approve Zone Change No .
81-16 based on the following findings .
FINDINGS FOR APPROVAL:
1 . A charge of zone on the subject property from R2, Medium Density
Residential District to R5, Office Professiona ' District, is con-
sistent with General Plan designation which is Office Professional .
2. The proposed zone change from R2 to a5 will be compatible with
surrounding land uses because the proposed office b•ailding is
not an intense land use.
