The Lard Use Element of the General Plan designates the sub- ject propert as general commercial; therefore, the requested ZONE CH,.NGE 8 2- 1 Page 2 C4 zoning is consistent with the General Plan. 2 . The proposed hotel and retail uses on the property will be com- patible with surrounding land uses because these properties are developed as commercial uses . The applicant has indicated (letter attached) that he intends to develop the parcel with a mix of retail commercial uses and a small hotel . These particular uses would be consistent with commercial highway zoning subject to the approval of an administrative review by the Board of Zoning Adjust- ments . Currently on the property there exists an office building with a large parking lot to the rear . This building could be --onverted to accommodate retail uses, while in the rear of the property a small hotel could be constructed. The staff has contacted the Federal Aviation Administration (FAA) and the Orange County Air- port Land Use Commission in order to identify any potential sa..ety hazards that might arise from the small hotel on the subject site . In their view (FAA) a hotel near Meadowlark Airport poses no threat to patrons of the hotel or pilots of aircrafts. Further, a hotel would have to be in compliance with the State acoustical standards (Title 25) . The interior noise levels within the unit3 could not exceed the California insulation standards of 45 dBA CNrL. The site is presently designated general commercial on the General Plan Land Use Element. The zone change to C4 would continue to maintain consistency with the Ceneral Plan. The staff, in its initial study of the project, has recommended that a negative declaration be issued. Prior to action on the zone change application, it is necessary for the City Council to review and adopt Negative Declaration 82-2.
